Permit to Operate expired: October 18, 2020. Facility staff are currently working with SWS Permitting staff to renew
the expired permit.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The facility is permitted as a small Type 3 compost operation that may accept manure, straw, animal bedding,
vegetative agricultural waste (gin trash, tobacco dust), livestock mortality and inorganic nitrogen sources.
2. Organic waste is generated during events in the livestock barn at the Fairgrounds, and animal bedding material
and manure are collected and brought to the facility for composting.
3. Only waste generated in the livestock barn is currently accepted for composting. No waste is received from the
public or from other outside sources. All compost produced at the facility is used at the facility; none is
distributed to the public.
4. The fair was cancelled in 2020 due to the current pandemic, and no waste was received at the facility. No
composting has occurred since the fall of 2019, so no temperature logs or sample analysis reports were
provided.
5. The facility's permit to operate expired on October 18, 2020. A change in facility administration resulted in
failure to submit a permit renewal application. However, facility staff are now working with SWS permitting
staff to complete the required application so that a permit renewal can be issued. Please note that a current
permit to operate and a pre -operations inspection will be required prior to resuming operations at the
facility.
Facility Inspection:
6. Composting operations take place in a series of 8 concrete bunkers, each of which is outfitted with a fan that is
used to force air through the waste to speed up the composting process. The bunkers (or bins) are located
northeast of the facility office.
7. The composting operation is secured by a perimeter chain link fence with locking gate to prevent unauthorized
entry. In addition, the composting area is located in a section of the fairgrounds property that houses an
equipment storage area and, therefore, is secured by a second perimeter fence with locking gate. Gates are
locked when facility staff are not present.
8. Since the previous inspection on October 29, 2019, the required signage had been posted at the facility gate.
9. The compost operational area is sloped to direct surface water to a low gravel berm located east of the compost
bins. The water filters through the berm then slowly sheet flows onto the grassy bank beyond. At the time of
this inspection, the low area in front of the berm held ponded water, and some water had also accumulated in
equipment ruts in front of the compost bins. Please ensure that maintenance is performed so that the
stormwater and erosion control measures function properly prior to beginning operations again.
10. No waste was observed at the site; however, finished product was stockpiled in and around the compost
operations area.
