MEMORANDUM
To: Mr. Bob Glaser, Hazardous Waste Section
From: Ellen Lorscheider L
Subject: Closure of Kimberly Clark -Berkeley South Landfill
A site visit and a review of the available file data has been made by the
Hydrogeologic Unit of the Solid Waste Section. Several amendments to the
monitoring plan are necessary in order for a letter of closure to be issued.
1. Monitoring well MW-2 is located within the limits of the trash, as indicated
on the schematic of the well. This well is also not down-gradiant from the
landfill. Sampling on this well should be discontinued.
2. An additional down-gradiant well should be located adjacent to monitoring
well MWS-4, which is screened in the overburden at 3.75 to 13.75 feet below
ground elevation. This new well should be screened within the fractured
rock. This well should be constructed according to the specifications in the
North Carolina Well Construction Standards (1 SA NCAC 2C . 0108).
3. An additional down-gradiant well should be located Southwest of the waste
limits, within the property boundary of the landfill. This new well should be
screened within the fractured rock zone. This well should be constructed
according to the specifications in the North Carolina Well Construction
Standards (1SA NCAC 2C C. 0108).
4. In the future all wells should be monitored for the entire constituent list
according to the Sampling and Analysis Requirements for Construction and
Demolition Landfills and Closed Sanitary Landfills N. C, Solid Waste Section.
This monitoring will includeVolatile Organic Compounds which have not
been recently tested for.
5. The domestic water well, which is located at 489 Queen Street, should be
tested for the entire constituent list, as above.

A final closure letter could be issued upon receipt of a plan containing
proposed well locations, criteria for well construction and sampling
procedures. Installation and sampling of the new wells within a specified
time frame would be listed as a condition of the final closure letter. A plan
should be submitted by Berkeley Mills, to the Solid Waste Section.
