Dear Mr. Bouchard:
Pursuant to your authorization of Bunnell-Lammons Engineering, Inc. (BLE) Proposal Number J20-1235-98,
dated November 10, 2020, BLE has prepared this report of limited leachate release assessment at the Foothills
Regional MSW Landfill (FHLF). The purpose of the assessment is to perform sampling and reporting of soil
and surface water in general accordance with the North Carolina Division of Waste Management (DWM) —
Solid Waste Section (SWS) Leachate Release Sampling and Analysis Guidelines forMSWLandfills updated
January 31, 2020. This report contains the information required by the SWS to document the sampling and
analysis results in the facility records.

1.0 PROJECT INFORMATION
The existing Foothills Regional Municipal Solid Waste (MSW) Landfill is located on Cheraw Road
approximately two miles northwest of Lenoir, North Carolina (Figure 1). The landfill is owned by the
Caldwell County Board of Commissioners and operated by Republic Services of North Carolina, LLC
(Republic). The landfill development is being implemented in phases as new solid waste cells are needed.
To date, Cell Nos. IA, 1B, 2A, 2B, 3A, 3B, 3C, 4, 5A, and 8A have been constructed.
We understand that SWS representative, Mr. Charles Gerstell, observed a small leachate seep during an
inspection on November 4, 2020. The seep emanated from Cell No. 4, where it exited the lined area and
entered the surface water control ditch line on the western perimeter of the landfill. Leachate was contained
within the ditch and had not reached any outlet structures to the facility sediment control basins.
Landfill staff excavated the location of the seep and removed a mattress near the bottom of intermediate cover
that was the potential cause. The excavation was filled with washed stone to promote drainage from this area
into the waste mass and topped with clean fill soil to prevent future seepage. The contact soils were excavated
and disposed in the landfill. Clean soils were placed in the excavation area and covered with riprap for erosion
control.
Mr. Derek Bouchard contacted SWS geologist Ms. Jaclynne Drummond via telephone on November 6,
2020 to report the incident. Mr. Derek Bouchard prepared and issued a Leachate Release Sampling Plan
dated November 11, 2020. We understand that the plan was subsequently approved by the SWS. The plan
includes the sampling and analysis of two (2) soil samples and two (2) surface water samples in accordance
with the aforementioned guidance. Foothills LF retained Pace Analytical Services, LLC (Pace) to provide
sampling supplies and analytical services and BLE for sampling and reporting services.
2.0 FIELD ACTIVITIES, SAMPLING, AND ANALYSIS
BLE mobilized an environmental professional to the subject site on November 16 & 20, 2020 to perform
sampling. Two soil samples and one surface water sample were collected on November 16, 2020 and two
surface water samples were collected on November 20, 2020. Soil samples were designated BGS1 (F) for
the background sample and DGS2 (1.5') for the potentially impacted sample. Both samples were discrete
(grab) samples collected from the depths shown on the sample names. Surface water samples were designated
USW-1 for the background (upstream) sample and PIW-1 and PIW-2 for potentially impacted (downstream)
samples. All three surface water samples were discrete (grab) samples. Please note that the surface water
sampling plan was revised by Republic to include an additional surface water sampling point. Sample
locations are shown on Figure 2.
The soil and surface water samples were delivered to Pace Analytical Services, LLC. (Pace) of Asheville,
North Carolina on the dates collected and subsequently analyzed in Pace's North Carolina certified
laboratories. The samples were analyzed in the laboratory for Appendix I volatile organic compound (VOCs)
and total metals [40 CFR Part 258 Appendix I], total phosphorus, sulfate, nitrate, and pH. The surface water
samples were also measured in the field for pH by BLE. The laboratory analytical data is included in
Appendix A.

3.0 RESULTS
3.1 Soil
The background soil sample BGS1 (F) was collected from a depth of one foot below ground surface and was
located north and outside the limits of the future waste boundary. The potentially impacted soil sample DGS2
(1.5') was collected from a depth of 1.5 feet below ground surface and was located at the origin of the leachate
outbreak (Figure 2). The results of the soil laboratory analyses are summarized on Table 1 and the laboratory
analytical data is included in Appendix A.
The laboratory analytical results were compared to the North Carolina Department of Environmental Quality
Preliminary Soil Remediation Goals (PSRG) dated July 2020'. The results indicate that concentrations of total
antimony, arsenic, chromium, and cobalt exceeded one or more PSRG in both the background and potential
impacted samples. The results did not exceed any other PSRG (if established) for the remaining analytes in
either of the samples. The soil pH appears to be in the normal range for local soils.
3.2 Surface Water
The background (upstream) surface water sample USW-1 was collected from the unnamed tributary to
Abingdon Creek west of the leachate release area. Two potentially impacted surface water samples were
collected. They included sample PIW-1 collected in Wet Detention Basin No. 1B and PIW-2 collected from
the outfall of Basin No. I and prior to discharge into the unnamed tributary (Figure 2). The results of the
surface water field and laboratory analyses are summarized on Table 2 and the laboratory analytical data is
included in Appendix A.
The laboratory analytical results were compared to the North Carolina Surface Water Quality Standards
(NC2B)2 limits. The results indicate that concentrations of total copper and lead exceeded the NC2B standards
in sample PIW-1 and that concentrations of total copper exceeded the NC2B standard in sample PIW-2. The
results did not exceed any other NC2B standard (if established) for the remaining analytes in any of the samples.
It was noted during sampling that the surface water in Basin No. 1 B was turbid (sample PIW-1). We understand
that this is a typical condition and not related to any infrastructure malfunction. The surface water pH appears
to be in the normal range for local surface water and is within the NC2B standard limits for surface water.

4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Soil
We conclude that the laboratory analytical results for pH, nitrate, total phosphorus, sulfate, and VOCs indicate
that the soil has not been impacted by leachate. Additionally, the laboratory analytical results for background
total metals are very similar to the results for the potentially impacted soil sample. These metals data indicate
that the detected metals are naturally occurring and not an indicator of a leachate release. It is also noted that
copper and lead were detected in both soil samples.
4.2 Surface Water
The laboratory analytical results for the leachate sample collected during the July 2020 sampling event (which
were previously reported to the SWS) have been added to Table 2 to illustrate the constituents of the facility's
leachate (the potential source). Additionally, the receiving water for the unnamed tributary at the site has been
identified as Abingdon Creek which has been designated a Class C water by the NC Division of Water
Resources. Therefore, the water quality in the unnamed tributary is compared to those of Class C waters.
We conclude that the laboratory analytical results for pH, nitrate, total phosphorus, sulfate, and VOCs indicate
that the surface water has not been impacted by leachate. Additionally, the concentrations of total copper and
total lead which exceed NC2B standards are likely naturally occurring as documented in the soil sampling
results. The metals detected in surface water sample PIW-1 are likely the result of the turbidity of the surface
water in Basin No. 1B. Furthermore, the leachate does not contain copper and cannot be a source of the copper
detected in the surface water.
4.3 Summary
Soil and surface water sampling and analysis was conducted in general accordance with the SWS approved
sampling plan. The data indicates that leachate has not impacted the tested soil or surface water. The metals
detected in the site's soil and surface water appear to be naturally occurring.
Landfill staff identified the source of the leachate release, mitigated the cause, excavated and disposed contact
soils, and backfilled and regraded the affected area for proper drainage. We recommend no further action for
the leachate release.

5.0 QUALIFICATIONS OF REPORT
The activities and evaluative approaches used in this assessment are consistent with those normally employed
in hydrogeological and environmental assessments of this type. Our evaluation of site conditions has been
based on our understanding of the site and project information and the data provided to BLE.
This report has been prepared on behalf of and exclusively for the use of Republic Services of North Carolina,
LLC. This report and the findings contained herein shall not, in whole or in part, be used or relied upon by any
other parry (excluding the DW1V1) without BLE's prior written consent.

All sample aliquots were received at the correct temperature, in the proper containers, with the FP1
appropriate preservatives, and within method specified holding times, unless qualified or notated within
the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples FTChave been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control
are within established criteria except where addressed in this case narrative, a non-conformance form
or properly qualified within the sample results. By my digital signature below, I affirm to the best of my FSS
knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the
quality of the data have been identified by the laboratory, and no information or data have been

Guide to Reading and Understanding Your Laboratory Report

The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not
intended as a comprehensive explanation, and if you have additional questions please contact your project representative.
Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name,
Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On -Site Data, Sampling Collection Dates/Times, and
Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.

The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes

If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the

standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the
laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the
result reported has already been corrected for this factor.
These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal

for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or
duplicated within these ranges.
Original Sample
The non -spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control

sample. The Original Sample may not be included within the reported SDG.
This column provides a letter and/or number designation that corresponds to additional information concerning the result
Qualifier
reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and
potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was
no measurable result returned for a specific analyte, the result in this column may state "ND" (Not Detected) or "BDL"

(Below Detectable Levels). The information in the results column should always be accompanied by either an MDL
(Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect
or report for this analyte.

Confidence level of 2 sigma.
A brief discussion about the included sample results, including a discussion of any non -conformances to protocol
Case Narrative (Cn)
observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will
be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.
Quality Control
This section of the report includes the results of the laboratory quality control analyses required by procedure or
Summary (Qc)
analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not
being performed on your samples typically, but on laboratory generated material.
This is the document created in the field when your samples were initially collected. This is used to verify the time and

date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This

chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the
samples from the time of collection until delivery to the laboratory for analysis.
