Dear Ms. Drummond:
CDM Smith Inc., on behalf of Wake County (County), is submitting an electronic copy of the October
2020 semi-annual sampling event report for the East Wake Landfill - Rigsbee Property (Site). This
letter report presents the results of the most recent semi-annual sampling event and constitutes the
second semi-annual sampling event for 2020. The approved groundwater monitoring network consists
of one background well (i.e., MW-01), and five downgradient monitoring wells (i.e., MW-02, -03, -04S,
-04D, and -07). Field activities and sampling results are discussed below.
Background
The East Wake Landfill (landfill) is located on two parcels. One of the parcels as shown on Figure 1 is
owned by Carolyn Properties, LLC and contains approximately 27 acres of waste. This parcel is
referred to as the J.T. Knott property and is currently part of the North Carolina Department of
Environmental Quality's Inactive Hazardous Sites Pre -Regulatory Landfill program. The background
monitoring well for the portion of the landfill located on the James Ervin Rigsbee (Rigsbee) property,
MW-01, is located on this parcel along with a private airport and several businesses.
The parcel owned by Mr. Rigsbee contains approximately 46 acres of waste located in two separate
areas as shown on Figure 1. This parcel borders the J.T. Knott property to the south and west. A large
portion of the parcel is used for cattle pasture and includes an explosive storage company and
associated storage and office trailers, a home with a detached garage and two barns, and a storage
area for abandoned automobiles. All monitoring wells for the landfill, with the exception of the
background well, are located on this parcel. This portion of the landfill operated under Permit Number
92-02 until the two waste disposal areas ceased operations in 1983 (Area C) and 1985 (Area D).
The two areas of waste located on the Rigsbee property are known as Areas C and D as shown on
Figure 1. Groundwater assessment for Area C is being conducted under the supervision of the Inactive

Hazardous Sites Pre -Regulatory Landfill Unit after this area of waste was determined to be eligible for
the program in the fall of 2012.
Since 2012, the County has voluntarily collected groundwater samples semi-annually from the Area C
monitoring wells (i.e., MW-5, -6, -8, -9, and -10). On September 13, 2018, the Solid Waste Section
approved the discontinuation of the groundwater monitoring of Area C, beginning with the fall 2018
sampling event.
Field Activities
Groundwater samples were collected on October 7, 2020, by use of disposable, laboratory
decontaminated bailers. Monitoring well sampling locations are presented on Figure 1. Well
construction details are provided in Table 1.
Groundwater elevations were measured at each well on October 6, 2020, prior to sampling and are
presented in Table 2. These groundwater elevations were used to construct potentiometric contours
for this sampling event and are presented on Figure 1. The groundwater elevations and
potentiometric contours were used to estimate the groundwater velocity at each well. Groundwater
velocity values are provided in Table 3.
After depth to groundwater was determined, three well volumes of water were removed from each
well prior to sampling to provide fresh formation water within the well water column. Each well
volume was measured for pH, conductivity, temperature, turbidity, dissolved oxygen, and
oxidation-reduction potential using a YSI-556 multi -parameter water quality meter and a HANNA HI
98703 turbidity meter. Wells that had elevated turbidity were allowed to stabilize prior to sample
collection. The water quality parameters at the time of sampling are presented in Table 2.
Alternate Source Demonstration
On August 17, 2020, CDM Smith submitted an Alternate Source Demonstration (ASD) for the Site on
behalf of Wake County. The purpose of the ASD was to demonstrate that metals exceeding the 15A
NCAC 02L .0202 (NC 2L) Groundwater Standards or Interim Maximum Allowable Concentrations
(IMAC) are naturally occurring and not related to a release from the landfill. The ASD was prepared
using analytical data from the background monitoring well, MW-01, that was collected on a quarterly
basis from January 2018 to February 2020 to develop upper tolerance limits (UTLs) for specific
analytes that historically exceeded their respective NC 2L or IMAC standard. Based on statistical
analysis, an UTL of 2.82 parts per billion (ppb) was proposed for cobalt and an UTL of 2 ppb was
proposed for vanadium. The North Carolina Department of Environmental Quality's Solid Waste
Section (SWS) approved these proposed UTLs on August 20, 2020.

Sampling Results
Pace Analytical Services, LLC (formerly Shealy Environmental Services, Inc.) located in West Columbia,
South Carolina, analyzed the groundwater samples for the North Carolina Appendix I volatile organic
compounds and Appendix I metals. In a letter dated May 29, 2018, the SWS stated that all
groundwater and surface water samples collected from landfills be analyzed for 1,4-dioxane after July
1, 2018. On June 26, 2019, the SWS approved the removal of 1,4-dioxane from the sampling program
for all monitoring wells, with the exceptions of MW-03, -045, and -4D, due to two consecutive non -
detect events (October 2018 and April 2019). Samples were collected from the wells requiring the 1,4-
dioxane analysis during the October 2020 semi-annual sampling event. Sample results are provided
below.
The analytical results were reported to the laboratory specific method detection limit (MDL) and are
quantifiable at or below the laboratory limit of quantitation (LOQ). All monitoring wells for the landfill
had detections of analytes above the MDL but below the LOQs that were qualified as estimated or "J"
flags.
The following list indicates the analytes detected above the LOQ at each sampling location. No "J" flag
detections are provided. Underlined analytes exceeded the NC 2L Groundwater Standard, IMACs, or
UTLs. A complete summary of all detected and estimated concentrations for the October 2020
sampling event is provided in Table 4. The laboratory analytical data reports are provided in
Appendix A.

An equipment blank, trip blank, and duplicate sample were analyzed for quality control. Acetone was
detected as an estimated concentration in the equipment blank below its NC 2L Standard. No analytes
were detected in the trip blank above the MDL. The duplicate sample, identified as DUP, was collected
from MW-03 and had similar analyte concentrations as those detected in MW-03. Table 5 presents a
summary of all parameters detected during the October 2020 sampling event that exceeded the NC 2L
Groundwater Standards or IMACs.
As part of the ASD for the landfill, a lab filtered sample was collected from monitoring well MW-04D
during the October 2020 sampling event due to elevated turbidity (i.e. greater than 10 NTUs). Total
metals that exceeded the NC 2L Groundwater Standards, IMACs, or UTLs in the sample collected from
MW-04D were analyzed for dissolved metals to determine if turbidity was a contributing factor to the
total reported metals. Cobalt was detected in the dissolved metal sample collected from MW-04D
above its UTL. There were no other dissolved metal exceedances. Dissolved metal sample results are
provided in Table 4 and the laboratory report is provided in Appendix A
The County will continue with the semi-annual groundwater monitoring program for Area D. The
concentration of 1,4-dioxane will continue to be monitored in MW-03, -04S, and -04D. The next
sampling event will take place during the spring of 2021.

VOA 8260D
The laboratory control sample (LCS) and laboratory control sample duplicate (LCSD) for analytical batch
69845 exceeded acceptance criteria for the following analytes: Acetone and 2-butanone(MEK). These
analytes were biased high and were not detected in the associated samples: VJ10087-008 (EQ Blank)
and VJ10087-009 (Trip Blank).
Insufficient sample volume was provided to perform matrix spike/matrix spike duplicate (MS/MSD) for
analytical batch 69845. An LCS/LCSD was run in lieu of an MS/MSD.
Metals 6020B
The ICSA for analytical batch 70536 & 70640 contained Cadmium at greater than two times the LOQ.
The data have been qualified and reported. The trace impurity present is confirmed in the vendor
documentation.
Due to sample matrix effect on the internal standard (ISTD), a dilution was required for sample VJ10087-
005 (MW-04D). The LOQ has been adjusted accordingly.
