OPERATION AND MAINTENANCE

Operations:
1. Receive material. The material is recieved form the general public in
trucks/pickups. Inspect the material in the truck and reject any material that is not
100% clearing of yard waste. Unacceptable materials including metaCof
any kind, trash, demolition waste, construction Cumber, drywaC6
anypaintedmateria&, grass cCippings, treatedwood, engineered
woodproducts, construction wastes, andect. are rejected Direct the
material to the dump stockpile.
2. Sort material. Sort the material by cleanliness. Direct the cleanest
material to the chipper/grinder for processing for TriGen Facility. (agreement
enclosed) All other material shall be directed to the stream for processing for
either fuel for the Blue Ridge Facility(agreement enclosed) or as aged mulch. Any
unacceptable material discovered in this process shall be reloaded on the truck
that delivered it immediately and sent off site. If the delivery truck has left the site,
the material will be sorted and loaded on the first available truck and delivered to
the appropriate landfil or other legally licensed facility.
3. Process. The material shall be chipped/ground and delivered to the
appropriate end use. Clean material shall be chipped/ground and delivered to the
TriGen Facility(agreement enclosed) in employee operated haulers or contract
haulers. Dirtier material shall be chipped/ground and delivered to the Blue Ridge
Facility (agreement enclosed) or to the processing compost piles on site. Material
for aging shall be stock -piled in windrows beginning at the west margin of the
property. Materials in the windrows shall be circulated to the east. The material
shall be continuously turned and circulated until final sale at the east most
windrow.
Equipment Maintenace:
1.On site equipment: On site equipment will consist of 1 Tubgrinder, 1
chipper, 1 skidsteer, 1 Logging unit, 2 dump trucks, and 1 dump trailer-20ft.. All
equipment will be service on site at the recommended intervals by wither Leslie or
another qualified service provider. All waste fluids shall be collected and
removed from the site. Fueling of the equipment shall be prformed as necessary
and fuel will be delivered to the equipment. No fuel will be stored on the site at
this time.
2. There is no instrumentation on this site.
Storage of Materials:
1. The materials are stored in Windrows on site to age the materials.
The windrows are planned to be a pproximately 15 feet wide at the bottom and
approximately 10 feet high and oriented east/west on the site. All materials are
seperated from edge of the property with a 50 foot minimum buffer as required
by 1404(a) 5. On our site plan a 100' buffer is indicated.
Control Measures:
1. Receptacles for the daily generation of trash and or litter will be
maintained on the site. These trash receptacles shall be emptied on a regular
basis.
2. The material on site is not dusty and not subject under most
circumstances to becomming a nuisance.
3. Run off from the site is directed into drainage features around the
site. The disturbed areas of the site are either seeded or stabilized with mulch in
accordance with the erosion control ordinance.
Emergency Responce Plan:
1. This site is in Henderson County and is serviced by those
responders. All emergency situations shall be reported to the 911 system for
Fire, Police, and Medical emergencies.
2. Noncomforning waste shall be sent off site in the appropriate
hauler immediately. Waste that is found prior to the person, who delivered to the
site, shall be sent off the site with the person that delivered it to the site. Any
other waste shall be loaded in the employee or contract operated hauler and
delivered to the Henderson County Sanitary Landfill Facility.
Staff:
1. Manager. The manager is respnsible for the business operation of
the facility and general direction of the operation.
2. Superintendent. The superintendent is resposible for specific
operation of the facility and supervision of the operators. The superintendent will
inspect the load when it arrives at the site and handles the business transactions.
3. Operators: Operators are responsible for operating the equipment
and handling the materials.
Contingencies:
1. The facility will operate in all weather. The entrance to the facility
will be gated and paved allowing for opperation in enclement weather. Should
the weather be so bad as to preclude access to the facility on the state road
system( blizzard), the gates will be locked and there is no access to the facililty.
2. Medical emergencies are dealt with by local emergency personnel.
In the event of and emergency, on site personnel are trained in basic first aid in
accordance with OSHA regulations. They will dial 911 for the appropriate
responce team and administer first aid.
3. When poor market conditions preclude the sale of the recycled
material, the facility ceased to receive material while the stocks of on site material
are depleted.
Safety:
1. Worker Safety on site is directed on compliance with the specific
requirements of the NC Department of Labor and OSHA.
Training:
1. All equipment operators are trained in the operation and general
maintenance of the heavy equipment that is maintained on the site. There is no
plant equipment that does not fall into the category of construction equipment.
Record Keeping:
1. Records for the facility will be kept on site with totals of material
procedded totaled each month by county origin. All reporting will be made in tons.
Since the material is not weighed when it comes into the facility, an appropriate
factor will be used to convert from cy to tons. This factor is approximately
600lbs/cy loose fill in truck. (1 cord (4'x4'x8') wood defined as 400 Ibs by the
pulpwood industry, (4000#/1 28cf)(/27cf/1 cl)=843lbs/cy...600 Ibs/cy as adjusted for
loose dumped in the truck.
2. Reports shall be submitted to the division on August 1 st of each
year for the preceding period August 1 st through July 31 st.

The Les's Mulch and More Stump Dump will operate as a treatment and recycling
facility for common yard waste. The facility receives stumps, limbs, and other
woody waste and processes this waste for recycled products and for bio-
generation fuel. The final products of this facility are for the most part sent to
commercial accounts for gardening products or as fuel for bio-generation fuel at
licensed facilities off site.
This facility will process stumps, and other yard waste into saleable material for
reuse. The material is brought to the site in trucks from landscaping and general
construction sources. The waste will consist of stumps and tree limbs and other
woody yard waste. The waste enters the property from the front entrance of the
property and is inspected on the truck to make sure that the material is
acceptable in nature. Demolition waste will not be accepted, nor is any waste that
cannot be processed into mulch or bio-generation fuel. Once the waste is
accepted, the truck will then be directed to dump the waste at one of the sorting
stockpiles. The material is sorted to seperated the material into the three
categories for processing. One of the major accounts requires that the processed
material be very clean and contain little dirt and contamination. The other two end
products require varying degrees of cleanliness. This necessitates the sorting
process, which is done prior to chipping/grinding the material. This sorting
process allows the materials to be inspected for unnacceptable materials. This
will include metal, of any kind, trash, demolition waste, construction
lumber, drywall, any painted materials, grassclippings, treated wood,
engineered wood products, contraction wastes, and ect. Any unacceptable
waste is separated into a stockpile, that will be hauled off to the sanitary landfill
usually that day.
The first waste stream is chipped/ground for solid fuel for the BlueRidge Co -Gen
IIIIIIIIGIIEIIltnnua�..a_-___
facility. This facility is located in Haywood county.(papers included). The material
comes on the site, is chipped/ground and stockpiled, and is shipped off the site.
The total volume of this material on site at any one time is estimated to be
approximately 2000 cubic yards. This process usually takes between one and
fourteen days depending on the needs of the end user and the incoming waste
stream. The second stream is chipped for solid fuel for the Tri-Gen Bio Power
facility, which is located in Burke County.(papers included). This stream is
identical to the first stream except that the Tri-Gen facility requires material that is
cleaner than the BlueRidge facility requires. The third stream is processed for
aged landscaping mulch. After chipping/grinding, the waste is stockpiled in
windrows where natural aging processed allow the chips to age into a usefull
landcaping product. This aging process takes between 90 days and 180 days.
The material comes form the chipper/grinder and is stored in windrows that are
circulated from the north west margin of the property to the northeast. The
material is stirred and circulated to aid in the aging and to keep the aged material
circulating from the chipper/grinder to the final point of sale. The windrows have
been arranged to accommodate approximately between 8,500-9,000 cubic yards
of mulch in process.
The operation of the facility is determined by the needs of the end users and the
volume of aged waste on site. If the aged mulch stockpiles are filled, then all
waste is chipped for the Bio-fuel uses and is sent off the site except for the
amount necessary to make up for constant demand. When the demand for the
aged mulch is higher then a higher percentage of the incoming waste is sent to
the aging stockpiles. There is no material that is bypassed to an approved landfill.
All unacceptable materials are sent to the sanitary landfill owned and operated by
Hederson County, immediately. ,
MATERIAL SCREENING PLAN
The only materials that are acceptable at this facility are common yard wastes
that are primarily woody in nature. This includes tree stumps, limbs, cut logs, and
the like. All other material is directed off the site. Unacceptable materials include
metal of any kind, trash, demolition waste, construction lumber, drywall, any
painted materials, grass clippings, treated wood, engineered wood products,
construction wastes, and ect.
All materials are inspected twice when the arrive at the site. The material is
inspected upon arrival while still on the truck. Any load containing any
observable waste not acceptabel for processing is immediatly sent off the site in
the truck in which it arrive. Should the unacceptable material be hidden in the
load then it is usually found once the truck dumps it at the stockpile. If
unacceptable material is found in a load when it is dumped out then the material
is reloaded in the truck and sent off the site immediately. Materials that get past
these two inspections are found when the material is sorted to be loaded into the
chipper/grinder. These materials are sorted out and loaded on a truck and sent to
the sanitary landfil as they are found.
Since all material is physically handled immediately, it is the rare occurrence
when unacceptable materials are found that were not caught in the unloading
process. When this does happen, the offending material is seperated out and
sent to the landfill immediately. No unacceptabel materials are stored on site.
They are reloaded into trucks and immediately and sent to the landfill. This
precludes the need for storage receptacles on site for unacceptable materials.
Equipment for reloading the material and trucks for hauling unacceptable
materials are available at all times when the facility is in operation.
There. is no material that is bypassed at this facility.
Once the material is dumped on the ground at the receiving stockpiles, the
material is sorted into the categories stated above primarily to seperate the
cleanest material for processing to send to Tri- Gen Facility. The material is
handled by a tracked excavator that is equipped with a material -handling bucket.
This machine is used to load the waste into the chipper/grinder that shreds the
waste. Once the material is chipped it is either stockpoled for sending to the end
users or it is transferred to the aging process. This handling is accomplished with
a front end loader.
Euipment on the site to process the material consists of 1 12' tub grinder capable
of handling stumps, tree trunks and brush, 1tracked excavator, Log loader and 2-
3 dumptrucks. We will also in the future have a office with restroom, until then
there will be a porta john for sanitary requirements. There will be anywhere
between 3-5 people on site to manage and handle the process.
The dump trucks will be used to transfer the material of the site to the end user or
to the land fill as necessary.
END USERS
The final product of this facility consists of three classes of product:
1. Fuel. Fuel is processed and sent of the Blue Ridge Paper facility in Haywood
county. Blue Ridge Co -Gen, 175 Main st. Canton, N.C. 28716. This material is
incorporated in their process as either fuel in their Co -Gen plant or into their final
paper product.
2. Clean Fuel. Clean Fuel is processed and sent to the Tri-Gen Bio Power, Inc.
facility near Marion NC. Tri Gen Bio Power, Inc., 2859 Old Linville Rd., Marion,
NC., 28752. This material is burned to generate power.
3. Aged Mulch. Aged mulch is processed and sold to a variety of commercial
accounts and wholesalers and the general public.

Since there will be no demolition waste that will be accepted at this facility, there
is no asbestos containing materials on the site.
WASTE WATER
At this time there are no permanent facilities on site that are connected to the
sanitary sewage system, so all waste water is contained in the Porta-John, which
is serviced by the supplier on a regular basis. We are planning to have a full
service bathroom in office building when building is complete.
FLOOD PLAN
The facility is in conformance with the Henderson County Flood Ordinance. None
of the Facility is constructed in the protected floodway. Since the material is not
deposited in the floodway(the area of the waterway that transports floodwaters
downstream) nor are any of the operations in the protected floodway, the flow of
floodwaters is unimpeded. In accordance with FEMA regulations and local flood
ordinances, the proposed
operations do not cause a rise in flood waters. None of the facility is in any part of
the flood zone.
.According to the fCoodpaneCmap, attached, the BFE(base flood
elevation is 2, 076.6). So the entire site of operations is above the
base flood elevation.
It is apparent that aff of the site and operations are above the base
ffoodefevation and therefore wiffnot affect any of the fCood-way.

11. A minimum of 75% of acceptable materials received shall be treated or processed and distributed
within 12 months of receipt.
12. Any heat generation in excess of 110 degrees Fahrenheit (composting) in any of the piles of
material at the facility may require the facility to meet all the requirements of Section .1400 of
the Solid Waste Management Rules, or close.
13. Surface water shall be diverted from all operational and storage areas and the site shall be
constructed and maintained to prevent standing water in operational areas and under or around
storage piles. Water that comes in contact with solid waste shall be contained on -site or properly
treated prior to discharge.
14. Erosion and runoff control structures shall be maintained and the facility operated in such a
manner that soil erosion and runoff from the site shall be controlled.
15. This facility shall be operated and maintained with sufficient dust control measures to minimize
airborne emissions and to prevent dust from becoming a nuisance or safety hazard.
16. This facility shall be operated, and maintained in a manner so as to prevent the creation of a
nuisance, potential health hazard, or a potential fire hazard.
17. Effective vector control measures shall be applied as necessary to control flies, rodents, insects,
or vermin.
18. Appropriate measures shall be applied to confine wind blown material on the property.
19. Groundwater monitoring wells may be required if there is indication of the potential for
groundwater contamination.
RECORDKEEPING AND REPORTING REQUIREMENTS:
20. A copy of this permit and the approved plans shall be maintained at the facility.
21. Fires and non -conforming waste incidents shall be reported to the Solid Waste Section within 24
hours, and a written notification submitted within 15 days.

22. An annual report shall be submitted by August 1 st of each year for the previous July 1 through
June 30. The report shall include, at a minimum, the following:
(i) The facility name, address and permit number;
(ii) The total quantity in tons and type of waste received at the facility during the
reporting year;
(iii) The total quantity in tons and type of waste processed during the reporting year;
(iv) The total quantity in tons and type of material produced at the facility, by product
classification, during the reporting year;
(v) The total quantity in tons and type of materials removed for use or disposal from
the facility, by product classification, along with a general description of the
market if for use during the year covered by the report;

§ 200-7. Word usage and definitions.
B. Definitions. For the purpose of this chapter, the following words shall have the
meanings indicated:
CHIP MILLS -- Any nonportable wood -chipping facility that stands alone and apart
from a sawmill or a pulpmill, and whose purpose is to provide wood chips to an off -site
fabricating facility including but not limited to a papermill or oriented strand board
(OSB) mill. For purposes of the OU District, specifically excluded from this definition
are those facilities that produce less than 50,000 tons of wood chips or other materials per
year. [Added 5-16-2001]
INDUSTRIAL USE -- Entails manufacturing, assembling, processing, fabricating,
machining and/or warehousing. "Industrial use" includes establishments engaged in the
mechanical or chemical transformation of materials or substances into new products.
These establishments are usually described as plants, factories or mills and
characteristically use power -driven machines and materials handling equipment.
Establishments engaged in assembling component parts of manufactured products are
also considered industrial if the new product is neither a structure nor other fixed
improvement. Also included is the blending of materials, such as lubricating oils, plastics,
resins or liquors. The materials processed by industrial establishments include products of
agriculture, forestry, fishing, mining and quarrying as well as products of other industrial
establishments. [This definition is based upon excerpts from the Standard Industrial
Classification Manual (SIC), 1987. Specific examples of industrial uses as listed in the
SIC are not considered to be a limitation on this definition.] [Added 5-16-2001]

Project must be located outside of the Special Flood Hazard Area (SFHA) at all times.
ARTICLE 5 FLOOD HAZARD REDUCTION 5.1 General Standards: In all Special Flood Hazard
Areas the following provisions are required.
(0) New solid waste disposal facilities, hazardous waste management facilities, solid waste sites,
salvage yards, and chemical storage facilities shall not be permitted in Special Flood Hazard Areas,
except by variance as specified in this Ordinance. A structure or tank for chemical or fuel storage
incidental to an allowed use, including but not limited to agriculture, or to the operation of a water
treatment plant or wastewater treatment facility may be located in a Special Flood Hazard Area only if
the structure or tank is either elevated or floodproofed to at least the regulatory flood protection
elevation and certified according to Section 4.2(C) of this Ordinance.

ARTICLE 2 DEFINITIONS Unless specifically defined below, words or phrases used in this ordinance
shall be interpreted so as to give them the meaning they have in common usage and to give this ordinance
its most reasonable application. The following specific definitions apply, unless the context clearly
indicates otherwise:
Solid Waste Disposal Facility means:
1. Land, personnel and equipment used in the management of solid waste. Solid waste
management facilities include the following:
a. Transfer station;
b. Landfill, or
c. Materials recovery facility.
Solid Waste Disposal Site means the same as "solid waste disposal site" as defined as in NCGS 130A-
290(a)(36)
Special Flood Hazard Area (SFHA) means the land in the floodplain subject to a one percent (1%) or
greater chance of being flooded in any given year as determined in Article 3, Section 2 of this ordinance.

I hope these are the answers you need.
1). We are planning to use the house as an office if it is fixable. Other wise it will
be torn down and a small office building will be put up. Also no mulch or any
other material will be with in 100 feet of the well. The house on the property next
to ours is appox. 400+ feet from the working area and should not be affected at
all by this business.
2). The property is bordered by Mudd creek. There are 2 man made ponds and a
small stream that runs thru the property. There will be no Mulch piles or any other
material within 100 feet of these waters.
3). None of this Facility is in any part of the wet land, nor will there be any storage
of any type of material stored on the wet lands. The office building will be 100' or
more from the flood elevation.
4). spoke with the erosion control officer and told him that we will not be
disturbing more than an acre of land and if we are, than we will go and get a
permit. Also the air polution man told us to keep our hrs to 700 a year and if we
need to go over, than we will have to get a permit.
5). There shouldn't be any problems with run offs of any sort, but if there is, than
silt fences will be put up and the necessary measures will take place to fix the
matter.
6). Letter from Fire marshall, enclosed.
7). There is only one way into the property, therefore it will have a 20 ft. gate that
will be locked at all times when we are not open. When we are open there will be
someone there at all times.

Operations:
1. Receive material. The material is recieved form the general public in
trucks/pickups. Inspect the material in the truck and reject any material that is not
100% clearing of yard waste. unacce_ptabCe materials including metalof
any kind, trash, demoCition waste, construction Cumber, drywaC6
any paintedmaterials, grass cCippings, treated wood, engineered
woodproducts, construction wastes, and ect. are rejected. Direct the
material to the dump stockpile.
2. Sort material. Sort the material by cleanliness. Direct the cleanest
material to the chipper/grinder for processing for TriGen Facility. (agreement
enclosed) All other material shall be directed to the stream for processing for
either fuel for the Blue Ridge Facility(agreement enclosed) or as aged mulch. Any
unacceptable material discovered in this process shall be reloaded on the truck
that delivered it immediately and sent off site. If the delivery truck has left the site,
the material will be sorted and loaded on the first available truck and delivered to
the appropriate landfil or other legally licensed facility.
3.Process. The material shall be chipped/ground and delivered to the
appropriate end use. Clean material shall be chipped/ground and delivered to the
TriGen Facility(agreement enclosed) in employee operated haulers or contract
haulers. Dirtier material shall be chipped/ground and delivered to the Blue Ridge
Facility (agreement enclosed) or to the processing compost piles on site. Material
for aging shall be stock -piled in windrows beginning at the west margin of the
property. Materials in the windrows shall be circulated to the east. The material
shall be continuously turned and circulated until final sale at the east most
windrow.
Equipment Maintenace:
1.On site equipment: On site equipment will consist of 1 Tubgrinder, 1
chipper, 1 skidsteer, 1 Logging unit, 2 dump trucks, and 1 dump trailer-20ft.. All
equipment will be service on site at the recommended intervals by wither Leslie or
another qualified service provider. All waste fluids shall be collected and
removed from the site. Fueling of the equipment shall be prformed as necessary
and fuel will be delivered to the equipment. No fuel will be stored on the site at
this time.
2. There is no instrumentation on this site.
Storage of Materials:
1. The materials are stored in Windrows on site to age the materials.
The windrows are planned to be a pproximately 15 feet wide at the bottom and
approximately 10 feet high and oriented east/west on the site. All materials are
seperated from edge of the property with a 50 foot minimum buffer as required
by 1404(a) 5. On our site plan a 100' buffer is indicated.
Control Measures:
1. Receptacles for the daily generation of trash and or litter will be
maintained on the site. These trash receptacles shall be emptied on a regular
basis.
2. The material on site is not dusty and not subject under most
circumstances to becomming a nuisance.
3. Run off from the site is directed into drainage features around the
site. The disturbed areas of the site are either seeded or stabilized with mulch in
accordance with the erosion control ordinance.
Emergency Responce Plan:
1. This site is in Henderson County and is serviced by those
responders. All emergency situations shall be reported to the 911 system for
Fire, Police, and Medical emergencies.
2. Noncomforning waste shall be sent off site in the appropriate
hauler immediately. Waste that is found prior to the person, who delivered to the
site, shall be sent off the site with the person that delivered it to the site. Any
other waste shall be loaded in the employee or contract operated hauler and
delivered to the Henderson County Sanitary Landfill Facility,
Staff:
1. Manager. The manager is respnsible for the business operation of
the facility and general direction of the operation.
2. Superintendent. The superintendent is resposible for specific
operation of the facility and supervision of the operators. The superintendent will
inspect the load when it arrives at the site and handles the business transactions.
3. Operators: Operators are responsible for operating the equipment
and handling the materials.
Contingencies:
1. The facility will operate in all weather. The entrance to the facility
will be gated and paved allowing for opperation in enclement weather. Should
the weather be so bad as to preclude access to the facility on the state road
system( blizzard), the gates will be locked and there is no access to the facililty.
2. Medical emergencies are dealt with by local emergency personnel.
In the event of and emergency, on site personnel are trained in basic first aid in
accordance with OSHA regulations. They will dial 911 for the appropriate
responce team and administer first aid.
3. When poor market conditions preclude the sale of the recycled
material, the facility ceased to receive material while the stocks of on site material
are depleted.
Safety:
1. Worker Safety on site is directed on compliance with the specific
requirements of the NC Department of Labor and OSHA.
Training:
1. All equipment operators are trained in the operation and general
maintenance of the heavy equipment that is maintained on the site. There is no
plant equipment that does not fall into the category of construction equipment.
Record Keeping:
1. Records for the facility will be kept on site with totals of material
procedded totaled each month by county origin. All reporting will be made in tons.
Since the material is not weighed when it comes into the facility, an appropriate
factor will be used to convert from cy to tons. This factor is approximately
600lbs/cy loose fill in truck. (1 cord (4'x4'x8') wood defined as 400 Ibs by the
pulpwood industry, (4000#/1 28cf)(/27cf/1 cl)=843lbs/cy ... 600 Ibs/cy as adjusted for
loose dumped in the truck.
2. Reports shall be submitted to the division on August 1st of each
year for the preceding period August 1st through July 31st.

REPORT FOR PERMIT APPLICATION

OPERATIONS PLAN:
The Les's Mulch and More Stump Dump will operate as a treatment and recycling
facility for common yard waste. The facility receives stumps, limbs, and other
woody waste and processes this waste for recycled products and for bio-
generation fuel. The final products of this facility are for the most part sent to
commercial accounts for gardening products or as fuel for bio-generation fuel at
licensed facilities off site.
This facility will process stumps, and other yard waste into saleable material for
reuse. The material is brought to the site in trucks from landscaping and general
construction sources. The waste will consist of stumps and tree limbs and other
woody yard waste. The waste enters the property from the front entrance of the
property and is inspected on the truck to make sure that the material is
acceptable in nature. Demolition waste will not be accepted, nor is any waste that
cannot be processed into mulch or bio-generation fuel. Once the waste is
accepted, the truck will then be directed to dump the waste at one of the sorting
stockpiles. The material is sorted to seperated the material into the three
categories for processing. One of the major accounts requires that the processed
material be very clean and contain little dirt and contamination. The other two end
products require varying degrees of cleanliness. This necessitates the sorting
process, which is done prior to chipping/grinding the material. This sorting
process allows the materials to be inspected for unnacceptable materials. This
will include metal, of any kind, trash, demolition waste, construction
lumber, drywall, ant) painted materials, grassclippings, treated wood,
engineered wood products, contruction wastes, and ect. Any unacceptable
waste is separated into a stockpile, that will be hauled off to the sanitary landfill
usually that day.
The first waste stream is chipped/ground for solid fuel for the BlueRidge Co -Gen
facility. This facility is located in Haywood county.(papers included). The material
comes on the site, is chipped/ground and stockpiled, and is shipped off the site.
The total volume of this material on site at any one time is estimated to be
approximately 2000 cubic yards. This process usually takes between one and
fourteen days depending on the needs of the end user and the incoming waste
stream. The second stream is chipped for solid fuel for the Tri-Gen Bio Power
facility, which is located in Burke County.(papers included). This stream is
identical to the first stream except that the Tri-Gen facility requires material that is
cleaner than the BlueRidge facility requires. The third stream is processed for
aged landscaping mulch. After chipping/grinding, the waste is stockpiled in
windrows where natural aging processed allow the chips to age into a usefull
landcaping product. This aging process takes between 90 days and 180 days.
The material comes form the chipper/grinder and is stored in windrows that are
circulated from the north west margin of the property to the northeast. The
material is stirred and circulated to aid in the aging and to keep the aged material
circulating from the chipper/grinder to the final point of sale. The windrows have
been arranged to accommodate approximately between 8,500-9,000 cubic yards
of mulch in process.
The operation of the facility is determined by the needs of the end users and the
volume of aged waste on site. If the aged mulch stockpiles are filled, then all
waste is chipped for the Bio-fuel uses and is sent off the site except for the
amount necessary to make up for constant demand. When the demand for the
aged mulch is higher then a higher percentage of the incoming waste is sent to
the aging stockpiles. There is no material that is bypassed to an approved landfill.
All unacceptable materials are sent to the sanitary landfill owned and operated by
Hederson County, immediately.
MATERIAL SCREENING PLAN
The only materials that are acceptable at this facility are common yard wastes
that are primarily woody in nature. This includes tree stumps, limbs, cut logs, and
the like. All other material is directed off the site. Unacceptable materials include
metal of any kind, trash, demolition waste, construction lumber, drywall, any
painted materials, grass clippings, treated wood, engineered wood products,
construction wastes, and ect.
All materials are inspected twice when the arrive at the site. The material is
inspected upon arrival while still on the truck. Any load containing any
observable waste not acceptabel for processing is immediatly sent off the site in
the truck in which it arrive. Should the unacceptable material be hidden in the
load then it is usually found once the truck dumps it at the stockpile. If
unacceptable material is found in a load when it is dumped out then the material
is reloaded in the truck and sent off the site immediately. Materials that get past
these two inspections are found when the material is sorted to be loaded into the
chipper/grinder. These materials are sorted out and loaded on a truck and sent to
the sanitary landfil as they are found.
Since all material is physically handled immediately, it is the rare occurrence
when unacceptable materials are found that were not caught in the unloading
process. When this does happen, the offending material is seperated out and
sent to the landfill immediately. No unacceptabel materials are stored on site.
They are reloaded into trucks and immediately and sent to the landfill. This
precludes the need for storage receptacles on site for unacceptable materials.
Equipment for reloading the material and trucks for hauling unacceptable
materials are available at all times when the facility is in operation.
There is no material that is bypassed at this facility.
Once the material is dumped on the ground at the receiving stockpiles, the
material is sorted into the categories stated above primarily to seperate the
cleanest material for processing to send to Tri- Gen Facility. The material is
handled by a tracked excavator that is equipped with a material -handling bucket.
This machine is used to load the waste into the chipper/grinder that shreds the
waste. Once the material is chipped it is either stockpoled for sending to the end
users or it is transferred to the aging process. This handling is accomplished with
a front end loader.
Euipment on the site to process the material consists of 1 12' tub grinder capable
of handling stumps, tree trunks and brush, 1tracked excavator, Log loader and 2-
3 dumptrucks. We will also in the future have a office with restroom, until then
there will be a porta john for sanitary requirements. There will be anywhere
between 3-5 people on site to manage and handle the process.
The dump trucks will be used to transfer the material of the site to the end user or
to the land fill as necessary.
END USERS
The final product of this facility consists of three classes of product:
1. Fuel. Fuel is processed and sent of the Blue Ridge Paper facility in Haywood
county. Blue Ridge Co -Gen, 175 Main st. Canton, N.C. 28716. This material is
incorporated in their process as either fuel in their Co -Gen plant or into their final
paper product.
2. Clean Fuel. Clean Fuel is processed and sent to the Tri-Gen Bio Power, Inc.
facility near Marion NC. Tri Gen Bio Power, Inc., 2859 Old Linville Rd., Marion,
NC., 28752. This material is burned to generate power.
3. Aged Mulch. Aged mulch is processed and sold to a variety of commercial
accounts and wholesalers and the general public.
Since there will be no demolition waste that will be accepted at this facility, there
is no asbestos containing materials on the site.
WASTE WATER
At this time there are no permanent facilities on site that are connected to the
sanitary sewage system, so all waste water is contained in the Porta-John, which
is serviced by the supplier on a regular basis. We are planning to have a full
service bathroom in office building when building is complete.
FLOOD PLAN
The facility is in conformance with the Henderson County Flood Ordinance. None
of the Facility is constructed in the protected floodway. Since the material is not
deposited in the floodway(the area of the waterway that transports floodwaters
downstream) nor are any of the operations in the protected floodway, the flow of
floodwaters is unimpeded. In accordance with FEMA regulations and local flood
ordinances, the proposed
operations do not cause a rise in flood waters. None of the facility is in any part of
the flood zone.
.According to the fCoodpaneCmap, attached, the BFE(base flood
elevation is 2,076.6). So the entire site of operations is above the
base fCood elevation.
It is apparent that aCCof the site and operations are above the base
flood elevation and therefore wittnot affect any of the ftoodway.
