A site location map is included as Figure 1. 1.1 Brief Site History The subject property consists of approximately 6 acres of land that was historically developed with a cotton spinning mill beginning in 1918. Prior to a recent fire, the facility consisted of multiple structures and associated utility sheds encompassing approximately 180,000 square feet. Hanesbrands occupied the facility until September 2008 and manufactured yarn products from cotton. Processes included blowing/bailing, carding, combing, roping, drawing, spinning, steaming, packing and palletizing. According to Hanesbrands personnel, chemical usage was very limited in the direct manufacturing process. The major components of the processes were cotton fiber, water, and air. Since 2011, the facility has been used for warehousing and storage for various occupants. In 2013, there was a major fire at the facility and a number of buildings were destroyed. Figure 2 depicts the building area that was destroyed and removed following the fire as well as the areas where structures remain. The northwestern remaining building is approximately 36,500 square ft and is used for warehousing by R&R Resources which performs textile recycling. The southeastern remaining building is approximately 79,000 sq ft and is vacant. The southeastern building contains a lower level that is approximately 33,000 sq ft, an upper level that is 39,000 sq ft, and a loading dock area that is approximately 7,000 sq ft. 1 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-025 National Textile Phase II ESA\Brownfields\Brownfields Assessment\Brownfields Assessment Report.doc 1.2 Previous Assessment and Remedial Activities In January 2011, H&H conducted a Phase II Environmental Site Assessment (ESA) at the former National Textiles facility to determine if historic site activities had resulted in a release to site soils or groundwater. H&H advanced and screened five soil borings and collected three soil samples in the vicinity of two former underground storage tanks (USTs). H&H also installed a temporary monitoring well (TW-1) and collected one groundwater sample downgradient of a historic machine shop at the property. No soil impacts were identified in the collected soil samples. As such, there is no evidence of soil impact associated with the former USTs. The compound tetrachloroethene (PCE) was detected in the groundwater sample collected near the former machine shop at a very low concentration of 3.47 µg/l, which slightly exceeds its North Carolina groundwater standard of 0.7 µg/l. No other compounds exceeded groundwater standards. 1.3 Brownfields In a letter dated March 3, 2011, the site was determined eligible for the Brownfields program. In a letter dated September 8, 2011, the North Carolina Department of Environment and Natural Resources (DENR) Brownfields Section requested additional assessment at the site. Because of the changes to the site as a result of the fire, H&H requested revisions to the scope of work. DENR issued a revised additional assessment letter for the site dated December 10, 2013, and requested that a work plan be submitted prior to implementation. A Brownfields Assessment Work Plan dated January 29, 2014 was subsequently submitted to DENR, and the work plan was approved in a letter dated January 30, 2014. The Brownfields assessment activities included soil sampling near a transformer area and collection of sub-slab soil vapor samples from below the remaining warehouse areas. The following sections present the methods and results of the Brownfields assessment activities. 2 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-025 National Textile Phase II ESA\Brownfields\Brownfields Assessment\Brownfields Assessment Report.doc 2.0 Assessment Activities 2.1 Soil Sampling On February 26, 2014, one shallow soil sample was collected adjacent to the transformer station in the central portion of the site. The location of the soil sample is indicated in Figure 2. The soil sample was collected with a stainless steel hand auger and the boring was advanced to a depth of approximately 5 ft. The soil samples were field screened with a photoionization detector (PID). No significant evidence of soil impact was observed in the field, although the highest PID reading (2.6 ppm-v) was obtained at a depth of 4 to 5 ft. Therefore, the 4 ft to 5 ft sample interval was selected for laboratory analysis. The soil sample was analyzed for polychlorinated biphenyls (PCBs) by EPA Method 8082 and for hazardous substance list (HSL) metals plus hexavalent chromium. The soil boring log including PID readings is included in Appendix A, and the results of the laboratory analysis are discussed in Section 3.0. 2.2 Sub-slab Soil Vapor Sampling To assess the potential for vapor intrusion into the site buildings from underlying soil and/or groundwater impacts, H&H collected four sub-slab soil vapor samples at the site on February 26, 2014 (SSVP-1, SSVP-2, SSVP-3, and SSVP-4). The sub-slab soil vapor sample locations are indicated in Figure 2. As shown on Figure 2, SSVP-1 and SSVP-2 were collected in the northwestern building, and SSVP-3 and SSVP-4 were collected in the southeastern building. The samples from the southeastern building were collected from the ground level of the building. At each sample location, H&H drilled through the concrete floor utilizing a concrete hammer drill and an approximate 1.5-inch diameter bit. Through each of the drilled holes, H&H installed an approximate 0.625-inch diameter stainless steel probe with approximate 2-inch long bottom screen point. The probes were installed through the gravel beneath the concrete slab and seated in the underlying soil so that the soil gas probe screen is present in both the soil and overlying 3 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-025 National Textile Phase II ESA\Brownfields\Brownfields Assessment\Brownfields Assessment Report.doc gravel (approximately 6-inches below the top of the slab). After the point was installed at the desired depth, each point was sealed at the surface of the concrete slab using hydrated bentonite. The soil gas probes were completed at the surface using a sample valve and Teflon tubing. Prior to sampling, a field leak check was conducted at each vapor monitoring point by constructing a shroud around the sampling point and saturating the air within the shroud with helium gas. Using a syringe, a sample was collected from the gas in the shroud into a Tedlar® bag and analyzed for helium concentrations using a helium gas detector. Vapor from the vapor monitoring point was then purged and sampled outside of the shroud into a separate Tedlar® bag and analyzed using the helium gas detector to ensure that helium concentrations are less than 5% of the helium concentrations in the shroud. Following a successful field leak check, vapor samples were collected into six-liter Summa canisters for laboratory analysis. The Summa canisters were allowed to fill slowly using an airflow regulator over a period of approximately one hour. During sampling at each location, a helium tracer gas atmosphere was maintained at the surface of each soil vapor point to demonstrate that there was not short circuiting to the surface during the test. The helium gas atmosphere was created by saturating the air within the shroud at the sample location with helium gas. To ensure a sufficient helium atmosphere was maintained during sampling, H&H monitored helium levels within the shroud and added helium as needed to maintain an 80 to 90% helium atmosphere. In addition, as part of the testing H&H collected measurements of ambient temperature at the beginning, middle, and end of the sampling day. Once the soil vapor samples were collected, the canisters were shipped to Con-Test Analytical Laboratories for analysis of VOCs by EPA Method TO-15 and for helium by EPA Method 3C. The results of analysis of the sub-slab soil vapor samples are presented in the following section. 4 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-025 National Textile Phase II ESA\Brownfields\Brownfields Assessment\Brownfields Assessment Report.doc 3.0 Results 3.1 Soil Sampling Results The results of analysis of the soil sample collected adjacent to the transformer area are summarized on Table 1, and the laboratory report along with chain of custody is included in Appendix B. The results indicate that PCBs were not detected above laboratory detection limits. Several metals were detected in the soil sample but at concentrations generally consistent with background ranges. Lead and zinc concentrations were detected slightly above typical background ranges; however, the lead and zinc concentrations were less than the DENR Inactive Hazardous Sites Branch (IHSB) Preliminary Residential and Industrial Soil Remediation Goals. 3.2 Sub-Slab Soil Vapor Sampling Results The results of the analysis of the sub-slab vapor samples indicated are summarized in Table 2, and the laboratory analytical data are provided in Appendix B. The results were compared to the DENR Division of Waste Management (DWM) Non-Residential Soil Vapor Screening Levels. The screening levels are conservative and are based upon a hazard quotient of 1 for potential non-carcinogenic risks and a lifetime incremental cancer risk (LICR) of 1 x 10-5 for potential carcinogenic risks. Results of the helium analysis did not indicate the presence of helium in any sample collected indicating that there was no significant short-circuiting to atmospheric air during sample collection. Ambient temperature ranged from 52 F to 55 F at each of the sampling points during the sampling period. The results of analysis of the samples indicate the presence of low levels of compounds in all of the sub-slab soil vapor samples. In this sample, the primary compound of concern detected in groundwater PCE was detected at a concentration of 190 µg/m3 which is less than the DENR DWM Non-Residential screening level of 3,500 µg/m3. No compounds in any of the samples were detected above the Non-Residential soil vapor screening levels. 6 S:\AAA-Master Projects\ForSite Development Partners (FDP)\FDP-025 National Textile Phase II ESA\Brownfields\Brownfields Assessment\Brownfields Assessment Report.doc 4.0 Summary and Recommendations H&H has performed Brownfields assessment activities at the former National Textiles facility in accordance with our approved work plan. The results of analysis of the soil sample collected adjacent to the transformer area did not indicate the presence of PCBs above detection limits. In addition, metals were not detected at levels of potential concern. Previous soil sampling conducted in 2011 also did not indicate the presence of compounds in soil at levels of potential concern at the site. Results of analysis of sub-slab soil vapor samples collected below the two buildings did not indicate any compounds above conservative DENR DWM Non-Residential Soil Vapor Screening Levels.
