This permit may be subject to review at an administrative hearingupon petition of anyone whose legal rights, privileges.and duties mayhavebeen affected by the issuance thereof. 2. The following requirements shall be met prior to receiving solid waste the site: at a. Filing of the certified copy of the permit with the register of deeds in the grantor index under the name of the owner of the land. b. Site preparation in accordance with operational plan. c.-- ite inspection made by a representative of the Division of Health Services. d. Posting of the solid waste permit number on the entrance sign to the landfill. 3. The lagoons shall be filled sequentially. Each lagoon shall be filled and closed out prior to proceeding to -the next lagoon. 1. Appropriate measures must be to prevent -the excessive blowin flyash by wind. g of �. Each lagoon's close-out procedure shall consist of the following: a. Grading the finished fill area so that a ridge runs down its centeN. Final slope should begreater than 2%. b. Establishment of a grass cover to stabilize the fill area. Your local Soil Conservation Service could aid in selection of appropriate vege- tation. If vegetative growth cannot be established on the flyash itself, a. soil cover will be necessary. Should erosion and offsite sedimentation become problems, appropriate measures must be taken.
