Camp Dresser & McKee has been contracted by Henderson County to prepare and submit a
Transfer Facility Permit Application for the Henderson County Transfer Station. The permit
application consists of an Operations Plan and a complete set of Civil and Architectural
drawings. The Operations Plan was prepared in accordance with the North Carolina Solid
Waste Rules 15A NCAC 13B .0402, Operational Requirements for Transfer Facilities. The
Operations Plan also address pertinent operational requirements outlined in Rule .0505,
Operational Requirements for Sanitary Landfills. It should be noted that the facility capacity
is less than 350 tons per day and thus we have not prepared an Environmental Assessment.
Please find enclosed three (3) copies of the Transfer Facility Permit Application for your
review. The County plans to accept bids for the facility on June 13 and would like to start
construction by July 1. We would appreciate any consideration you can give to expediting
your review of this application. We are ready to respond quickly to any questions or

Introduction
1.1 Purpose
The purpose of this Operations Plan is to provide the Henderson County Solid
Waste Management Department with a manual that will serve as a guide to safely
maintain and operate the Henderson County Transfer Station. This Operations
Plan has been prepared in accordance with the North Carolina Solid Waste Rules
15A NCAC 13B .0402, Operational Requirements for Transfer Facilities. The
Operations Plan also addresses pertinent operational requirements outlined in
Rule .0505, Operational Requirements for Sanitary Landfills. The Operational
Plan will discuss the following issues:

1.2 Facility Location
The proposed Henderson County Transfer Station will be located near the scale
house on the existing Henderson County Landfill property. The Henderson
County Landfill is located near the City of Hendersonville on Stoney Mountain
Road. A location map is provided on the front of the transfer station drawings
provided as part of this application. The transfer station site will occupy
approximately 2.5 acres of landfill property. Henderson County began operating
the landfill in 1970s and will cease operations by December 31,1997 to comply
with closure deadlines for unlined landfills. The transfer station site is located in
an area previously utilized for sedimentation control. The building site, which
includes the tipping building and tipping building apron encompasses 0.66 acres
of the 2.5 acre development. The Henderson County Landfill property lies within
an R-15 Medium Density Residential zoning district. The use of this property as
a landfill is considered a civic use and is permitted within the R-15 district.
Therefore, the transfer station is a permitted use within this zoing district. The

Introduction
1.3 Facility Description
The Henderson County Transfer Station will consist of a tipping building, tipping
building apron, and access roads. The tipping building will include upper and
lower level concrete slabs with metal wall panels on three sides of the building.
The east side of the building will be open for vehicle access to the tipping floor.
Two exhaust fans will be installed along the west wall for odor control and air
quality within the operating area. The tipping building apron and access roads
will have either a stone, asphalt, or concrete paved surface. The existing landfill
scale house will be used for weighing incoming vehicles. The outgoing transfer
trailer vehicles will be weighed prior to exiting the landfill. A complete set of Civil
and Architectural drawings have been included with this Transfer Facility Permit
Application. The transfer facility was designed to operate as a tipping floor
system. Wash water from the tipping floor and two driveway operations will be
collected and directed to an onsite pump station. The pump station will convey
the wash water, via a 2" force main, to the City of Hendersonville pump station.
The owner of the transfer station will be Henderson County; and, the County will
operate the transfer station. The primary contact person for issues concerning
operation of the transfer station will be:

Waste Acceptance Criteria
In accordance with 15A NCAC 13B .0402(1), a transfer facility shall only accept
those wastes which it is permitted to receive. The Henderson County Transfer
Station will accept only municipal solid waste (MSW) (i.e., residential,
commercial, and industrial waste) generated within the Henderson County
service area. Based upon recent annual landfill waste disposal records, the
County anticipates receiving a maximum annual tonnage rate of approximately
78,000 tons per year of MSW at the transfer station. The projected annual tonnage
rate yields a daily rate of 230 tons per day based upon 312 operating days per
year. The daily tonnage rate is subject to seasonal fluctuations in the amount of
waste delivered to the facility; therefore, the transfer station has been designed to
handle a maximum average tonnage rate of 325 tons per day to account for daily
surges in waste flow. The residential waste will be transported to the convenience
center located at the landfill by residential vehicles. The residential vehicles will
consist primarily of pick-up trucks and cars. The transfer station will serve
commercial vehicles only.
2.1 Recyclable Material
Henderson County owns and operates a convenience center at the Henderson
County Landfill. The convenience center accepts waste and recyclables delivered
primarily by private homeowners. The Drop-off facility will continue to operate
after closure of the landfill. The types of materials that will be delivered to the
Drop-off facility are: lead acid batteries, yard wastes, white goods, and whole
scrap tires. A trained inspector capable of recognizing hazardous and liquid
wastes will be available during all operating hours. The transfer station will not
handle or store recyclable materials. The County convenience center will continue
to act as an additional waste screening measure for the Henderson County
Transfer Station.
2.2 Prohibited Wastes
In accordance with Rule .0505(10)(e), the Henderson County Transfer Station will
not accept barrels and drums unless they are empty and perforated sufficiently to
ensure that no liquid or hazardous waste is contained in them. In accordance with
Rule .0505(11)(b), no hazardous or liquid waste shall be accepted at the transfer
station. In addition, the transfer station will not accept infectious waste, medical
waste, animal waste, animal carcasses, sludge, or radioactive waste. A report
shall be prepared for any attempted delivery of waste of which the transfer station
is not permitted to receive, including waste from outside the permitted transfer
station service area. The report will be forwarded to:

Transfer Station Operations
The Henderson County Transfer Station will be open to the public Monday
through Saturday from 7:00 a.m. to 3:00 p.m. Henderson County contracts with
private waste haulers to collect waste and recyclables from the various county
convenience centers. The transfer station will be open on Sundays from 7:30 a.m.
to 4:00 p.m. for the private haulers servicing the convenience centers. The transfer
station will be closed on federal and legal holidays. A sign will be posted at the
entrance to the transfer station identifying the hours of operation. The proper
operation of the transfer station will require a sufficient number of trained
personnel working in cooperation with each other. The County will operate the
transfer station.
Since the Henderson County Transfer Station will be operated as a tipping floor
facility, the only equipment required for safe and effective operation of the facility
are the rubber -tired front-end loaders, the transfer trailer trucks, and the pump
station. The pump station has been designed to house two (2) pumps: one
primary and one secondary. In the event the primary pump fails, the secondary
pump is automatically activated and placed on line to maintain discharge of
sanitary sewer. The County will be responsible for providing primary equipment,
backup equipment, and equipment maintenance.
3.1 Tipping Floor Operations
Collection vehicles delivering residential, commercial, and industrial waste to the
facility will proceed to the scale house to be weighed. Once vehicles have passed
the scale house area, they will continue along the access road until reaching the
tipping building apron at the transfer station. The tipping building apron
provides access to the north side of the Henderson County Transfer Station which
opens to the 3,600 square foot tipping floor. The transfer station has been
designed with a 10 ft. high push wall that runs along the east, south, and a portion
of the west sides of the tipping floor; and, one (1) open pit (33' x 6') located at the
north end of the facility approximately 14 ft. above the drive-thru areas.
The transfer station attendant will direct vehicles, waiting to unload, back into the
facility through the north entrance. The vehicles will back directly onto the
tipping floor to an area designated by the attendant. Once the vehicle is in
position and the waste has been inspected by the attendant, the waste load will be
discharged directly onto the tipping floor. The Operator will continuously push
deposited waste towards the open pit located at the north end of the upper level
tipping floor. The lower level of the transfer station will have one (1) drive-thru
area for transfer trailer truck access. The open -top transfer trailer trucks pull into
the drive-thru area and align themselves beneath the open pit. Once the trailer

truck is in position, the Operator will load and compact the waste into the transfer
trailer. The lower drive-thru area has been designed to provide sufficient space
for drivers to exit their vehicles; and, walk to safety in the event of an emergency.
Once the transfer trailer has been completely loaded, the vehicle will be driven to
either the Waste Management Palmetto landfill facility in South Carolina or the
BFI Speedway landfill facility located in Cabarrus County, North Caroina for
ultimate disposal.
The tipping floor and drive-thru areas will be washed down periodically
throughout the day and also at the end of each operating day. The current design
indicates that wash down water will be collected by two (2) trench drains located
on the upper level and four (4) driveway drains located in the drive-thru areas on
the lower level of the transfer station. Henderson County and CDM are currently
evaluating the use of paved collection channels (on the upper and lower levels)
instead of trench and driveway drains for the collection of leachate. The final
system (drains or channels) will effectively collect and treat leachate separately
from stormwater. The wash down water will ultimately drain into a 6" sanitary
sewer line that connects to an onsite pump station located on the south side of the
transfer station. The pump station ultimately discharges to the City of
Hendersonville wastewater treatment plant.
A complete set of architectural, structural, plumbing, and HVAC drawings, which
provide plan and sectional views of the tipping floor and drive-thru areas, have
been provided with this operational plan report.

Erosion Control Requirements
The Henderson County Landfill has an existing erosion and sedimentation control
plan for the proposed location for the transfer station. The landfill area has
several drainage ditches and sediment ponds which convey and filter sediment -
laden stormwater runoff. The Henderson County Transfer Station site is located
near an existing sediment pond and a proposed sediment and stormwater pond
will be constructed as permitted. Stormwater runoff from the transfer station will
be diverted to two (2) drop inlets located on the east and west sides of the
building. Reinforced concrete pipes (RCP) encased in concrete carry the
stormwater under the access roads to a proposed rip rap lined ditch which
empties into an existing drainage ditch. All unpaved areas will have established
vegetative cover to prevent the erosion of underlying soil material. During
construction activities, silt fence will be installed along all fill slopes until
vegetative cover has been established. Drawing sheet C-2 presents proposed
erosion and sedimentation control measures. Since the transfer station
construction will not disturb any stabilized or re-claimed areas, Henderson
County will apply for an amendment to the current erosion and sedimentation
control permit to cover construction and operation of the transfer station.

Drainage Control and Water Protection
Requirements
In accordance with Rule .0505(7)(b)(c), the Henderson County Transfer Station
will be operated so as to prevent ponded water from coming in contact with
discharged waste, and to contain and properly discharge collected leachate.
The tipping floor of the transfer station is sloped away from the push pit area and
towards the 3" trench drains located along the northern edge of the upper level
concrete floor slab. The floor drains will collect any leachate (wash water)
generated from washing the tipping floor during and after daily operations. The
3" trench drains connect to a 4" sanitary sewer line which travels along the upper
level toward the southeast corner of the building. At the southeast corner of the
building, the sewer line travels to the lower level. The transfer station lower level
contains the drive-thru area for transfer trailer vehicles. The drive-thru area will
have 3" driveway drains along the entire length to collect wash water. The
driveway drains connect to a 4" sewer line that merges into the 4" sewer line from
the upper level. Henderson County and CDM are currently evaluating the use of
paved collection channels (on the upper and lower levels) instead of trench and
driveway drains for the collection of leachate. The final system (drains or
channels) will effectively collect and treat leachate separately from stormwater.
The combined (upper and lower) flows will travel via a 4" sewer line to a pump
station located outside the building (see sheet C-2). The collected leachate will be
pumped to an existing onsite Pump Station which conveys wastewater to the City
of Hendersonville Wastewater Treatment Plant.
The tipping floor and drive-thru areas will be emptied and washed down at the
end of each operating day. The upper level trench drains and lower level
driveway drains (or paved channels) shall properly collect any leachate generated;
and, minimize areas of ponded water within the transfer station.

At your request, I have reviewed the Official Zoning Maps and
Ordinance for Henderson County to determine zoning compliance for
the construction and operation of a solid waste transfer station
which would be located within the Henderson County Landfill.
The property in question, located on Stoney Mountain Road and
identified by parcel ID #9650.04-72-7217, lies within an R-15
Medium -Density Residential zoning district. The use of this
property as a landfill is considered a civic use and is permitted
within the R-15 district. Therefore, a zoning permit could be
approved and issued for the construction of this transfer station.

from stormwater. The wash down water will ultimately drain into a 6" sanitary
sewer line that connects to an onsite pump station located on the south side of the
transfer station. The pump station ultimately discharges to the City of
Hendersonville wastewater treatment plant.
A complete set of architectural, structural, plumbing, and HVAC drawings, which
provide plan and sectional views of the tipping floor and drive-thru areas, have
been provided with this operational plan report.

Erosion Control Requirements
The Henderson County Landfill has an existing erosion and sedimentation control
plan for the proposed location for the transfer station. The landfill area has
several drainage ditches and sediment ponds which convey and filter sediment -
laden stormwater runoff. The Henderson County Transfer Station site is located
near an existing sediment pond and a proposed sediment and stormwater pond
will be constructed as permitted. Stormwater runoff from the transfer station will
be diverted to two (2) drop inlets located on the east and west sides of the
building. Reinforced concrete pipes (RCP) encased in concrete carry the
stormwater under the access roads to a proposed rip rap lined ditch which
empties into an existing drainage ditch. All unpaved areas will have established
vegetative cover to prevent the erosion of underlying soil material. During
construction activities, silt fence will be installed along all fill slopes until
vegetative cover has been established. Drawing sheet C-2 presents proposed
erosion and sedimentation control measures. Since the transfer station
construction will not disturb any stabilized or re-claimed areas, Henderson
County will apply for an amendment to the current erosion and sedimentation
control permit to cover construction and operation of the transfer station.

Drainage Control and Water Protection
Requirements
In accordance with Rule .0505(7)(b)(c), the Henderson County Transfer Station
will be operated so as to prevent ponded water from coming in contact with
discharged waste, and to contain and properly discharge collected leachate.
The tipping floor of the transfer station is sloped away from the push pit area and
towards the 3" trench drains located along the northern edge of the upper level
concrete floor slab. The floor drains will collect any leachate (wash water)
generated from washing the tipping floor during and after daily operations. The
3" trench drains connect to a 4" sanitary sewer line which travels along the upper
level toward the southeast corner of the building. At the southeast corner of the
building, the sewer line travels to the lower level. The transfer station lower level
contains the drive-thru area for transfer trailer vehicles. The drive-thru area will
have 3" driveway drains along the entire length to collect wash water. The
driveway drains connect to a 4" sewer line that merges into the 4" sewer line from
the upper level. Henderson County and CDM are currently evaluating the use of
paved collection channels (on the upper and lower levels) instead of trench and
driveway drains for the collection of leachate. The final system (drains or
channels) will effectively collect and treat leachate separately from stormwater.
The combined (upper and lower) flows will travel via a 4" sewer line to a pump
station located outside the building (see sheet C-2). The collected leachate will be
pumped to an existing onsite Pump Station which conveys wastewater to the City
of Hendersonville Wastewater Treatment Plant.
The tipping floor and drives--thrst_areas will be emptied and washed down at the
end of each operating day. The upper level trench drains and lower level
driveway drains (or paved channels) shall properly collect any leachate generated;
and, minimize areas of ponded water within the transfer station.

Section 6
Disease and Vector Control
In accordance with Rule .0505(12)(a), Henderson County shall provide effective
vector control measures for the protection of human health and the environment.
Disease vectors are defined as any rodent, flies, mosquitoes, or other animals,
including insects, capable of transmitting disease to humans.
Control of disease vectors will be maintained by implementation of a daily
cleaning program which involves removal of waste, leachate, and ponded water
from the facility operating areas. The removal of waste at the end of each
operating day will protect against migration of vectors into and from the transfer
station. Henderson County will also utilize deodorizers, paint, and wash water to
other animals. Stagnant ponded water shall be prevented from occurkeep the tipping floor and drive-thru areas clean and free from rodents, flies, and
ring to
control mosquito breeding. If problems controlling disease vectors persist,
County mosquito control or a licensed exterminator shall be employed to control
vectors.

Sign and Safety Requirements s
7.1 Sign Requirements
In accordance with Rule .050.5(9)(a)(b)(c), Henderson County shall post signs at the is
transfer station entrance indicating operational procedures, hours of operation,
tipping fee, and the permit number. Signs shall be clearly posted stating that no s
hazardous or liquid waste can be received. Traffic signs and markers shall be
provided as necessary to promote an orderly traffic pattern to and from the
discharge area and to maintain efficient operating conditions.
7.2 Open Burning of Waste
In accordance with Rule .0505(10)(a), open burning of waste shall be prohibited at
the Henderson County Transfer Station.
7.3 Fire Protection Equipment
In accordance with Rule .0505(10)(b), equipment shall be provided to control
accidental fires and arrangements shall be made with the local fire protection
agency to immediately provide fire -fighting services when needed. The transfer
station building will be equipped with an appropriate number of fire
extinguishers and one fire hydrant, located on the south side, to effectively control
accidental fires.
7.4 Notification of Fire
In accordance with Rule .0505(10)(c), fires that occur at the Henderson County n
Transfer Station require verbal notice to the Division of Solid Waste within 24
hours and written notification shall be submitted within 15 days. Verbal and )r
written notification shall be submitted to the Asheville Area Regional Waste
Management Specialist Al Hetzell.

Access and Security Requirements
8.1 Transfer Station Access and Security
In accordance with Rule .0505(8)(a), the transfer station must be secured by means
of gates, chains, berms, fences and other security measures approved by the
Division of Solid Waste Management to prevent unauthorized entry. All vehicles
delivering waste to the transfer station will enter and exit through the existing
Henderson County Landfill access control gate. Unauthorized vehicle access to
the facility is prevented around the remaining portion of the transfer station and
landfill property by buffer areas and a fence at the landfill entrance.
8.2 Attendant
In accordance with Rule .0505(8)(b), the Henderson County Transfer Station will
have a full-time Scale Operator located in the scale house during operating hours.
The County will continue to operate the scale house once the transfer station
becomes operational. In addition, a Transfer Station Attendant will be at the
facility at all times during operating hours. Henderson County plans to operate
the transfer station with County personnel. Both the Scale Operator and Transfer
Station Attendant will be responsible for verifying that all vehicles comply with
the permitted operational requirements.
8.3 Access Road
In accordance with Rule .0505(8)(c), the access roads for the Henderson County
Transfer Station will be constructed of a all-weather surface (stone, asphalt, or
concrete) and shall be maintained in good condition. Potholes, ruts, and debris on
the roads shall receive immediate attention in order to avoid damage to the
vehicles. Access roads will be regraded as necessary to maintain positive slope for
adequate drainage.

CONDITIONS OF PERMIT (CONSTRUCTION)
1. This permit is for construction of the Transfer Facility in
accordance with the plans dated May 1997 and approved on July
1997. Any revisions or modifications to these plans shall be
approved by the N.C. Solid Waste Section.
2. All sedimentation and erosion control activities shall be
conducted in accordance with the Sedimentation Control Act,
15A NCAC 4 and all other applicable state, federal and local
permits secured prior to construction.
3. All earth disturbing activities will be conducted in
accordance with all federal, state, and local requirements.
4. The following requirements shall be met prior to receiving a
"PERMIT TO OPERATE" from the Solid Waste Section:
a. Site inspection shall be made by a representative of the
N.C. Solid Waste Section.
b. Site preparation shall be in accordance with the approved
construction plan, unless revisions or modifications are
presented to the N.C. Solid Waste Section for approval.
Three sets of "As -built" drawings shall be submitted
indicating modifications, if any.
c. A revised operations plan, if any changes made on the
"as-builts" directly affect the operations, of and for
the transfer facility.
d. The permit number and the words "No hazardous or liquid
wastes accepted" shall be posted on an entrance sign with
the permit number. Site access controls shall be
installed and operational.
e. Installation of the sewer line and pump station on -site,
for the disposal of wash down water, to the City of
Hendersonville sewer system shall be complete or an
alternate method of handling wash -down water and liquids
from the waste shall be operational.

On July 29, 1997 your Division issued above permit for the construction of the Solid
Waste Transfer Station at the Henderson County Stoney Mountain Road Landfill. This letter is
being provided to bring your Division up to date as to the status of the construction and to seek
extension of the December 31, 1997 closure date for the landfill.
Henderson County placed the project out to bids originally with a June 12, 1997 bid
opening. This bid opening did not result in three acceptable bids and the project had to be rebid.
The second bid was set for June 25, 1997 in which three bids were received. The two low
bidders had failed to provide the acceptable bid documents and the third bidder was extremely
higher than budget for the project. The Board of Commissioners rejected the bids and requested
ihat the project be rebid. inuring this time the project scope was modified and the Couniy siari
took responsibility for some of the preliminary grading work. The project was started by County
staff. The third bid opening was set for July 23, 1997 at which time only two bids were
submitted requiring a fourth bid opening on July 31, 1997. An acceptable bid was received,
awarded by the Board of Commissioners on August 4, 1997 and contracts executed August 15,
1997 with an August 25, 1997 start of construction. The contracts called for completion of the
project within 150 days (5 months) putting completion in mid January, 1998.
The project has progressed well and the preliminary grading, storm drainage, and
footings for the building have been installed. We have been providing assistance to the
contractor in hopes of speeding up the construction and attempt to be operational by December
31, 1997. However, due to poor soil conditions much of the site has had to be under cut which
has resulted in change orders'extending the contract time by approximately two weeks. At the

current time the contract for completion of construction runs to the end of January, 1998. I am
anticipating additional time delays as we approach winter months due to weather. Should bad
weather result in additional change order requests the project may not be complete and
operational before the end of February, 1998.
We are proceeding as quickly as possible to complete the project by the end of
December, 1997 and stop the active landfill. However, based on the current status of the
transfer station construction we do not expect to be able to meet the December 31, 1997 closure.
Our options are, to keep the active landfill open, or to operate a temporary transfer area in the
open. Since we will be in winter months we think that an open area transfer area will be
difficult to operate and that continuing the active landfill would be the most environmentally
sound option. We are requesting permission to continue the active landfill operation until
completion of the transfer station which we feel will be operational on or before February 28,
1998.
With respect to the hauling and disposal contracts, the County staff has received bids for
these services and will be recommending to the Board of Commissioners by late October on a
hauling and disposal contract. This contract should be in place by end of November 1997. The
County is in the process of buying/leasing equipment for the transfer station operation and will
be ready for the operation of the transfer station upon its completion.
Your quick response to our request to continue the active landfill is needed in order to
plan our operation during the end of 1997 and early 1998. Should you have any questions or
