The facility received a Life of Site Permit on October 22, 2020. The permit will expire on December 1, 2065.
PURPOSE OF SITE VISIT:
Follow-up inspection and Partial Compliance Inspection
STATUS OF PAST NOTICE OF VIOLATIONS (NOV dated July 25, 2019):
A. UNRESOLVED, PROGRESS MADE: 15A NCAC 13B .0402
(5) Effective vector control measures shall be applied to control flies, rodents, and other insects or vermin.
And, (7) Appropriate method shall be provided to confine material subject to be blown by the wind within the area.
And, PERMIT TO OPERATE, ATTACHMENT 3 CONDITIONS OF PERMIT TO OPERATE PART VI:

c. Waste may be stored on -site, in leak resistant transfer trailers, with watertight covers, a maximum of 24 hours
except that a minimal amount of waste may be stored for a maximum of 72 hours when the facility is closed during
a weekend or holiday. Storage of the waste must not cause any nuisance, such as odor or attraction of vectors.
d. Effective vector control measures must be applied at all times to control any potential vectors including flies,
rodents, insects, and other vermin.
e. Control measures must be utilized to minimize and eliminate visible dust emissions and blowing litter.
During the February 4, 2020 inspection, Davy Conners observed a transfer trailer, stored outside the transfer station, that
was not covered. Mr. Bodenhamer stated, at the time, that trailers are covered when the transporter comes to pick them up.
Davy Conners observed several buzzards on the edge of or inside the open trailer. Additionally, there was windblown (or
vector carried) waste on the ground around the trailer. Mr. Bodenhamer had spoken with the trailer supplier in order to get
roll top covers on the transfer trailers so that his employees can cover the trailers as soon as they are filled. The County
expected to have the trailers retrofitted within 60 days.
During this inspection, two trailers, which were full of waste, had not yet been retrofitted with the roll top covers and were
not covered. Windblown waste was observed adjacent to the open trailers. The windblown waste was being picked up during
this inspection. Mr. Bodenhamer stated that the remaining trailers would be retrofitted with the roll top covers when the
trailers were emptied by the transporter. Mr. Bodenhamer also stated that the County had recently changed transporters the
week prior, and there was a slight backlog of full trailers that needed to be emptied. Mr. Bodenhamer indicated that he
contacts the transporter every morning requesting additional transporters in order to remove the backlog of trailers. Per the
Permit, waste may not be stored on site for a maximum of 24 hours except that a minimal amount of waste may be stored
for a maximum of 72 hours when the facility is closed during a weekend or holiday. Continue working with the
transporter to ensure that the waste is removed from the site within the allotted time.
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. Records were not reviewed during this inspection.
4. White goods are being accepted for recycling. The white goods are palletized and wrapped in cellophane for
transportation to the recycler.
5. The access around the facility is stable and no soil erosion was noted.
6. Digital pictures were taken during the inspection.
Closed MSWLF (3501)
1. No woody vegetation was observed on the Closed MSWLF. Good job.
2. During this inspection and the February 4, 2020 inspection, areas of impounding water over waste were observed
along the eastern edge of the Closed MSWLF. According to 15A NCAC 13B .1626 8(b), "Surface water shall not
impound over waste," and 15ANCAC 13B .1627 (d)(1) " Following closure of each MSWLF unit the owner or
operator shall conduct post closure care. Post closure care shall be conducted for 30 years... and consist of at least

the following: (A) Maintaining the integrity and effectiveness of any cap system, including making repairs to the
cover as necessary to correct the effects of settlement, subsidence, erosion, or other events, and preventing run-on
and run-off from eroding or otherwise damaging the cap." As soon as conditions are dry enough to perform the
work, make repairs to the settled areas of the landfill such that surface water drains off the landfill and water
does not impound over waste.
3. Edge of waste (EOW) markers were observed along the eastern edge of the Closed MSWLF. EOW markers were
absent along the west side of the Closed MSWLF. Mr. Bodenhamer stated that the EOW markers have been
ordered and should be installed in the next few weeks.
Beneficial Fill Site
1. The northern most parcel of land that makes up the Franklin County Landfill and Transfer Station is the location of
an inactive beneficial fill site. Historically, Franklin County allowed this area to be used by DOT to dispose of dirt
and inert debris. Those fill activities are no longer taking place. Do not resume taking fill without first updating
the Operations Plan and submitting it for approval to the Permitting Branch of the Solid Waste Section.
2. The unacceptable waste that was identified in the February 4, 2020 inspection has been removed and disposed.
Good job.
Transfer Station (3503)
1. The tipping floor was clean and in good condition during the inspection. Good job.
2. Some windblown waste was identified behind the transfer station, near the loading bay, and around the transfer
trailer staging area. According to 15A NCAC 13B .0402, " Appropriate method shall be provided to confine material
subject to be blown by the wind within the area." Windblown waste in the transfer trailer staging area was actively
being picked up during this inspection. At the conclusion of each day of operation, all windblown material resulting
from the operation shall be collected and returned to the area by the owner or operator." A rake is effective at getting
up the smaller pieces of waste. The windblown waste must be picked up and returned to the transfer station
daily.
3. During the inspection, the leachate drains in the trailer loading bay were full of dirt and debris. No leachate
accumulation was identified within the trailer loading bay as a result of the clogged drains during this inspection.
Mr. Bodenhamer stated that he would have a gentleman from DPW clean out the drains with a vac truck. Grates
and drains should be clear of waste and debris and maintained in free flowing condition. Continue to monitor
the leachate collection system and make necessary repairs as needed to ensure that it is functioning as
designed.
4. During the February 4, 2020 inspection, the northern parking lot drain was clogged and had accumulated waste in
and around it. During this inspection, wire mesh had been placed around the drain in the parking lot and a metal
cover with wire mesh had been constructed over the drain at the bottom of the hill, directly adjacent to the parking
lot. Some windblown waste was identified to be trapped in the wire mesh. Excess sediment was identified to have
partially blocked the outlet pipe of the drain. The windblown waste and sediment need to be removed to ensure
that the drains are functioning properly.
5. A hole was noted near the top of the southern concrete push wall, on the exterior of the building. This area should
be repaired as soon as practical. Monitor so that it does not increase in size or allow waste to exit the transfer station
building until the repair is completed.
Scrap Tire Area
1. Standing water was observed within the scrap tire operational and storage area. This issue was also noted in the
June 2019 and February 2020 inspection reports. According to the 3503-Transfer permit, "Surface water shall be
diverted from all operational and storage areas to prevent standing water in operations areas and under or around
storage piles." Mr. Bodenhamer stated that the area had been sloped to shed water. Within 30 days of receiving
this report, additional repairs need to be made to the scrap tire collection floor so that it sheds water.

Yard Waste Area
1. The yard waste area is being well managed. Most of the yard waste identified in the February 2020 inspection report
has been ground into mulch. One plastic bag was identified within the yard waste area. Unacceptable waste needs
to be removed from the yard waste area. The fire access road to the rear of the yard waste area, was overgrown and
difficulty to access. The fire access road needs to be cleared to provide proper access. Continue to windrow and
process the material as outlined in your operations plan and permit.
2. Corrective measures are necessary as a result of this inspection and should be completed within 30 days'
receipt of this inspection report. A follow-up inspection will be conducted after 30 days to check
compliance.
