STATUS OF PERMIT:
The Solid Waste Section sent a letter to Mr. Darrell Cash on July 24, 2000, stating that they had received the Notification
signed by Mr. Cash. The Notification was recorded in Deed Book 1177 and Page 0679 at the Register of Deeds in Louisburg,
NC.
PURPOSE OF SITE VISIT:
Provide technical advice for a fire that was reported to the Section on November 30, 2020.
STATUS OF PAST NOTICE OF VIOLATIONS

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On November 30, 2020, Mr. Heath Cash contacted Ms. Thompson to report a fire that had started at the site. Mr. H. Cash
stated that the fire had started sometime during the night of November 25, 2020. Mr. H. Cash stated that the cause of the
fire was likely spontaneous combustion; no one was smoking near the landfill nor was it caused by a lightning strike.
According to the Fire Incident Report, approximately 75% of the landfill had burned. Based on the conversation on
December 16, 2020, approximately 15 to 20% of the landfill had caught fire, not the 75% that was reported on the Fire
Incident Report. As soon as the fire was discovered, Mr. H. Cash contacted the local Fire Department, who in turn
contacted the Forestry Service. The Fire Department applied water to the site, while the Forestry Service wet and
monitored the adjacent pasture lands and forested areas. NCDOT was also contacted and put up "Caution Dense Smoke"
signs along M.C. Wilder Road. The Fire Department also contacted the nearby airport to notify them of the dense smoke.
A pump was placed in an adjacent irrigation pond to supply firefighting hoses and sprinklers. Approximately 800,000
gallons of water were applied to the site prior to the Section's arrival. Based on the advice of the Fire Department, Forestry
Service, and Stacey Smith of Smith + Gardner, Mr. Cash excavated areas of waste, flooded the excavated hole with water
then covered with soil.
1. Upon arrival at the site, steam was visible mainly along the western side slope of the landfill. The steam was a result
of the heat from the logs evaporating the rain. No active flames were observed during this inspection.
2. Mr. Cash has continued to saturate the waste with water and mix with soil to help smother the fire. Mr. Cash stated
that he has found only one spot along the western side slope that is a visible red hot spot. Mr. Cash stated that he
would continue to add water and mix in soil to smother the hot spot.
3. Mr. Cash stated that after the December 3, 2020 inspection, a few stumps were identified to have had active flames
and red coals. Mr. Cash had placed the actively burning stumps in an area near the western corner of the landfill and
completely burned them. Mr. Cash said that he completely burned the stumps because of the possibility of embers
being hidden within the stumps reigniting the fire, if they were buried within the NLCID.
4. Mr. Cash was continuing to stockpile larger stumps at the top of the LF for grinding. Mr. Cash stated that the grinder
needed to be utilized at another site and would return at a later date to continue grinding operations.
5. Prior to ending the meeting, Ms. Thompson and Ms. Conners stressed the importance of safety while fighting the
landfill fire and encouraged Mr. Cash to continue his actions to help extinguish the fire.
6. Corrective measures need to continue. All waste must be moved and located within the less than 2 acre
NLCIDLF and covered properly before operations can continue.
On January 4, 2021, Mr. Heath Cash sent Ms. Thompson photos of the site depicting the current condition of the site. No
steam was visible, and the waste appeared to be mostly covered. The photographs provided by Mr. Cash can be found
below.
