The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on January 13, 2021.
2. The facility's permit to operate was issued on December 20, 2020 and started receiving waste on January 4,
2021.
3. Construction and demolition waste is transferred to the Whitestone Valley Construction & Demolition Landfill
in Talking Rock, Georgia. MSW waste is sent Pine Bluff Landfill in Ballground, Georgia.
4. The facility is open Monday through Friday, 8:00 am to 4:00 pm and is closed on Saturday and Sunday.
Records Review
5. The permit and operations plan were available for review.
6. Tonnage records from January 4, 2021 to January 12, 2021 were reviewed. The facility received 144 tons of
MSW and C&D waste during that period

8. Waste screening records were reviewed; the facility performs one waste screening per day and the forms
showed the final destination of any unapproved material that was encountered.
Operations Inspection of the Transfer Facility (2003-TRANSFER-2020)
9. The site is secured by a gate at the entrance and fencing and berms around the property.
10. Signage stating the name of the facility, hours of operation, and permit number was installed at the entrance to
the facility.
11. The access roads are constructed of gravel and appeared to be well maintained at the time of inspection.
12. The transfer station consists of a pre-engineered building. MSW waste is dumped on the north side of the
tipping floor and C&D waste is placed on the south side.
13. The facility does not have a loading bay; waste that is deposited onto the tipping floor is placed into the transfer
trailer via a material handler which is parked on the tipping floor.
14. Windblown litter was minimal and well managed at the time of inspection.
15. The trench drain at the front of the tipping floor appeared to be working properly. The facility is in the process
of replacing the grates due to damage caused by the weight of equipment traveling across them.
16. The tipping floor and push walls were in good condition and no waste was observed behind the push walls.
17. One load of MSW was on the tipping floor and no unapproved material was observed. No C&D waste was on
the floor at the time of inspection.
