The Solid Waste Section hereby approves the modification of the referenced transfer facility in
accordance with the approved construction plans dated February, 2005, prepared by Camp
Dresser & Mckee.
Please note Condition # 10, which allows the storage of waste after working hours in transfer
trailers for no longer than 48 hours and only with sufficient cover in place to prevent litter, odors
and vectors.
An approval to operate is required before commencement of operations at the referenced facility.
The pre -operational requirements which must be met are specified in Condition # 7 of this permit.
The Waste Management Specialist for this facility is Mr. Jim Patterson and he can be reached in

Conditions of Permit
General Facility Conditions
1. This facility is permitted to receive municipal solid waste as defined in North Carolina General Statute
130A-290(a)(18a). Hazardous and liquid wastes are prohibited from acceptance at the facility.
2. This facility may receive municipal solid waste that is generated within the service area consisting of
Henderson, Polk, Transylvania, and Buncombe Counties and shall dispose of said solid m!aste at the
Waste Management Palmetto Landfill, near Spartanburg, South Carolina.
3. This permit shall be subject to review in accordance with 15A NCAC 13B .0201(e) on or before 1Vlarch
21, 2011.On or before December 21, 2010, the owner shall submit a request for review and shall update
pertinent facility plans including the facility operation and waste screening plans
4. If the performance and compliance history of this facility is determined to have been satisfactory by a
review by the Division, and no permit revisions are required, a representative of the Section shall inspect
the facility and issue an approval to continue operation for five (5) additional years under the terms and
conditions of this permit. The approval shall be in the form of a letter or e-mail and the approval shall be
sent to the Permitting Branch Supervisor and a copy supplied to the facility owner and operator.
Construction
5. This permit is for modification and construction of the transfer facility in accordance with the approved
plans, Attachment 1, Part B, Document 1.Any revision or modification to these plans shall be submitted
to the NC Solid Waste Section (Section) for review and approval prior to installation, construction or
implementation of the change.
6. All sedimentation and erosion control activities shall be conducted in accordance with the Sedimentation
and Pollution Control Act, 15A NCAC 4, and all applicable permits shall be secured prior to
construction.
An approval to operate by the Section is required prior to commencement of operations at the referenced
facility. The following requirements shall be met prior to issuance of an approval to operate:
(a) A site inspection shall be made by a representative of the Section.
(b) Construction shall have been in accordance with the approved plan. A certification letter
stating that the facility and related infrastructure was constructed in accordance with the
approved plan shall be submitted to the Section.
(c) Three (3) copies of the construction record ("as -built") drawings shall be submitted to the
Section for filing and records.
(d) A representative of the Section shall notify the Permitting Branch Supervisor in writing,
either by letter or e-mail, that the conditions have been met. The owner and operator shall be
copied on the correspondence. The notification shall suffice as permission to operate as of
the date of the notification.

Operations
8. Operation of the facility shall occur in accordance with 15A NCAC 13B .0402 titled "Operational
Requirements for Transfer Facilities," the conditions of this permit and the approved operations plan
as listed in Attachment 1, Part B, Document 3 of this permit. This listing represents the order of
primacy in case of a conflict among the regulatory conditions unless specifically addressed and
approved in the facility permit.
9. The permit holder shall not knowingly accept for the purpose of disposal any type or form of
municipal solid waste that is generated within the boundaries of a unit of local government that by
ordinance:
a. Prohibits generators or collectors of municipal solid waste from disposing of that type or
form of municipal solid waste.
b. Requires generators or collectors of municipal solid waste to recycle that type or form
municipal solid waste.
10. The tipping floor and transfer trailer loading area shall be maintained in a clean, sanitary condition
after operating hours in accordance with the approved Operational Plan.
a. Waste shall not be stored on the tipping floor after operating hours.
b. Waste may be stored in transfer trailers at the facility with sufficient covers in place to
prevent litter, odors and vectors for no longer than 48 hours.
11. The permit number and the words, "No hazardous or liquid wastes accepted" shall be posted on a
sign at the entrance and access controls shall be installed.
12. All sedimentation and erosion control activities shall be conducted in accordance with the Sedimentation
and Pollution Control Act, 15A NCAC 4, and all applicable permits shall be secured prior to operation.
13. Drains, leachate collection devices and leachate storage tank for the disposal of wash down water
and leachate shall be operational at all times the facility is in operation.
14. On or before 1 August (or at an earlier date as requested by the Division) of each year, the owner or
operator shall report to the NC Solid Waste Section, for the previous year beginning 1 July and
ending 30 June, the amount by weight of the solid waste that was received at the facility and
disposed of in a landfill, incinerated, or converted to fuel. To the maximum extent practicable,
such reports shall indicate by weight the COUNTY of origin of all solid waste. The owner or
operator shall transmit a copy of the report to the county in which the facility is located and to
each county in which waste originated.

AREAS OF CONCERN AND COMMENTS:
1. Waste was collecting inside the loading bay ledge and chainlink fence in the pit area — these areas need to be
- ---cleaned-on-a-daily--basis. --- -- - - -------------------
2. Three trucks were loaded with waste; one covered and one in the process of being covered. Please note Condition
#10 in .the March 21, 2006 permit modification that allows storage jn transfer trailers for no longer than 48 hours.
3. There was an improvement over the previous inspection for windblown litter around the transfer station building.
Further improvement will be made when the chainlink fence along the loading bay is replaced with a concrete wall.
4. Waste screening reports were completed for wastes received at the transfer station. Screening reports for the tranfer
facility should be kept in a separate file rather than together with the construction and demolition landfill screening
reports.
5. Scrap tires were loaded into trailers. The scrap tires outside the trailers and on the ground were hauled in on
morning of inspection. Scrap Tire Hauler forms were complete.
6. Refrigerators were separated from other metals. Care should be taken to store refrigerators upright and intact. A
Freon Recovery Report was done on 4/25/06; one pound of freon removed.
7. Ronnie Whitlock and Eddy Lindsey completed Transfer Station Operator certification training on 5/15/06.
8. Plans have been made to repair and make improvements to existing transfer station building once new bay is
constructed.
9. The land clearing debris processing area had accumulated a large area of mulch that needs to be reduced.

1. This facility may receive municipal solid waste that is generated within the service area consisting of Henderson,
Polk, Transylvania, and Buncombe Counties.
2. The average daily tonnage currently handled at the facility is 220 tons per day based on 312 operating days per
year.
3. Waste collected inside the loading bay, along the ledge and chainlink fence in the pit area, needs to be cleaned on a
daily basis.
4. There was one laborer picking up litter around the transfer station building.
5. Waste collected between the tipping floor push -walls and sides of transfer station building needs to be removed.
6. Cracks were visible on the surface of the tipping floor. The floor is scheduled to be replaced upon completion of
the new transfer facility bay.
7. The construction of the new transfer facility bay was nearly complete. Digital photographs were taken of the
construction area.
8. Waste screening reports were completed for wastes received at the transfer station. Only those wastes that the
facility was permitted to receive were observed during the screenings.
Scrap Tire Collection Area
9. Four scrap tire collection trailers were on site. Scrap tires were loaded into one trailer. There was a small amount of
litter on the ground beside the trailers that needs to be picked up.
10. Scrap Tire Certification forms were on file in the facility office and appeared to completed properly. Since the
previous inspection 167 forms were completed.

11. Refrigerators were separated from other metals.
12. Care should be taken to store refrigerators upright and intact.
