The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on November 6, 2020.
2. The facility is open to the public Monday through Friday, 7:00 am to 4:00 pm and Saturday, 7:00 am to 12:00
pm.
3. Waste is transported by Kinsland Trucking, Inc. to the Waste Management Subtitle D landfill in Homer,
Georgia.
Records Review
4. Waste screening forms from October 2020 were reviewed. The facility conducts one waste screening per day
and the forms showed the final disposition of any unacceptable material encountered.
5. Tonnage records were reviewed from the FY2019-2020 Facility Annual Report. The facility received
34,940.75 tons of material from July 1, 2019 to June 30, 2020.
6. Compost temperatures were provided by email as requested. Review of the temperature logs indicated that
131°F was reached for three days as required by 15A NCAC 13B .1406(11).

8. Three trailers were parked in the loaded trailer parking area and all appeared to be leak resistant.
9. Minimal waste was observed in the loading bay floor and facility staff clean the area during and at the end of
each working day.
10. Large commercial haulers dump directly on the tipping floor. Residents and small commercial haulers unload
outside the tipping floor, over a wall and onto a ramp that directs waste onto the tipping floor.
11. The tipping floor trench drains were observed to be clean and appeared to be working properly.
12. Pallets were observed in a recent load, facility staff also observed this banned material and removed the pallets
during the inspection.
13. The metal sheeting on the rear wall has been damaged, allowing material to become lodged between the metal
and rear wall. Repair the metal sheeting to prevent waste from becoming trapped.
14. The facility is in the process of installing a new fire suppression system at the transfer building. New hoses and
reels are being installed on the east side of transfer building and near the loaded trailer parking area.
15. Windblown litter was minimal and well managed at the time of inspection.
Operations Inspection of the Recycling Area
16. The facility utilizes the former transfer building to collect and transfer cardboard and paper for recycling.
17. The facility collects cans and bottles in a transfer trailer on the south side of the fiber building.
18. Windblown material was well managed at the time of inspection.
Operations Inspection of the Treatment and Processing (Wood Grinding) Area
19. The facility is permitted to receive land clearing waste and wooden pallets constructed of unpainted and untreated
natural wood.
20. The facility has separate stockpiles for wooden pallets and land clearing waste and no unapproved material was
observed in either stockpile. The facility contracts for grinding and the finished material is used by the county
or sold to the public.
Other Comments
21. Electronics are collected at the transfer station and eight convenience sites located across the county. The
material is loaded into gaylord boxes and onto pallets, then loaded on a van trailer and sent to an electronics

recycler for processing.
22. Tire trailers were staged to the southeast of the transfer building to receive incoming scrap tires. No tires were
stored outside the trailer.
23. Scrap metal and white goods are collected on a concrete pad adjacent to the scrap tire area. White goods are
loaded into a roll off container and sent to Metalwood Recycling in Sylva. White goods are also collected at
county convenience sites and taken directly to the metal recycler from those locations. Refrigerant removal is
performed at Metalwood Recycling and removal records are sent to the county.
24. The facility has partnered with the NCDA to collect and recycle empty, triple rinsed, dry pesticide containers.
The containers are stored in a shipping container located to the southeast of the scale house.
25. The facility has three monitoring wells on the property, one up gradient and two down gradient. MW-03 was
observed to be locked and tagged with the required identification plate.
26. Leaves are collected to the east of the scale house and are composted in accordance with the requirements of
15A NCAC 13B .1400. No unapproved material was observed in the compost area.
