Hi Chris. Just a full TCLP will suffice, no need for the corrosivity, ignitability, etc. tests. Total coliform
test is fine; the same test that you use for your compost will work. One test will need to be done for
every 30,000 cubic yards, approximately. Samples should be taken from within the pile (not on
exterior) and should be representative of the whole. Please let me know if you have any other

After reaching out to a few soil analysis labs, I have a few questions:
I found that the TCLP is a base test with several additional tests that can accompany it. Does
the DEQ require reactivity, corrosivity, and ignitability to accompany the TCLP?
Is the fecal coliform and E. coli, 2 separate tests? Or will a total coliform test be sufficient?
Will 1 of each test be sufficient for the entire pile?

HI Chris,
The street sweepings would need to have a full TCLP analysis (see here for more info on TCLP) plus
testing for fecal coliform and E. coli. If the testing came back within the parameters for the
constituents, then the street sweepings could be screened of waste and used as cover on the LCID
and/or fill dirt. The remaining waste would need to be taken to an MSWLF.
If you decided not to sample the material, then all of the street sweepings must be taken to an
MSWLF. If you decide to go this route, please provide the Section a written plan to include the time
frame in which the material will be removed. We understand the pile did not develop over night and
will take time to remove based on City finances. We just need to see that the City is making an
effort to remove the material and has a time frame for when that will occur.
New street sweepings should be sent to the MSWLF. If you wish to stockpile (either for the purpose
of hauling larger loads to the landfill or for screening) the material will need to be stored on a gravel
or preferably concrete pad and covered (e.g. with a tarp) during rain events and overnight.

As we spoke last month regarding the sweeper debris pile at Arrow Rd, I am just touching base
to see the extent of the regulations as to moving the debris. I know we spoke about soil
samples and such but which analysis I am not sure. Can you provide us with a detailed list of
the analytics and processes we should take to remove the debris from Arrow Rd, as we are in
the process of wrapping up the budget for the upcoming years.
