ADDITIONAL COMMENTS:
01 - Permit and Operations plan onsite and were not reviewed. 02 - Signage is posted on the entrance gate with all information required.
03 - This facility has a chain link fence and gated entrance that is lockable.
04 - Hours of operation are 7:00 am – 4:30 pm Monday – Friday and 7:00 am – 12:00 pm Saturday (Seasonal). Closed Christmas Day, New Year’s Day and Thanksgiving Day. 05 - Interior roadways are made of all-weather materials and maintained. 06 - The waste stream consists of construction and demolition waste yard debris, single stream recyclables and dry recyclable waste. Recyclables other than C&D will be deposited on the floor in a separate area and loaded into open top trailers for transport to the Hampton Material Recovery Facility. C&D will be deposited on the tipping floor in a designated area loaded into open top trailers and hauled to the Hampton Roads Recovery Center. Incoming loads will be inspected by the driver, facility operator and equipment operators to minimize chance of unapproved materials being accepted. 07 - Screening records were not reviewed. 08 - Incoming load tickets were not reviewed. 09 - Records of waste received (weight & type) and waste transferred out were not reviewed.
10 - Windblown trash was not an issue during this inspection. Site looks good. 11 - No repairs to transfer station were needed during this inspection. 12 - Facility Now has 7 Certified Transfer Station Operations Specialist; David Parker, expires 4/8/2021, Joshua
Beasley, expires 3/14/2022, David Brickhouse, expires 3/14/2022, Nigel Culpepper, expires 3/14/2022, Richard Hill, expires 3/14/2022, Robert Mansfield, expires 3/14/2022 and Joshua Smaltz, expires 10/9/2023. 13 - Waste is being transported to the Centerville Turnpike CDD Landfill, Virginia Beach Va. (Virginia Permit Number SWP 603.) Not reviewed. 14 - Daily equipment inspection reports were not reviewed. 15 - Tipping floor was clean. 16 - Covid-19 recommendations were followed during this inspection. 17 - Digital Pictures taken during this inspection. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
