No permit required. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 – Facility is secured by a locking gate. 02 – Facility has signage with required information. 03 – Edge of waste markers are present, but 1 is on the ground and others are leaning. Equipment operators should be more careful and the markers need to be corrected as to tell where the boundaries are. Picture attached on this report. 04 – A small amount of waste is outside of the waste boundaries. Need to push back inside. This was also noted on the last inspection report. Picture was attached to the last report and this report. 05 – Road is made of sand. No issues getting in and road is maintained well. 06 – Facility is still working on the south end of the facility. 07 – There is no cover material onsite. Looking back at the last inspection report dated 4/30/2020, it appears that no waste has been covered including what was there on 4/30/2020. Remember it is required that you must cover monthly at a minimum. RULE;15A NCAC 13B .0566 OPERATIONAL REQ. FOR LAND CLEARING/INERT DEBRIS (LCID) LANDFILLS; (4) Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first. A follow up inspection will be conducted around 30 days from this report to ensure compliance has been met before a Notice of Violation has to be sent. 08 – There was no non-conforming waste noted during this inspection as was noted on the last inspection report. 09 – Due to heavy rain starting during this inspection, I was not able to complete the total walk around. 10 – Digital pictures taken during this inspection and some are attached to this report.
