Subject: Leachate Release Sampling Plan
Dear Ms. Drummond:
In response to the leachate release observed by Solid Waste Section inspector Charles Gerstell on November
3rd, 2020 Republic Services of North Carolina, LLC (Republic Services) submits the following Sampling Plan. This
Plan has been prepared in accordance with the relevant NCDEQ guidance and based on our prior phone
conversation on November 61", 2020.
Republic Services is in the process of engaging a third -party environmental consultant to perform the collection
of soil and surface water samples per the guidance. The proposed approximate locations are shown on the
figure below. Sample methodology and location requested are as follows:
• Background Soil — this will be collected from on -site soil borrow areas, from which surface water ditch
liner soils were originally procured. This will be collected as either a hand grab from already disturbed
recent cut soils or via hand auger/manual direct push sampler, at discretion of the sampler.
• Area of Impact Soil —this will be collected from the observed area of waste limits departure, within the
surface water ditch. Landfill staff have already removed impacted soils per proper response/spill control
practices. As such the sampler will collect this only with a hand auger/manual direct push sampler at a
depth of 1-2' below current grade.
• Upstream/background Surface Water —this will be collected from the creek that receives facility surface
water discharge, at a location upstream from the surface water outlet to which the impacted section of
ditch line discharges (via the intermediate sedimentation control basin). This will be collected either by
hand or via cup sampler.
• Downstream/Impact Surface Water — this will be collected either directly from the discharge pipe from
the ditch line where release occurred into the sedimentation control basin, or from the sedimentation
control basin itself, depending on if surface water discharge is present at the time of sampling. This will
be collected either by hand or via cup sampler.
All samples will be delivered to Pace Analytical services for the analysis specified in the guidance, as follows:
Appendix I parameters (VOCs and Total Metals), total phosphorus, sulfate, nitrate, and pH.
Additionally, pH will be field sampled in surface water samples at the time of collection.

A report summarizing these results will be prepared including comparison against NCDWR Surface Water Quality
Standards & Protective Values as well as NCDEQ Preliminary Soil Remediation Goals (PSRGs). Conclusions and
recommendations will be based on results of analytical.
