PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS On November 12, 2020 Chuck Kirchner met with Mike Hinshaw to conduct a comprehensive inspection of the Hinshaw LCID Landfill at S. HWY 49 in Burlington, Alamance County. 1. The Hinshaw’s LCID Landfill is a notified land clearing and inert debris (LCID) landfill. 2. The LCID landfill is < 2 acres. 3. The landfill boundary is required to be designated. EOW is designated by orange PVC [vertical] pipe. Ensure boundary markers are in line of sight and maintained as needed. 4. The LCID landfill is open to the public. 5. The facility currently operates a narrow working face along the north side slope. Material atop the landfill is covered with soil. 6. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.” 7. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” 8. Some logs observed on the south side of the landfill are to be used for firewood according to Mr. Hinshaw. 9. There was no indication of erosion or runoff observed during this inspection. 10. Hinshaw’s LCID landfill is also a temporary disaster debris staging site (TDDSS). The TDDSS number is: DS01-014. 11. The TDDSS has not been activated since 2014. 12. The facility has an all-weather access road. 13. The facility is secured by a steel cable with a lock. 14. The facility is monitored by video. 15. The facility has proper signage.
