The report has been prepared based on first-hand knowledge of site conditions and familiarity with North Carolina solid waste rules and industry standard protocol. Monitoring Well Installation www.scsQaineers.com Page 1 2.0 INTRODUCTION This report, prepared by SCS Engineers, PC (SCS), documents the installation of groundwater monitoring wells MW-35, MW-36, MW-39, MW-40, MW-41, and MW-42 and the installation of landfill gas monitoring wells MMW-5, MMW-9, MMW-10, MMW-11, MMW-12, and MMW-14 at the Charlotte Motor Speedway Landfill. This report serves as the required certification of the well installations. The Landfill is located at 5105 Morehead Road, Concord, NC and operated by BFI Waste Systems of North America, Inc. The Site operates under Solid Waste Permit #1304-MSWLF-1992. OBJECTIVE In accordance with North Carolina Solid Waste Rules and the approved Water Quality Monitoring Plan and Landfill Gas Monitoring Plan submitted by SCS on October 8, 2020, six groundwater monitoring wells were installed and six landfill gas monitoring wells were installed in support of the Phase 3 landfill expansion. 3.0 MONITORING WELL CONSTRUCTION The location of the Landfill and property boundary is depicted in Appendix A. Location of the existing and installed groundwater and landfill gas monitoring wells are depicted in Appendices B and C, respectively. Installations were performed by Innovative Environmental Technologies Inc. (IET), a North Carolina Certified Well Contractor and supervised by a NC Licensed Geologist. The well construction records (GW-1s) generated by IET are provided in Appendix E. The monitoring well installations began October 20, 2020 and were completed on November 13, 2020. The boreholes were advanced using a Mobile Drill B-57, CME 750, and an AMS PowerProbe 9510 with 4.25, 6.25, and 8.25-inch hollow stem augers. The groundwater monitoring wells were constructed with 2-inch Schedule 40 PVC slotted well screen and well casing with a sand filter pack and bentonite seal. The landfill gas monitoring wells was constructed with 1-inch Schedule 40 PVC slotted well screen and well casing with a sand filter pack and bentonite seal. The installed wells were finished with a 2-ft X 2-ft concrete pad, lockable steel protective cover, and perimeter steel pipe bollards. Tooling and equipment were decontaminated upon completion of drilling at each groundwater and landfill gas monitoring well location. The installed monitoring wells are not yet surveyed at the time of this submittal, with the survey scheduled to be conducted in the near future. Survey data when received will be incorporated into the next semi-annual water quality monitoring report for the Landfill. Monitoring well construction and boring logs are provided in Appendix D. MW- 35, MW-36, MW-37, MW-39, MW-40, MW-41, and MW-42 were developed by SCS personnel using a submersible pump until visibly clear of sediment. The submersible pump was decontaminated after use at all groundwater and landfill gas monitoring well locations. Well development purge volumes are as follows: 5 gallons of water purged from MW-35; 20 gallons of water purged from MW-36; 7 gallons of water purged from MW-37; 5 gallons of water purged from MW-39; 25 gallons of water purged from MW-40; 8 gallons of water purged from MW-41; and 7 gallons of water purged from M W-42. During the initial mobilization, access to the location for groundwater monitoring wells MW-38 and MW-37 could not be achieved due to wet weather. These two wells shall be installed and documented at a later date. MW-17R and MW-17AR are proposed re -location wells for Phase 4 Monitoring Well Installation www.scsenciineers.com Page 2 development and will be installed during Phase 4 landfill construction. In addition, proposed landfill gas monitoring wells MMW-6, MMW-7, and MMW-8 were found to be intact, so re -installation was deemed not necessary. Proposed MMW-13 was not installed as two landfill gas monitoring wells, MMW-42 and MMW-29, were discovered in the vicinity of the proposed MMW-13.
