Box 230 High Point, NC 27261 PARTICIPANTS: Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section Mike Spencer, Solid Waste Disposal Superintendent – City of High Point Ron Taylor, Ingleside Compost Supervisor – City of High Point STATUS OF PERMIT: Permit to Operate (PTO) issued December 11, 2018 PTO expiration date December 11, 2023 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS On January 14, 2021, Chuck Kirchner met with Mike Spencer and Ron Taylor to conduct a comprehensive inspection of the City of High Point, Ingleside - Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point, Guilford County. 1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility. 2. The facility produces: compost from leaves and grass clippings, leaf mulch, and wood mulch material. 3. The facility is permitted to create engineered soil. Incinerator ash from the City of High Point East Side Wastewater Treatment Plant (WWTP) is approved for use in the engineered soil mix. 4. The facility did not receive incinerator ash during the last year. 5. The facility is in operation Monday through Friday 8:00 am to 4:00 pm and Saturday 9:00 am to 1:00 pm. Facility may expand operational hours in the spring. Permit modification is not required to expand hours. 6. The facility permit, site plan, and operations plan were discussed. 7. The facility receives yard waste from the City of High Point collection operations and from businesses and residents. 8. The City of High Point collects leaves annually from about November through January. 9. Material is generally received from Guilford County. 10. The compost and mulch produced is sold to the public, landscape companies, builders, etc. and used for City projects. 11. The center laydown area has some old asphalt paving. The City of High Point is planning on repaving this area in the near future. 12. The front portion of the facility is used to store screened compost, mulch, leaf mulch, and engineered soil. 13. Mulch is ground and put into windrows near the scale house on the north side of the facility. Leaf material is staged south of the compost windrows. Leaf material is currently ground and added into the compost mix. The middle portion of the facility is used to grind leaves and mulch, and screen compost. It is also used for yard waste storage and active composting and curing. 14. Compost windrows appeared to be properly sized. All windrows shall be approximately twelve feet wide at the base and six feet in height. Windrows shall be separated by a twenty-five foot fire lane. 15. Some logs are kept near the center of the facility and are given away to the public for free firewood according to Mr. Taylor. 16. Active compost windrows are maintained for ~ 5 months and cured for an additional 1 – 3 months. 17. Grass clippings are generally received at the facility from March through October. 18. The facility maintains windrow temperature records. Temperature records were observed for July 1, 2019 through January 11, 2021. Continue to document temperatures maintained at or above 55 degrees Celsius/131 degrees Fahrenheit for three consecutive days. 19. Temperatures of the windrows are taken from the center of the compost pile every fifty to sixty feet. 20. The facility maintains two temperature probes used for windrow temperature readings. 21. Thermometer calibration records observed this inspection. Thermometers calibrated on February 3, 2020 and January 13, 2021. Include temperatures used and adjustments made on calibration records as discussed. 22. Routine waste screenings of the received wastes are conducted at the scale house and where vegetative material is dropped off. One painted pallet observed on site had been separated for proper disposal. 23. The facility maintains records of the quantity, type, and source of material received for processing. The amount of material received from January 1, 2020 through December 31, 2020 is 20,906.88 tons. 24. The facility maintains records of the quantity and type of material sold or removed. The amount of material sold or removed from January 1, 2020 through December 31, 2020 is 24,465.10 tons. 25. Mr. Spencer stated that there is currently approximately 7,500 tons of material on site. When incinerator ash is received again the facility shall continue to obtain analysis test results from the WWTP. 27. The facility annual report (FAR) dated July 8, 2020 was received by the SWS. Material received for July 2019 through June 2020 is 20,454.69 tons. The amount of compost, mulch, and topsoil created is 17,449.00 tons, the amount sold is 6,494.26 tons, the amount stockpiled is 5,425.02 tons, and the amount used internally/not marketed is 6,535.41 tons. 28. The facility operates under NPDES permit # NCG240000 which expires September 30, 2022. 29. There is no erosion control plan at this facility. Total disturbed area appeared to be under one acre. If disturbed area is to exceed one acre at any time than an erosion control plan shall be submitted to and approved by NCDEQ Land Quality Section prior to grading activities. 30. The facility does not use odor control spray or fly spray. 31. There was no odor detected at the facility boundary. 32. Mr. Stone stated that there had been no odor complaints on this facility in the last sixteen years 33. The facility appeared to be graded appropriately to ensure positive stormwater drainage. 34. The facility has two tub grinders and two screeners. 35. Per 15A NCAC 13B .1406 (19) Compost Facility Training Requirements rule readoption states: (a) Facilities permitted as Large Type 1, Large Type 2, all Type 3, and all Type 4 shall have an operator, supervisor, or manager trained in accordance+ with the requirements in G.S. 130A-309.25. No less than one trained operator, supervisor, or manager meeting the requirements of this Sub-item shall be onsite during the facility's operating hours or available at a phone number provided in the facility permit. (i) Training in accordance with G.S. 130A-309.25(c) shall be required every five years. (ii) Persons who have achieved and maintain compost operator certification by the US Composting Council Certification Commission or equivalent shall be considered as having met the training requirements in G.S. 130A-309.25 for the permitted facility. (b) Owners or operators shall provide annual training for facility staff, including a review of the operations plan and permit documents. (c) Documentation of training required in Sub-items (a) and (b) of this Item shall be maintained at the facility and made available to the Division upon request. (d) Facilities permitted before the readopted effective date of this Rule shall meet the requirements of Sub-item (a) of this Item within three years of the readopted effective date of this Rule. Facilities permitted after the readopted effective date of this Rule shall meet the requirements of Sub-item (a) of this Item within 18 months of permit issuance. 36. Mike Spencer obtained a Certificate of Completion of the Composting Council course dated September 12-16, 2016. This fulfills the training requirements. 37. Recommend staff attend Composting Council training again once Covid-19 restrictions are lifted or other training becomes available. 38. Annual facility staff training, including review of the operations plan and permit documents shall be performed by the permit holder and documentation of training is required. 39. The City of High Point Fire Department can be contacted to address an emergency at the facility. 40. The facility is secured by a metal gate with lock. Personnel are on site during operating hours. 41. Access roads are of all-weather construction. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 4 42. The facility has proper signage. 43. The facility is also a conditionally approved temporary disaster debris staging site (TDDSS, DS41-001). Disaster debris shall be managed within the parameters of the facility permit.
