This permit shall expire 28 October 2079. Pursuant to NCGS 130A-295.8, the permitee must submit a permit application for any change to the approved engineering plans or for a substantial amendment to the permit. An application for a permit must be prepared in accordance with all applicable statutes and rules in effect on that date. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: There were no violations observed during this Facility Compliance Inspection. Please see the ADDITIONAL COMMENTS section below for details concerning this inspection. ADDITIONAL COMMENTS: 1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A- 290(a)(4); (14); (15); and NCGS 130A-294 (m). 2) This Facility is permitted to receive Construction & Demolition Waste generated in Brunswick, Carteret, FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 1607T_INSP_20201210 Page 2 of 3 Craven, Duplin, Jones, Lenoir, New Hanover, Onslow, Pamlico, Pender, Pitt, and Wayne Counties. 3) Construction and Demolition Waste must be transported for disposal to the Maysville Construction and Demolition Landfill in Jones County, permit #52-03. 4) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, and the emergency contact number is posted at the Facility entrance. 5) Erosion control devices are in place and appear to be functioning properly. No off-site erosion was observed during this Facility Compliance Inspection. 6) The Facility is secured by means of a locked gate at the Facility entrance. The gate was open upon my arrival and Facility personnel were onsite during this Facility Compliance Inspection. 7) The Facility access road is of all-weather construction and is being maintained in overall good condition. 8) An adequate number of trailers are maintained onsite for the volume of waste currently managed by this Facility. 9) All incoming waste is being managed on the covered concrete pad. 10) Incoming waste is processed in a timely manner. 11) Overflow waste is collected from behind the concrete push walls and returned to the permitted collection area at the end of each workday. Minimal debris was observed outside the push walls. *Please continue to ensure that all overflow waste is properly managed at the end of each workday or throughout the day as necessary. 12) A waste screening was conducted during this Facility Compliance Inspection. Four ATV-type wheels/tires were found and removed from an incoming load of demolition waste. This unpermitted waste was removed from the waste for proper disposal. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 1607T_INSP_20201210 Page 3 of 3 13) A roll-off container is maintained onsite for the collection and removal of unpermitted wastes screened from incoming loads. This container is removed from the site and all collected waste disposed at the Coastal Environmental Partnership Carteret County Transfer Station, permit #16-04T weekly. 14) This Facility maintains a Caterpillar 924G High-Lift Wheel Loader and a Doosan DX225 Crawler Excavator on site for waste handling and site maintenance duties. 15) Some windblown debris was observed collected near the ditch along the northern property boundary. *Please ensure that all windblown debris is collected and properly managed at the end of each workday. 16) No violations were observed during this Facility Compliance Inspection. 17) *Corrective measures are required as a result of this Facility Compliance Inspection.
