FLY ASH LANDFILL CLOSURE PLAN

BACKGROUND
Cranston Printworks Company, Fletcher Division, operates a manufacturing complex in Fletcher, Henderson
County, North Carolina. The site is off US Route 25 (Dixie Highway) as shown on the attached USGS Quadrangle
map.
The company operated two areas of their property as fly ash land disposal_ sites. Fly Ash Landfill Area 1 has been
covered with soil and a vegetative cover established. Fly Ash Landfill Area 2 has not yet been covered. Both areas
were unused earthern cells. Fly Ash Landfill Area 1 had been a holding basin. Fly Ash Landfill Area 2 had been
two adjacent holding cells. Fly ash was deposited in each of the three earthen basins as fill material.
CURRENT CONDITIONS
Now -that the -three -basins -have -been -filled, Cranston Printworks intends to formally close -the -areas -in -accordance --
with Section .1700, Requirements for Beneficial Use of Coal Combustion By -Products, Solid Waste Management
Rules 15A NCAC 13B, As Amended Through January 1, 1997.
Since each area was previously a basin, the general site grading around each fly ash landfill area diverts storm
water away from the fly ash areas. Additionally, the general site grading incorporates protective berms along each
of the creeks traversing the site. The flood berm along Cane Creek is a minimum of 4 feet in height. The berms
along the smaller creeks (Cushion Branch, Branch Creek and the unnamed tributary to Cane Creek) are a
minimum of 2 feet in height.
PROPOSED CONDITIONS
Cranston Printworks intends to close each fly ash landfill area in accordance with the plans prepared by Piedmont
Olsen Hensley, A Geraghty & Miller Company, dated October 1997.
Borrow will be taken from the embankment area previously used as a bed for a railroad spur off of the Southern
Railroad line which nuns along US Route 25. No field survey was completed in the embankment area. The
location and type of erosion control practice to be installed will be field determined. It is not anticipated that more
than 1 acre of land will be disturbed during the borrow operations.
Fly Ash Landfill Area 1 has been covered and a vegetative cover established. A minimum of 6 test bores will be
made to ensure that the installed cover meets the listed requirements. Any test bores which fail to meet the
requirements will be remediated by installing additional compacted earth cover. The total area of Fly Ash Landfill
Area 1 is approximately 0.52 acres. It is assumed that any remediation will involve a minimal acreage.
Fly Ash Landfill Area 2 is not yet covered. Compacted earth cover will be added as indicated on the plans. Even
though all adjacent creeks are protected by existing berms and existing vegetative cover strips, silt fencing will also
be installed as shown on the plans. A field determination will be made as to whether or not any additional silt
fencing not already shown on the plans or any silt traps are needed. The total area of Fly Ash Landfill Area 2 is
approximately 1.59 acres. Including land disturbance activity on adjacent transition areas raises the total disturbed
area acreage to approximately 1.75 acres.
The total land disturbing activities associated with this project will be approximately 2.75 acres.

Landfill owned and operated by Cranston Printworks in Fletcher, North Carolina. The plans were
prepared in accordance with Section .1700, Requirements for Beneficial Use of Coal Combustion
By -Products, Solid Waste Management Rules 15A NCAC 13B, As Amended Through January 1,
1997.
Also enclosed is a Narrative Statement which provides background information and a general
description of the planned activities. We understand that approvals will be required from both
the Solid Waste Section and the Land Quality Section. Therefore, we are concurrently submitting
the same package to Mr. Richard Phillips.
