Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The access roads leading to the disposal area were posted with visible and legible signs stating, “NO TRESPASSING, SEPTAGE LAND APPLICATION SITE". 2. The roads accessing the site were passable. 3. The disposal area boundaries were marked on the ground visibly and distinguishably from the surrounding landscape. 4. No discharges were noticed outside of the permitted boundaries. 5. The majority of applications appear to be made in accordance with the nutrient management plan. On field 8 evidence of an application resulting in standing liquid or soil disturbance resulting from the waste flow after the discharge is complete was observed evidenced by dried septage residue coating the ground and dead vegetation. Please observe: 15A NCAC 13B .0842 (a)(7) septage shall be applied to the surface of the land from a moving vehicle to have no standing liquid or soil disturbance resulting from the waste flow after the discharge is complete. 6. The crop described by the nutrient management plan is present and is being maintained as prescribed. 7. No septage applications were made during the site visit. 8. No objectional odors where noticed. 9. Required setbacks appear to be met. 10. Land application records were being kept and were submitted for inspection.
