The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS 1. Bryan Leggett and David Powell road around the perimeter of the Closed MSW, and road across the cap in the
middle and to the east and viewed most of the closed MSW. 2. The northern side around the perimeter had many shrubs and some small trees growing on last inspection. This follow up inspection was done to view the completed corrective actions requested during last inspection. Shrubs/trees were removed, steep elevations were mowed and around perimeter as well. This should continue
to be done as needed for managing the cap, looking for any settling, or potential leachate releases. Perimeter road should be usable for inspecting the LF. Good job on addressing these issues as requested. 3. TDDS Airport road still needs documentation on issues that were discussed over email to complete approval.
Mr. Leggett explained he was having success in reaching the proper contacts to get the info requested and would be sending soon. He noted that there was an error on the map in regards to the gas line along the railroad track, in that it turns in middle of field and goes across property. This should be resubmitted when you have other documentation.

North side looking WSW. This area, although outside of EOW, could use a little weed eating. 4. Please be sure and keep on top of this issue in future. The areas that have newly added soil, from root ball
removal, and have not been mowed in a while, may erode if not managed and vegetation established. There is also a likelihood of settling which may require additional soil, so check frequent until vegetation is established. 5. Future options of managing grass on closed out MSW were discussed, such as the possibility of using sheep or goats instead of count staff/equipment or contractors. Email with this idea in practice were sent to Mr. Leggett
to show it in practice elsewhere on other landfills. David Powell mentioned this idea to DWM Permitting to review to see if there are any issues. Mr. Leggett needs to discuss and determine if this idea has enough potential to submit a formal request to permitting or not. Any activities or changes will of course need approval before any action can take place. Suggest looking at local farm animal mowing contractors locally which may
be the most cost effective scenario, but only county can determine what’s a good option for their needs. County Cooperative Extension and NCSU may have resources to assist the county with evaluating this grass management strategy as well.
