STATUS OF PERMIT:
Active; Life-of-Site Permit to Operate (PTO) Phases I-IV issued 4 January 2019. In accordance with 130A-294 a (2),
life-of-site ends when the facility reaches its final permitted elevations or by 30 December 2057, whichever occurs first.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review to review Phase IV sideslope damage repairs.
STATUS OF PAST NOTED VIOLATIONS:
None applicable.

No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below
ADDITIONAL COMMENTS:
1) This landfill is a lined Municipal Solid Waste Landfill.
2) This landfill is permitted to receive solid waste generated by and on Marine Corps Base Camp Lejeune, Marine
Corps Air Station Cherry Point, and all related ancillary Marine Corps Facilities.
3) The landfill facility is secured by means of a locked gate at the facility entrance during non-operational hours.
4) Proper signage is posted at the entrance to the facility stating the permit number, contact information, and listing
banned/excluded wastes.
5) Hours of operation for this Facility are Monday through Friday 7:30 AM to 3:30 PM, except the landfill is
closed on ten holidays: New Year’s Day, Martin Luther King Jr Day, President’s Day, Memorial Day,
Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
6) This Facility requires five-day advance notice for the receipt of asbestos containing materials. All received
asbestos waste is disposed in an area adjacent to the working face, covered upon receipt, and mapped with a
GPS unit.
7) The leachate collection system cleanouts are highly visible, readily accessible, protected, and well maintained.
8) This landfill is currently operating in Phase III.
9) The landfill disposal boundary has been marked with permanent, highly visible, fiberglass markers delineating
the edge of the liner system.
10) Attendants were present at the working face during this Facility Compliance Inspection.
11) Soil is stockpiled adjacent to the active working face for use as cover.
12) The working face is being maintained in a compact and manageable size. Operational compacting equipment
was on-site and in use during this Facility Compliance Inspection.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

13) Windblown debris is being well managed at this time. No windblown debris was observed outside the permitted
disposal area during this Facility Compliance Inspection.
14) No areas of ponding/standing water were observed at the working face during this Facility Compliance
Inspection.
15) Overall, the closed areas of the landfill are well maintained with a well-established cover crop of native warm
season grasses.
16) The area of erosion observed on the northern outside slope of Phase IV has been repaired. The damaged area
was filled, graded, and seeded.
17) The landfill stormwater management ditches and basins were reviewed. These areas were clear of windblown
litter and brush, and no areas of erosion were observed during this Facility Compliance Inspection.
18) Areas of sparse cover and erosion were observed on the southeast facing outside slope of Phase III. *Within
thirty days of receipt of this Facility Compliance Inspection report, please repair all erosion present on the
sideslope. This area should be graded at a slope not greater than 3:1 covered, seeded, and mulched to establish
a cover crop suitable to prevent erosion of your landfill cap system.
19) Silt has been conveyed by surface waters from the southeastern outside slope to the base of the Phase III
outside disposal marker berm. *Please recover the soil washed from the outside slope of the landfill from this
area. It is recommended that the disposal plan for this area be revisited and the swale section of Phase III
between the current disposal area and the marked liner section inside the current berm be utilized for active
disposal of incoming waste.

20) No off-site erosion was observed during this Facility Compliance Inspection.
21) Facility monitoring wells were reviewed during this Facility Compliance Inspection. All reviewed wells were
readily accessible, properly labeled, and secured with functioning locks.
22) *Corrective measures are required as a result of this Facility Compliance Inspection.
