Permit Condition 18 – the neighboring vegetation has been cut back from the perimeter of the field, however a couple of the field posts are not clearly visible at this time. Rule .0842(a)(7) noted new areas of heavy matted application which should be raked loose. OBSERVED VIOLATIONS: N/A SEE BACK OF PAGE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The once a year on site meeting. Reviewed the land application site logs, it appears that the required info is being maintained. Mr. Locklear attended a 2020 continuing education class. Discussed that the required soil samples shall be taken & submitted by the end of 2020. 2. The access road is in fair condition at this time and the required signs are posted. 3. Discussed that the rye crop must be planted as soon as possible as per the approved nutrient management plan. Land application shall only occur this winter if an adequate winter cover crop is established. 4. Mr. Locklear stated that he planned to spray for weeds this week. Weed control needs to be continued after this winter as weeds & other vegetation have spread on the disposal fields this year – partly due to the site not being harvested regularly as per the nutrient management plan. Advised Mr. Locklear to contact Georgia Love (regional agronomist) for guidance on specific weed control & improving the Bermuda. 5. Discussed with Mr. Locklear that spot dumping/heavy application areas should be prevented if possible, but if they do occur then those areas need to be raked loose to prevent crop damage. 6. Viewed an area on the back side of the site where Mr. Locklear was instructed to adjust/add another post to clearly delineate the boundary line. 7. Thank you for your time.
