SOLID WASTE PERMIT
Conditions of Permit:
1. This permit may be subject to review at an administrative hearingupon
petition of anyone whose legal rights, privileges.and duties mayhavebeen
affected by the issuance thereof.
2. The following requirements shall be met prior to receiving solid waste
the site: at
a. Filing of the certified copy of the permit with the register of deeds
in the grantor index under the name of the owner of the land.
b. Site preparation in accordance with operational plan.
c.-- ite inspection made by a representative of the Division of Health
Services.
d. Posting of the solid waste permit number on the entrance sign to the
landfill.
3. The lagoons shall be filled sequentially. Each lagoon shall be filled and
closed out prior to proceeding to -the next lagoon.
1. Appropriate measures must be to prevent -the excessive blowin
flyash by wind. g of
�. Each lagoon's close-out procedure shall consist of the following:
a. Grading the finished fill area so that a ridge runs down its centeN.
Final slope should begreater than 2%.
b. Establishment of a grass cover to stabilize the fill area. Your local
Soil Conservation Service could aid in selection of appropriate vege-
tation. If vegetative growth cannot be established on the flyash itself,
a. soil cover will be necessary.
Should erosion and offsite sedimentation become problems, appropriate
measures must be taken.

BEGINNING at a stake at the intersection of the center of the old Hendersonville -
Asheville road with the center of Cane Creek, and running thence Down and with
Cane Creek nine lines as follows: South 410 45' West 387.8 feet; South 700 03'
'West 162.3 feet; North 870 08' West 132.3 -Feet; South 150 58' blest 109.4 Feet;_
South 450 42' West 115.8 feet; South 740 43' West 77 feet; North 690 47' Test
107.6 feet; North 710 54' West 204.4 feet; and South 600 38' blest 223.16 feet to
a stake, northwest corner of the original Cushing Tract; thence with the old
dividing line between land formerly of G. W. Fletcher and land formerly of
C. G. McDowell (it being the east line of the J. L. McDowell and The Moland-
Drysdale Corporation tracts), South 30 12' West 2588.1 feet to a stake, the old
corner, a corner of land now or formerly of Harold Edwards; thence with two
lines of said Edwards tract as follows: South 860 28' East 423.2 feet to a stake,
