The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on November 17, 2020.
2. The facility is owned and operated by Clay County and is open for operation Monday, Tuesday, Thursday,
Friday, and Saturday, 8:00 am to 4:55 pm. The facility is closed on Wednesday.
Records Review
3. Tonnage records were reviewed from the FY2019-2020 Facility Annual Report. The facility received 5,361.45
tons of waste from July 1, 2019 to June 30, 2020.
4. Certified Transfer Station Operations Specialists:
• Kevin Shaheen (expires August 27, 2022)
• Randy Canup (expires May 2, 2022)
• Tim Cable (expires February 26, 2021)
5. Leachate tank pumping records were provided by email. Leachate was pumped on December 12, 2019,
February 4, 2020, March 10, 2020, April 20, 2020, June 12, 2020, August 1, 2020, September 1, 2020 and
October 31, 2020.
6. A random selection of waste screening forms was reviewed. The forms showed the final disposition of any
unacceptable material that was found.
Operations Inspection of the Transfer Station (2202T-TRANSFER-1997)
7. The transfer station consists of a pre-engineered steel building with a single loading bay.
8. Windblown litter was minimal and well managed.
9. No unapproved material was observed on the tipping floor or in the transfer trailer at the time of inspection.
10. Minimal waste was observed on the loading bay floor and facility staff clean the area at the end of each working
day.
11. The three trench drains in the loading bay were clear and appeared to be working properly.
12. One trailer was parked in the covered loaded trailer parking area and all transfer trailers on site appeared to be
leak resistant.
13. The leachate holding tank was observed and no deficiencies were observed.
Operations Inspection of the White Goods. Tires. and RecvclinL- Convenience Center Areas
14. One tire trailer was staged to the south of the transfer building to receive incoming scrap tires. The trailer was
full and one tire was stored outside. Facility staff stated that the trailer was scheduled to be exchanged on
Thursday, November 19, 2020.
15. The recycling convenience center is located to the southwest of the transfer building. The facility collects
plastic bottles, cardboard, office paper, aluminum cans, steel cans, white goods, and scrap metal.
16. The collected plastic bottles, cardboard and office paper are baled and sent to American Recycling in Candler,
NC for processing.
17. The facility collects used oil and filters which are sent to Holston Environmental Services is in Chattanooga, TN.
