OBSERVED VIOLATIONS:
Violations of the following rule were noted during the site inspection on 3/19/2020 for failure to maintain the
crop as described by the Nutrient Management Plan.
15A NCAC 13B .0842(a)(17) approved nutrient management plans shall be followed;

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1) An appropriate septage land application sign was present at the entrance to the site. 2) Roads were passable.
3) Some field markers were run over or missing. Any field markers knocked down or out of place need to
be restored.
4) No discharges were observed outside the permitted boundaries.
5) Applications appear to be made following the nutrient management plan and permit.
6) (See observed violations on page 1) A crop was present. No evidence of winter crop overseeding was observed. Large areas of fields 1 and 2 do not meet the crop cover and weed control requirements of
the nutrient management plan. Weed control is needed.
7) pH not checked; no applications were made at time of inspection. 8) No objectionable odors noticed. 9) Setbacks not checked. 10) Land application records were not inspected.
