Notified site. No permit required. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
01 - This site visit was a Partial Facility Compliance Inspection. 02 - On the last inspection a Plan of Action was discussed on the close out of this Notified LCID Facility.
03 - During this facility inspection it was observed that Mr. Sanders is working to close out this Notified LCID. 04 - All Land Clearing Waste (LCW) has been moved back inside of the boundaries of this facility. 05 - Stock piles of earthen material (soil) has been placed around the landfill. 06 - Some uncovered LCW was noted, only on the side slopes. 07 - To close out this facility, the side slopes must be graded to have (at a minimum) a 3:1 grade. 08 - All the waste must be covered with 1 ft. of earthen material (soil) and seeded to establish vegetation to prevent erosion of this facility. 09 - A letter certifying that all of the above criteria has been met and mailed to John College. Contact information: P.O. Box 782, Columbia N.C. 27925. 10 - Upon receipt of this certification letter, John College will set up a final inspection to bore test holes to ensure the 1 ft. of cover has been met. 11 - A formal letter will be sent confirming closure of this facility and it would be a violation if used for waste storage after closure. 12 - The Inert Debris pile is being sorted to remove any non-conforming waste. 13 - Inert Debris will be crushed and used on the roads or sold. 14 - Digital pictures were taken and some are attached to this inspection report.
