Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On December 8, 2020, Chuck Kirchner met with Al Morton to conduct a comprehensive inspection of the Gold Hill Road C&D Landfill and Treatment and Processing Facility on Gold Hill Road in Asheboro, Randolph County. General Site Information: 1. The facility consists of a construction and demolition debris (C&D) landfill, a wood waste treatment and processing (T&P) operation, a recycled materials recovery (T&P) operation for concrete and asphalt. This facility also purchases several types of landscaping materials such as mulch, sand and stone for re-sale. Landscaping materials purchased and resold are not part of this permit. 2. Morton & Sewell Land Company LLC recently purchased this landfill and has been re-permitted to continue operating the 6.1-acre active disposal area of the Gold Hill Road Construction and Demolition Debris Landfill (C&DLF) unit which is specified in the permit issued on October 30, 2019. 3. The 2019 permit approves the operation of Phase 1A-1 and Phases 2A and 2B and the previously mentioned facility operations. 4. The C&D landfill plan currently consists of six phases: Phases 1A-1 and 1A-2, Phase 1B and Phases 2A and 2B, and vertical expansion Phase 1C. A new Permit to Construct (PTC) is required prior to development of future phases 1B and 1C. A future area Phase 3 has been identified but is also not permitted to date. 5. The facility is open Monday through Friday 7:30 am to 5:00 pm and Saturday 8:00 am to 12:00 pm. 6. The landfill is permitted to receive C&D waste, inert debris, land clearing debris (LCD), used asphalt, and asbestos per permit conditions. 7. The facility service area is Alamance, Chatham, Davidson, Guilford, Montgomery, Moore, and Randolph Counties. Records Review 8. The facility permit, site plan, and operations plan were discussed. 9. The facility maintains an NPDES permit, General Permit Number NCG240000, Certificate of Coverage NCG240022 issued on February 28, 2020 and shall remain in effect for the duration of the General Permit. 10. The following are certified personnel: a. Al Morton, Certified Landfill Manager, No. 63403, exp. 05/07/22. b. Randy Hurley, Certified Landfill Operations Specialist, No. LF-2009012, exp. 04/13/24 c. Brian Marley, Certified Landfill Operations Specialist, No. LF-2010105, exp. 07/30/22 d. Denise Hicks, Certified Landfill Operations Specialist, No. LF-2015014, exp. 03/24/21 e. Andrew Smith, Certified Landfill Operations Specialist, No. LF-2019027, exp. 4/16/22. 11. The Facility Annual Report was submitted on July 9, 2020. Total waste received from July 1, 2019 through June 30, 2020 was 19,149.27 tons. Total recovered materials in metal, wood and concrete were 3,717.76 tons. 12. A throughput comparison from 2002 to November of 2020 was provided during this inspection. Through November of 2020 the total amount of C&D received was 14,701.22 tons, LCD received was 3018.85 tons, concrete debris was 762.19 tons and scrap metal was 89.96 tons. 13. The facility is required to conduct waste screenings once a week. Records for January 9, 2020 through December 7, 2020 were observed. Observed waste screening records were done well. 14. The facility generally conducts two or three waste screenings per week. 15. The facility shall cover solid waste with six inches of earthen material when the waste disposal area exceeds one- half acre and at least once weekly. Cover logs were observed for 2018, 2019 and through November 25, 2020. 16. The facility engineer was recently replaced by Smith Gardner out of Raleigh. Smith Gardner is also taking care of the environmental sampling according to Mr. Morton. 17. The facility conducts landfill gas monitoring utilizing the bar hole punch method. 18. The facility maintains quarterly landfill gas monitoring records. Records were observed for December 27, 2018 (4th quarter), June 5, 2019 (2nd quarter), September 23, 2019 (3rd quarter), October 24, 2019 (4th quarter), March 30, 2020 (1st quarter), July 14, 2020 (2nd quarter) and September 14, 2020 (3rd quarter). No exceedance of the methane or hydrogen sulfide lower explosive limit (LEL) is noted. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 19. All groundwater wells were observed during this inspection and were maintained in an accessible condition. 20. The facility maintains semiannual groundwater and surface water monitoring and leachate test records that had been submitted by Smith Gardner. Records were observed for groundwater and surface water monitoring and leachate testing conducted on March 26, 2018, March 21, 2019, June 17, 2019, and March 24, 2020. A exceedance was indicated on each report. Facility Inspection 21. C&D waste is currently being placed in Phase 1A-2. The working face was level and appeared small and compact. 22. Two other large piles of Land Clearing Debris (LCD) were observed on site. LCD waste will be ground up on site for resale. 23. Clean concrete debris pile was observed near the eastern LCD pile. This will be ground during the same time that the LCD waste is ground. 24. According to Mr. Morton, A-1 Sandrock brings their grinder to process LCD waste and concrete debris one to two times per year depending on volume. A-1 Sandrock is scheduled to come out soon and process material on site according to Mr. Morton. 25. All previously processed material had been sold at the time of this inspection. 26. New windrows of processed LCD material shall be kept in windrows 27. A new permit to operate shall be obtained prior to placing waste in Phase 1A-2. 28. Mr. Morton stated that the facility does not currently conduct the PRAS operation. 29. The facility processed 22 mobile homes in 2019 and 15 mobile homes so far in 2020 according to Mr. Morton. 30. Additional landscape supplies, such as mulch, sand and stone, are bought from outside sources and resold on property. These areas appeared neat and organized and did not interfere with landfill operations. 31. Edge of waste markers were observed well maintained and in good condition during this inspection. 32. No windblown litter was observed this inspection. 33. Access roads are made out of an all-weather construction.
