Johnson, P.G., Brownfields Project Manager Re: Soil Vapor Sampling — Samples 7-9 Bloc 83, Phase 2 Raleigh, Wake County, North Carolina Dear Mr. Johnson: In accordance with our agreement dated June 1, 2020; Revised June 9, 2020 and the Proposed Soil Vapor Sampling Work Plan ("Work Plan") dated January 24, 2020; revised June 10, 2020 and approved by the North Carolina Department of Environmental Quality (NCDEQ) on June 16, 2020, GTA Associates, Inc. (GTA) has performed Soil Vapor Sampling of the above - referenced site ("subject property"). The subject property is located south of Hillsborough Street and North of West Hargett Street, to the west of South Boylan Avenue, within the city limits of Raleigh, Wake County, North Carolina. The subject property is comprised of one parcel of land addressed 701 Hillsborough Street, and contains one eight -story parking deck, currently under construction. According to the Work Plan, GTA's sampling consists of sub -slab soil vapor sampling and laboratory analysis to document the existing site conditions, and that no vapor mitigation measures will be required/installed. The sample locations are shown on the attached Sample Sketch (Figure 1). 1.0 Background As discussed in the Work Plan, NCDEQ required sub -slab soil vapor samples be collected after the buildings were constructed and slabs were poured but prior to occupancy to document site conditions. Kelly Johnson's May 11, 2020 email (enclosed with this report for reference) also discusses that the sub -slab soil vapor samples at Locations #1, #2, #3, #5, #7, #,8, and #9 may be re -sampled after six months; however, the sample locations may be reduced based on sample results. GTA previously prepared Phase II Environmental Site Assessments (ESAs) for the six parcels included in the Brownfields Agreement (BFA), and identified two USTs and seven geophysical anomalies consistent with USTs. Ten USTs were removed from the site in September and October 2019. The UST Closure Report has been submitted to NCDEQ under separate cover. None of the soil vapor samples contained concentrations above the Commercial Soil Vapor Intrusion Screening Levels (CSVISLs); however, tetrachloroethylene (PCE) was detected in three samples at concentrations up to 87 micrograms per cubic meter (µg/m3), below the CSVISL of 3,500 µg/m3, and trichloroethene (TCE) was detected in three samples at concentrations up to 20 µg/m3, below the CSVISL of 180 ug.m3. 2.0 Sampling Activities On September 16, 2020, GTA personnel collected four (4) sub -slab soil vapor samples (GTA-VS-7 through GTA-VS-9) from within the building on the subject property. One sample was collected in the southern stairwell, two in the trash room, and one in the northern stairwell, (see Figure 1). Please note the remaining samples (at locations #10 through #12) located in the parking deck's residential spaces will be performed at a later date. The sub -slab soil vapor samples were collected using a VaporPin® and installed using the following methodology: • Drilled a 5/8-inch diameter hole through the concrete slab to approximately 12 inches below the top of the floor slab in a flush mount configuration; and • Installed a patented VaporPin® sampling probe into the 5/8-inch diameter hole, which, by use of a compressed silicone sleeve, provides an air -tight seal through the existing concrete slab. The VaporPin® was connected to a fully enclosed shroud, which encloses the sample point and entire sample train. The sample train consisted of laboratory-cleaned'/4-inch NylaFlow tubing from the sample pin connected to a laboratory -cleaned three-way valve, then to a flow controller/regulator set for a 4-hour sample period, and then to a 1-liter laboratory -cleaned Summa canister. The shroud was filled with helium (He) to a concentration of at least 65% He, and monitored using a helium flow -through meter and hand pump. Once the shroud was filled with He, the sample train was purged using a hand pump through a three-way valve installed in the sample train. The sample train was purged for at least five minutes and the He content of the purged air was continuously monitored using the He meter. Once the leak test was complete, the three-way valve was turned to allow the soil vapor sample to enter the Summa canister, starting the sample period. The He concentration inside the shroud was recorded at the start and end of the purging activities for each sample point. New dedicated tubing and fittings were used for each sample point. A duplicate sample (GTA-VS-8B) was collected during the sampling event, using a t-splitter, as requested by NCDEQ. Once the leak tests were complete, the three-way valve was turned to allow the soil vapor sample to enter the Summa canister, starting the sample period. The sampling was considered complete when the canister vacuum dropped to less than 10 inches mercury (10" Hg) vacuum but not to 0" Hg. In sample GTA-VS-9, the canister vacuum dropped to 0" Hg before the 4-hour sample period ended; however, the canister and flow controller information in the laboratory report shows that in -flow rate of GTA-VS-9 was higher than the other three samples, which may have been due to a flow controller issue. NCDEQ Division of Waste Management Re: Bloc 83, Phase 2 — Soil Vapor Sampling — Samples 7-9 October 9, 2020 Page 3 of 4 At the conclusion of the sampling period, the canisters were sealed, removed, and submitted under Chain -of -Custody protocol to the Alpha Analytical laboratory for analysis of VOCs by United States Environmental Protection Agency Method TO-15. A copy of the laboratory report, which includes the Chain of Custody document is included. 3.0 Analysis Results The analysis results are summarized in the attached Table 1 (Soil Vapor Analysis Summary). The table provides comparisons to the CSVISLs for Sub -Slab and Exterior Soil Gas that are based on the NCDEQ's February 2018 Non -Residential Vapor Intrusion Screening Level sheet. According to the sheet, soil vapor concentrations that: "do NOT EXCEED the Sub -Slab and Exterior Soil Gas Screening Levels (SGSLs) (or calculated risk), typically no further investigation is necessary and the vapor intrusion (VI) pathway may be considered incomplete if the investigator is confident in the CSM and the data collected are adequate to evaluate the VI pathway. The SGSLs are expected to be conservative due to a generic default attenuation factor. Additionally, soil gas samples are expected to be highly variable spatially and temporally and the SGSLs assume exposure to a conservative concentration over long periods of time." "If exterior soil gas results EXCEED the SGSLs (or calculated risk), based on the soil gas results and professional judgement, a determination may be made that implementing an interim or permanent mitigation measure may be the most cost-effective and proactive approach prior to proceeding with further sampling." NCDEQ's target soil vapor values were derived from USEPA Regional Screening Levels dated November 2017. Several VOCs (including PCE and cyclohexane) were detected above the laboratory reporting limits, but the detections were below the NCDEQ CSVISLs. 4.0 Conclusions Based on the sampling and analysis results described herein, it appears that the concentrations detected by the current round of Soil Vapor Sampling do not indicate the need for remedial measures prior to occupancy. Based on these results, it also appears that future sampling of Locations 7-9 is not necessary, as described in the Work Plan and forecasted in Kelly Johnson's May 11, 2020 email (enclosed with this report for reference). 5.0 Limitations GTA's conclusions regarding this site have been based on observations of existing conditions and an interpretation of site history and site usage data, professional experience in the area with similar projects, and generally accepted professional environmental practice under similar circumstances. The conclusions reached regarding the conditions of this site do not represent a warranty that all areas within the site are of a similar quality as may be inferred from observable site conditions, available site history, samples, analysis results, etc. Site conditions were inferred from the observations, field screening, and laboratory analysis of samples obtained NCDEQ Division of Waste Management Re: Bloc 83, Phase 2 — Soil Vapor Sampling — Samples 7-9 October 9, 2020 Page 4 of 4 at specific locations and on specific dates. These conditions may not remain consistent through the passage of time. Please be advised that no environmental site assessment can wholly eliminate uncertainty regarding the potential for environmental liability in connection with the property. I agree and have no comments on the proposed layout of your other proposed points (#1 through #9) — they are exactly where I was thinking. I have marked the map with numbered circles (red fill and green outlines) to make the items below easier to discuss: For the two points where the decorative slab topping will go (#4 an #6): o I'm hoping that there will be a perfect time to get the sub -slab soil gas samples from the decorative slab topping area at the same time that you get the sub -slab soil gas samples for the western parcel — stairwells (#7 and #9) and trash/sprinkler room (#8) so you don't have to pay your consultant for two mobilizations. o Points #4 and #6 in the decorative slab will be temporary and abandoned after sample collection so you can put down the decorative slab topping with no visibility issues. • The main item of the attached PDF is the three sub -slab soil gas locations on the western parcel in the future retail suite next to the former USTs (#10, #11, and #12). 0 1 think that this is a good compromise — since that is the suite closest to the former USTs and most likely unit to have VI issues that we don't capture or know about from the main sub -slab sampling event of samples #1 through #9. o These samples will need to be collected once the tenant moves in and finishes their upfits but before they occupy the unit. I recognize that this might be difficult because some tenants move in quite quickly and items like this can slip through the cracks — but I'm hopeful that singling out just this one unit will make things simpler. o Let me know your thoughts. In general, I think in six months we can revisit up to sample points #1, #2, #3, #5, #7, #8, and #9 (up to seven total samples). Note that this would be the maximum number of samples in six months and depending on the data from this we may be able to trim that back to 3-4 samples. o Additionally, you would sample the three sub -slab soil gas points in the future retail suite (#10, #11, and #12) after the slab is poured and before the tenant moves in. For revisiting the future retail suite with points #10, #11, and #12 — this will depend highly on the concentrations found and I envision two primary (with exception of the worst -case) scenarios happening: 1) the concentrations are very similar to the data collected for points #7, #8, and #9 and I think a case could be made that no further sampling would be needed; or 2) the data is different than seen for other nearby points and another event in 6 months would be necessary. Regarding drafting of the Brownfields Agreement for your review: You'll be pleased to know that we've started the drafting process, it is still difficult to give you an estimate when it will complete the drafting process and our internal reviews, but as discussed on our phone call a few weeks ago, barring any unforeseen issues, there should be no issues with finalizing and recording this agreement before the years end (hopefully sooner). Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet NELAP requirements for all NELAP accredited parameters unless otherwise noted in the following narrative. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed Acceptance Criteria is bolded in the report. In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances, the specific failure is not narrated but noted in the associated QC Outlier Summary Report, located directly after the Case Narrative. QC information is also incorporated in the Data Usability Assessment table (Format 11) of our Data Merger tool, where it can be reviewed in conjunction with the sample result, associated regulatory criteria and any associated data usability implications. Soil/sediments, solids and tissues are reported on a dry weight basis unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report.
