During the July 16, 2018 inspection, the access road around the LCID was found to be overgrown with vegetation. During
the November 5, 2020 inspection, the access road around the landfill had been mowed and maintained.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
On November 5, 2020, Amanda Thompson conducted an inspection of Bryant Grading LCID Landfill located at 376
Spence Mill Road, Fuquay-Varina in Harnett County.
1. The facility is a land clearing and inert debris (LCID) landfill.
2. Proper facility sign posted at the facility entrance showing the contact name and number in case of an emergency
and the permit number.
3. The facility is properly secured with a locked gate. Personnel are on site during operating hours which are Monday
through Friday from 7:30AM to 5:30PM and Saturday from 8:OOAM to 1:OOPM.
4. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and asphalt.
5. The facility site plan, operations plan, and permit were not reviewed with the site operator at this inspection.
6. The facility is not currently burying waste within the LCID. Mining and grinding operations are taking place on
top of the LCID.
7. The facility needs to be mowed to allow for proper inspection of the side slopes. Woody vegetation also
needs to be removed from the side slopes.
8. Edge of waste (EOW) markers were not visible due to the overgrown vegetation. EOW markers need to
be installed and visible one to the next.
9. The facility site plan, operations plan, and permit and were not reviewed with the site operator at this inspection.
10. Per 15A NCAC 13B .0566 (10), "Surface water shall be diverted from the working face and shall not be
impounded over waste." Several wet areas of settling were identified on the top of the LCID. The areas should
be filled in and graded to promote drainage away from the LCID.
11. Corrective measures are necessary as a result of this inspection.
12. Digital pictures were taken during the inspection.
