Permit Conditions
1. Operation and.maintenance of this facility shall be in accordance with the Solid
Waste Compost Rules (15A NCAC 1313, Section .1400), the permit application and
the Operation and Maintenance Manual submitted with the permit application.
Failure to comply may result in compliance actions or permit revocation.
2. This facility shall be operated in such a manner that runoff from the site shall be
controlled. Any leachate generated at the facility shall be managed in such a
manner that it will not be allowed to adversely impact ground or surface waters.
3. Only materials specifically listed in the permit application may be managed at this
facility without adequate testing and prior approval of the Division of Waste
Management.
4. The areas around the compost facility shall be maintained clean to prevent odors
and the attraction of vectors.
5. Compost produced at the facility shall meet the requirements of Rule .1407 of the
Solid Waste Compost Rules and the permit application.
6. Testing and reporting shall be conducted in accordance with the requirements of
Rule .1408 and the permit application.
7. An annual report of facility activities for the fiscal year July 1 to June 30 shall be
submitted to the Solid Waste Section and to the Waste Management Specialist that
inspects the facility by August 1 of each year. This report shall include the amount
of materials composted in tons.
8. This facility shall be open for inspection during regular working hours and records
shall be available for review.
9. This permit shall expire on August 1, 2008. Changes in ownership, increase in
facility capacity, or receiving additional feedstocks shall require a permit
modification.

between the site and property line is maintained.
A 500 ft. minimum is maintained between the site and any
residence or dwelling. A 100 ft. minimum buffer is maintained
between any wells on the property and the site.The site is a
minimum of 85 ft. from any river. The site is bermed on the river
side and sloped away from the river. Refer to Scaled Schematic
Drawings.
The site is situated to where the water table is a minimum of 24",
and water does not collect around the base of the stored material.
Minimum depth verified by Ted Lyon of the Division of Waste
Management. Odor is controlled by adequate coverage with saw
dust.

Windrow
Layer of saw dust over aeration system
Generally 4 to 6 inches of processing waste and mortality with a 6 inch max
Then covered with a 4 to 6 inch layer of sawdust
This step is repeated until windrow reaches 5 to 6 feet high [max] over a 35 to 40 ft section
Aeration is started when a section is started. Air pump will run 3 times a day 20 min. intervals
Leachate will be added to windrow as needed to control leachate until temp.reaches 104 degrees F.
Temperature will be monitored when section is complete
Temperature records will be keep in office
Temperature will be monitored M,W,F or three times a week to allow for holidays
Next 35 to 40 foot section will be started
3 sections will be done in intervals on site
After compost is ready it is moved to storage and curing by loader and dump truck
Compost is generally left on windrow for 3 to 6 months
Leachate
Leachate will be collected in a lined containment system
Leachate will be distributed manually or automatically depending on time of year or weather
After leachate is applied to pile sawdust will be applied to control odor if necessary
If we have excess leachate we will have it pumped and removed
Temperature
Temperature must be 104 degrees F. for 14 days
Average temperature must be 113 degrees F. including 3 days at 131 degrees F.
Verified by temperature records
Analyzes
Every 6 months samples will be taken to check for pathogens, and foreign material such as plastic, metal,
glass
Pathogen sampling will be a grab sample that will be taken from curing area or finished windrow
Sample will be taken with sterile gloves from 12 to 15 inches in pile with sterile digging tool
Place in plastic bag and keep refrigerated until sent to lab on same day or next day
Results must show less than 1000 facial coliform per gram
Results will be maintained in office
A composite sample will be used for metals
2 to 4 cups of compost will be taken from each windrow placed in a plastic bag and sent to the NCDA lab
for complete waste analyzes
Record keeping
Daily operational records must be maintained, which include, at a minimum, temperature data [length of
the composting period] and quantity of material processed
Analytical results on compost testing
The quantity, type and source of waste received
The quantity and type of waste processed into compost
The quantity and type of compost produced by product classification
The quantity and type of compost removed for use or disposal, by product classification, and the market or
permitted disposal facility
Compost will not be distributed unless it meets grade A standards per the rules
Any run off is run through grass or woods
Contingency Plan
If we have a fire call local fire department [Lake Logan Cecil fire dept.]
Adverse weather -waste will not be taken to pile
Compost that does not meet standards will be recomposted or screened or taken to dump
Leach ate spills will be cleaned up immediately using front end loader
If fan fails and can not be replaced within 24 to 48 hours front end loader will be used to aerate material
If there is a power outage there will be no waste and material will be turned mechanically
Sunburst Fish Compost
This compost product has been tested and meets the "Grade A"
classification requirements of the NC Solid Waste Compost Rules.
Recommended uses include mixing with soil in areas to be used for
vegetable or flower gardens. Compost can also be included with
potting soils.
Potting soil blends should not exceed-j25°la compost. Compost
added to garden soils should not exceed 50% of the soil volume.
Sunburst Trout Company does not know of any restrictions to the
use of this compost product.

Windrow
Begin with a layer of sawdust over aeration system

Then cover with a layer of sawdust generally 4 to 6 inches thick
This step is repeated until windrow reaches 5 to 6 feet high [max] over a 35 to 40 foot section

degrees F.

When temperature reaches 131 degrees F this will be monitored and recorded for three consecutive days
even on weekends and holidays!
Next 35 to 40 foot section will be started
3 sections will be done in intervals on site
After compost is ready it is moved to storage and curing area by loader and dump truck
Compost is generally left on windrow for 3 to 6 months
Leachate

sawdust is used for proper mixing of compost. The product is kept in
place for a period of 4-6 months, minimum. Temperature is
monitored to assure that it is a minimum of 131 degrees, F. for 3 days
preceding removal of product to the stockpile area.

Windrow
Layer of saw dust over aeration system
Generally 4 to 6 inches of processing waste and mortality with a 6 inch max
Then covered with a 4 to 6 inch layer of sawdust
This step is repeated until windrow reaches 5 to 6 feet high [max] over a 35 to 40 ft section
Aeration is started when a section is started Air pump will run 3 times a day 20 min. intervals
Leachate will be added to windrow as needed to control leachate until temp.reaches 104 degrees F.
Temperature will be monitored when section is complete
Temperature records will be keep in office
Temperature will be monitored M,W,F or three times a week to allow for holidays
Next 35 to 40 foot section will be started
3 sections will be done in intervals on site
After compost is ready it is moved to storage and curing by loader and dump truck
Compost is generally left on windrow for 3 to 6 months
Leachate
Leachate will be collected in a lined containment system
Leachate will be distributed manually or automatically depending on time of year or weather
After leachate is applied to pile sawdust will be applied to control odor if necessary
If we have excess Leachate we will have it pumped and removed
Temperature
Temperature must be 104 degrees F. for 14 days
Average temperature must be 113 degrees F. including 3 days at 131 degrees F.

Analyzes
Every 6 months samples will be taken to check for pathogens, and foreign material such as plastic, metal,
glass
Pathogen sampling will be a grab sample that will be taken from curing area or finished windrow
Sample will be taken with sterile gloves from 12 to 15 inches in pile with sterile digging tool
Place in plastic bag and keep refrigerated until sent to lab on same day or next day
Results must show less than 1000 facial coliform per gram
Results will be maintained in office
A composite sample will be used for metals
2 to 4 cups of compost will be taken from each windrow placed in a plastic bag and sent to the NCDA lab
for complete waste analyzes
Record keeping
Daily operational records must be maintained, which include, at a minimum, temperature data [length of
the composting period] and quantity of material processed ,
Analytical results on compost testing
The quantity, type and source of waste received
The quantity and type of waste processed into compost
The quantity and type of compost produced by product classification
The quantity and type of compost removed for use or disposal, by product classification, and the market or
permitted disposal facility
Compost will not be distributed unless it meets grade A standards per the rules
Any run off is run through grass or woods
Contingency Plan
If we have a fire call local fire department [Lake Logan Cecil fire dept.]
Adverse weather -waste will not be taken to pile
Compost that does not meet standards will be recomposted or screened or taken to dump
Leach ate spills will be cleaned up immediately using front end loader
If fan fails and can not be replaced within 24 to 48 hours front end loader will be used to aerate material
If there is a power outage there will be no waste and material will be turned mechanically
Sunburst Fish Compost
This compost product has been tested and meets the "Grade A"
classification requirements of the NC Solid Waste Compost Rules.
Recommended uses include mixing with soil in areas to be used for
vegetable or f lower gardens. Compost can also be included with
Totting soils.
Potting soil blends should not exceed"�5% compost. Compost
added to garden soils should not exceed 50% of the soil volume.
Sunburst Trout Company does not know of any restrictions to the
use of this compost product.
