Re: Approval to Operate, Henderson County Transfer Facility,
Permit # 45-04-T, Henderson County
Dear Mr. Mussler:
This letter is to inform you that Henderson County has met the following pre -operational requirements
of the Permit to construct/operate for the referenced facility:
(a) A site inspection shall be made by a representative of the Section.
(b) Construction shall have been in accordance with the approved plan. A certification letter
stating that the facility and related infrastructure was constructed in accordance with the
approved plan shall be submitted to the Section.
(c) Three (3) copies of the construction record (as -built) drawings shall be submitted to the
Section for filing and records.
By copy of this letter, the remaining condition stating "a representative of the Section shall notify the
Permitting Branch Supervisor in writing, either by letter or e-mail, that the conditions have been met.
The owner and operator shall be copied on the correspondence. The notification shall suffice as
permission to operate as of the date of the notification" has been met.

Dear Mr. Corn:
On the afternoon of September 17, 2007 Mr. Roy Davis of the Surface Water Division and I responded to a
complaint from a citizen that something from the Henderson County Transfer Facility had turned the down
radiant stream blue. As you related to us, one of the transfer facility employees had in washing down the
tipping floor of the facility overflowed the wastewater drain and some wash water entered the stormwater
drain. You said that the material that had turned the water blue was probably floor absorbent. Mr. Davis took
a sample of the blue water at the stormwater grate and you soaked up the residue with a "pig" blanket.
Based on this occurrence, we ask that you submit to us procedures that will be implemented to prevent this
type of incident from occurring again. Please submit this information to Troy Harrison and to Deborah Aja at
the Asheville Regional Office.

Dear Mr. Harrison,
In response to the notice of violation issued by Mr. James Patterson to us on September 25,2007 I have taken
the following measures to insure this incident does not happen again:
1.Operators have been trained to not wash the transfer station floor with such pressure as to allow
water to run over the tops of the stormwater grates .
2. Fifteen of the thirty stormwater grates ( solid tops ) have been replaced with slotted grates which
will allow ample drainage into the stormwater trench.

AREAS OF CONCERN AND COMMENTS:
-1. Service -area -for this -facility -is Henderson -County; -Polk-County, Transylvania County, and Buncombe- County: - -
2. This facility receives from 220-250 tons of waste a day.
3. Litter problem seems to be dramatically improved since the operation has moved to the new building.
4. The old transfer facility building was undergoing repairs/upgrades at the time of the inspection.
5. Waste screening forms for Transfer facility and C and D Landfill being maintained at separate areas in
operating record. Good work.
6. Certified operators at this facility are Gary Corn(certification expires 8/28/08), Ronnie
Whit] ock(certification expires 5/15/09), Eddie Lindsey(certification expires 5/15/09).
7. Overall operation appears to be greatly improved since completing new building.
