The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
On November 5, 2020, Amanda Thompson conducted a comprehensive inspection of Blaylock Grading LCID Landfill
located at 10255 Claude White Road in Harnett County.
1. The facility is a land clearing and inert debris (LCID) landfill.
2. The PTO expired on July 26, 2018. No Permit renewal paperwork has been submitted by the facility.
3. The facility is properly secured with a chain and there was no one on site.
4. The facility has proper signage.
5. The facility is not in operation at this time. The last waste was received at the facility in April 2019. If you no
longer wish to operate the facility, a formal closure must be completed of the landfill and proper closure
paperwork must be submitted to the Section. Please contact permitting staff if you choose to close.
6. The LCID waste was observed to have been properly covered during this inspection. Good Job!
7. The facility site plan, operations plan, and permit and were not reviewed with the site operator at this inspection.
8. Facility needs to be mowed to allow for proper inspection.
9. Per July 26, 2013 Permit, Attachment III, Part I, Item #7, "The permanent markers that accurately
delineate the waste disposal boundary must be maintained." Permanent edge of waste boundary markers need
to be installed within and maintained around the entire landfill to include active and inactive areas. Waste marker
frequency should be placed so that you can see one from to the other.
10. Per July 26, 2013 Permit, Attachment III, Part I, Item #8, "Excavation, grading, and fill material side
slopes must not exceed a ratio of three horizontal feet to one vertical feet (3:1)." The southern side slope
appears to be greater that 3:1.
11. The vegetation on the landfill should be mowed to allow for a thorough inspection of cover and slopes.
12. Concrete and asphalt waste stored outside the limits of the landfill must be processed and used or properly
disposed of in the landfill and covered. Unacceptable waste must be removed from this area.
13. Digital pictures were taken during the inspection.
14. Corrective measures are necessary as a result of this inspection.
