The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on December 10, 2020 unless otherwise noted.
2. Waste is transported from the facility to the Union County Regional Landfill in Enoree, SC by KR Drenth
Trucking, Inc.
3. The facility's hours of operation are Monday through Friday, 8:00am to 4:30pm and Saturday, 8:00am to
4:00pm.
Records Review

5. Tonnage records were reviewed from the FY2019-2020 Facility Annual Report. The facility received
20,875.53 tons of waste from July 1, 2019 to June 30, 2020.
6. A random selection of waste screening forms was reviewed. The forms showed the final disposition of any
unacceptable material that was found.
7. Leachate pumping records were provided by email. Leachate was pumped on December 30, 2019, February 7,
2020, April 23, 2020, June 2, 2020, August 10, 2020, August 31, 2020, September 26, 2020 and November 12,
2020.
Operations Inspection of the Transfer Station (7504T-TRANSFER-2005)
8. The transfer station consists of a pre-engineered metal building with a single loading bay.
9. On November 7, 2019, the Section approved plans for the resurfacing of the tipping floor and replacement of
the associated trench drain. On June 30, 2020, the facility provided certification of the completion of the
project.
10. No unacceptable waste was observed on the tipping floor and the tipping floor trench drain appeared to be
working properly at the time of inspection.
11. Minimal waste was observed on the loading bay floor and facility staff stated the area is cleaned at the end of
each working day.
12. A section of the metal sheeting on south wall of the loading bay had been pulled away from the transfer
building. Facility staff stated that a piece of material that was being loaded into the trailer on Wednesday had
struck the side of the building causing it to become unattached. Staff also stated that they had had the materials
onsite to repair the sheeting. Repair the sheeting to prevent the possibility of waste leaving the transfer
building.
13. Five loaded trailers were onsite at the time of inspection and all appeared to be leak resistant.
14. Windblown litter was minimal and well managed.
Operations Inspection of the White Goods Collection, Battery Collection, Oil Collection and Electronic Waste
Areas
15. White goods are collected to the southwest of the scale house. A contractor removes the refrigerants from the
units before the they are moved and loaded into an open top trailer. The contractor marks units where
refrigerants have been extracted. Units that had not had the refrigerant extracted were observed laying on their
back and sides intermingled with other white goods. NCGS § 130A-309.81 states in part, "Each county is
responsible for providing at least one site for the collection of discarded white goods. It must also provide for
the disposal of discarded white goods and for the removal of chlorofluorocarbon refrigerants from white
goods." Handling and storing units properly is essential to managing refrigerants and preventing their
release into the environment. Units containing refrigerants should be stored separately and upright.
16. Used oil and oil filters are collected to the east of the scale house and removed by Holston Environmental

Services for recycling. The used oil tank is under cover and has secondary containment. Oil filters were being
collected in barrels adjacent to the used oil tank. Oil staining was observed on the ground surrounding the
collection barrels. The matter was referred to Dan Murphy with the Underground Storage Tank Section for
evaluation. Following corrective action taken by the facility, Mr. Murphy issued a final report on the incident,
dated December 15, 2020, stating no further action was required. It is recommended that the used oil filter
collection be moved to the area where the lead acid batteries are currently being stored. This area has
secondary containment and can reduce the risk of oil being released into the environment.
17. Lead acid batteries are collected adjacent to the used oil and oil filter area.
18. The facility collects florescent tubes and bulbs. The tubes are stored in cardboard boxes to prevent breakage
before being sent to Cleanlites for recycling. The florescent tube area was well managed at the time of
inspection.
19. Two trailers were staged to the north of the transfer station to receive incoming scrap tires. No tires were being
stored outside the trailer.
20. Electronics are collected to the southwest of the scale house. The electronics are palletized or placed in Gaylord
boxes. Electronics and small broken electronic pieces and parts were observed on the ground at the time of
inspection. The electronics on the ground need to be palletized or placed in a roll off container and the
small electronic pieces and parts cleaned off the ground to prevent injury to residents and county staff.
Failure to properly manage electronic waste may affect future funding opportunities.
Operations Inspection of the Treatment and Processing Area for Land Clearing Debris
21. The facility is permitted to receive land clearing waste and untreated wooden pallets. The collected material is
ground and sold to local businesses.
22. No unapproved material was observed in the stockpile at the time of inspection.
