Code Enforcement officer John College – NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active, Life of Site Permit issued March 27, 2019 and expires August 28, 2056. This permit is in the names of: Currituck County (owner) and Republic Services of North Carolina, LLC (operator). PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS: The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 01 - This follow up facility compliance inspection was conducted with Leighton Earwood, Currituck Solid Waste Director and Rachael Anderson, Currituck Code Enforcement Officer/ 02 - Minimal windblown trash was noted during this inspection around the transfer station main yard and the trailer storage area had been worked on. Minimal left to get out of the woods. MUST BE DONE DAILY. Noted on last inspection. 03 - Tipping floor and loading bay were clean as they can be during working hours. 04 - Need to clean out the corners inside the tipping floor and loading bay. 05 - One small leak was detected on stored (loaded) trailer #133 with no containment barrel placed under the trailer to capture the leachate discharge. Trailer in need of repair. 06 - Facility has 3 certified Transfer Station Operations Specialist: Charlie Rome, expires 3/12/2022, David Lowe, expires 5/25/2022 and Martyn Mitchell, expires 11/14/2022. 07 - Screening records were reviewed during this inspection. Records are up to date since last inspection. 08 - Roads are constructed of all-weather materials and maintained well. 09 - Facility has adequate signage with required information. New directional signs have been installed. 10 - Yard waste area has some bagged trash in piles that needs to be removed. 11 - Scrap metal area looks good during this inspection. Still a small amount behind the pile on the grass. 12 - White goods containing were all up right until CFC has been removed and then marked and placed on the scrap metal pile. 13 - Overall management of this facility had improved since the last inspection. 14 - Transfer Station and Fuel barrel areas were equipped with charged fire extinguishers. 15 - All above items were discussed with Leighton Earwood. 16 - Digital pictures were taken during this inspection and some are attached to this report.
