STATUS OF PERMIT:
Active; Life-of-Site Permit to Operate (PTO) Phases I-IV issued 4 January 2019. In accordance with 130A-294 a (2),
life-of-site ends when the facility reaches its final permitted elevations or by 30 December 2057, whichever occurs first.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review to review Phase IV sideslope damage repairs.
STATUS OF PAST NOTED VIOLATIONS:
None applicable.

ADDITIONAL COMMENTS:
1) This landfill is a lined Municipal Solid Waste Landfill.
2) This landfill is permitted to receive solid waste generated by and on Marine Corps Base Camp Lejeune, Marine
Corps Air Station Cherry Point, and all related ancillary Marine Corps Facilities.
3) The landfill facility is secured by means of a locked gate at the facility entrance during non-operational hours.
The gate was open upon my arrival and attendants were on-site during this Facility Compliance Inspection.
4) Proper signage is posted at the entrance to the facility stating the permit number, contact information, and listing
banned/excluded wastes.
5) Hours of operation for this Facility are Monday through Friday 7:30 AM to 3:30 PM, except the landfill is
closed on ten holidays: New Year’s Day, Martin Luther King Jr Day, President’s Day, Memorial Day,
Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
6) This Facility requires five-day advance notice for the receipt of asbestos containing materials. All received
asbestos waste is disposed in an area adjacent to the working face, covered upon receipt, and mapped with a
GPS unit.
7) The leachate collection system cleanouts are highly visible, readily accessible, protected, and well maintained.
8) The landfill disposal boundary has been marked with permanent, highly visible, fiberglass markers delineating
the edge of the liner system.
9) This landfill is currently operating in Phase III.
10) Soil is stockpiled adjacent to the active working face for use as cover.
11) Attendants were present at the working face during this Facility Compliance Inspection.
12) The working face is being maintained in a compact and manageable size. Operational compacting equipment
was on-site and in use during this Facility Compliance Inspection.
13) No areas of ponding or standing water were observed at the working face during this Facility Compliance
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Inspection.
14) Windblown debris is being well managed at this time. No windblown debris was observed outside the permitted
disposal area during this Facility Compliance Inspection.
15) The areas of sparse cover and erosion that were observed on the east facing outside slope of Phase III and
noted in the previous FCIR have been filled and graded. *Please continue working to maintain this area
at a slope not greater than 3:1. All repaired areas should be seeded and mulched to establish a
groundcover suitable to prevent erosion of your landfill cap system.
16) Facility operations plans were reviewed during this Facility Compliance Inspection. Exploratory excavations
in the eastern end of Phase III have revealed that an excess volume of soil was used for cover in this area of
the landfill. Plans are to excavate and recover the excess cover soil and use the reclaimed airspace as well as
the unused airspace in the adjacent swale section for waste disposal. All reclaimed soil will be staged within
the permitted disposal area adjacent to the active disposal area and used for cover/grading. This excavation
and disposal progression is expected to take most of 2021 to complete. *Special care should be taken during
this project to control flow of surface waters and to prevent excess erosion and siltation of/from the outside
slope of Phase III. Any water that comes into contact with solid waste should be collected and managed as
leachate.
17) Overall, the closed areas of the landfill are well maintained with a well-established cover crop of native warm
season grasses.
18) The landfill cover crop is mowed throughout the growing season as needed.
19) No off-site erosion was observed during this Facility Compliance Inspection.
20) The landfill surface water management ditches and stormwater basins were reviewed. These areas were clear
of windblown litter and brush, and no areas of erosion were observed during this Facility Compliance
Inspection.
21) *Corrective measures are required as a result of this Facility Compliance Inspection.
