Dear Mr. Layton:
The Fletcher Division of Cranston Print Works Company is in the first
stages of placing on-line a coal fired boiler to generate steam and supple-
mentary electrical power for our production plant. As you well know this
-process also produces a bottom -ash for which a disposal site has to be
provided.
I understand from Mr. Don Link of the Asheville Regional Office that he
has discussed this problem with you by telephone. This letter to ,your Division
is in direct response to my phone conversations with Mr. Link and will serve
to inform you of our intentions to utilize three (3) existing sludge storage
lagoons on our plant site to rectify this disposal problem. We at Cranston
have always held to the contention that we would prefer to reclaim the acreage
that is now taken up with these lagoons when the means became available. We
also feel this bottom -ash is a suitable fill material and would serve the
purpose of closing these lagoons over a period of time.
Mr. Link informed me Monday that your Division has classified the ash as
a solid waste instead of a sludge and with the material thus classified, I
understand we need a permit from Raleigh and not Asheville. In order for
Cranston to comply with existing regulations I am requesting from you an
on -site inspection by a representative of your Division at the earliest
date possible.
Mr. Link informed me that you will be in this area in a couple of weeks.
Could it be possible for you to combine our plant visit with your trip to the
Regional Office? Mr. Link also stated to me that he would be more than happy
to accompany you to our plant.

We want to work with the State in every way possible, and by handling
this matter in this way Cranston could obtain the necessary permit in the
most expedient manner. Please let me know how you intend to proceed.

Dear Mr. Karnoski:
We are presently in the process of obtaining a landfill permit from
you office to dispose of flyash in our unused on -site lagoons.
Referring to your correspondence to our Mr. Bill Parker on November 10,
1981, you have asked us to provide you with six (6) items of information before
the permit is issued. This letter will hopefully serve that purpose. I will
address each item as numbered in your letter of November 10.
1. The extraction procedure toxicity analysis and pH of the flyash
were performed by Enwright Laboratores Inc., Greenville, S.C., and
a copy of those tests is enclosed.
2. The plot plan of Cranston Print Works, Fletcher, N.C., including
the (3) lagoon areas is enclosed.
3. Information on the lagoon area: Each lagoon was created by
grading from the center of each plot to outside boundaries
of that plot forming a wall. Each lagoon has on the average
5 feet of usable depth with 1 foot of freeboard (Please keep
in mind however, that this entire depth cannot be utilized
for flyash because of the material deposited in it over the
past few years. This material was sampled by your office on
October 13, 1981, in the presence of Keith Lawsan and Jim
Moore.) Ash lagoon is approximately (1) one acre in size.
Anticipated final grades and close out date to be determined
jointly by your office and Cranston Print Works.

4. Anticipated close out date at this point in time depending on
the useful life of the lagoons.
5. Dependent on-#4 above;_ however, I believe we could be receptive
to a plan to seed with an appropriate grass or cover crop a
closed out lagoon area.
6. A copy of the deed to the lagoon areas is enclosed.
To save you some time and effort I have enclosed also all the correspondence
relevent to the issuance of this permit. If you have any questions, please
contact me. We appreciate your time and prompt attention.
