Markers shall be of adequate height and spacing such that they are visible anddistinguishable from the surrounding landscape for determining the disposal boundaries when the site is in use;C.15A NCAC 13B .0842(a)(12) all septage discharges, including aerial drift from discharges, shall be madewithin the permitted boundaries of the land application site; D.15A NCAC 13B .0842(a)(16) the site shall be managed to minimize soil erosion and surface water runoff.Appropriate soil and water management practices shall be implemented and maintained in accordance withthe erosion and run-off management plan submitted in accordance with Rule .0840(c)(14) of this Section. All water control structures shall be designed, installed, and maintained to control the run-off resulting from a10-year storm; The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1)An appropriate septage land application sign was present at the entrance to the site. 2)Access roads were passable 3)Some field markers were run over or missing. Any field markers knocked down or out of place need to be replaced. (See item B in Observed Violations section). 4)(See item C in the Observed Violations section) an NOV was issued for discharging septage outside of the Field 1 western boundary. 5)(See item A in the Observed Violations section) an NOV was issued for discharging water treatment residuals on the septage land application site. 6)All fields had crop cover. The crop was transitioning to a winter crop. No evidence of overseeding was seen. Soil surfaces in areas of some fields were crusted by past applications of lime mud contributing to poor crop stands. All fields have areas where weed control is needed. Traffic across the southern portion of the field 4 buffer has destroyed vegetation see 11 below. Lime mud and traffic affected areas need crop restored. Vehicular traffic on fields should be minimized to what is necessary for land application of septage and maintenance of the crop. 7)pH not checked. No application at time of inspection. 8)No objectionable odors noticed. 9)Setbacks not checked. 10)A copy of septage land application records was provided. 11)NOV issued for buffer violations at the southwestern edge of Field 4 (See item D in Observed Violation section).
