The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 30, 2020.
2. Household hazardous waste is collected at the Citizen's Convenience Center located to the northeast of the
transfer station. The convenience center collects recyclables, white goods, waste oil, antifreeze, batteries, used
electronics, household hazardous waste and mercury products recycling. TV's and monitors are accepted with
payment at the transfer station.
3. The permanent household hazardous waste collection unit is permitted to receive household hazardous waste
(HHW) generated by residents of Henderson County. The facility may not collect radioactive waste,
explosives, or infectious wastes. The HHW only operates on specific collection dates specified by the county.
4. Unauthorized access is prevented by means of fencing and a locking gate.
5. The facility separates oxidizers, flammables, and pesticides and utilizes a lockable three compartment steel
hazardous waste cabinet with under floor secondary containment for storage of the collected materials. All
drums in the cabinet were observed to be labeled.
6. Fire extinguishers were observed to be charged and the last monthly inspection was conducted on October 1,
2020.
7. The facility collects mercury -containing devices and florescent lamps and bulbs from residents, and the
materials are stored in a locked metal storage building. The fluorescent tubes and bulbs were observed to be
stored in containers that were structurally sound and adequate to prevent breakage.
8. The facility collects white goods and scrap metal for recycling. White goods containing refrigerants were
observed to be stored upright. The collected scrap metal is sent to CMC Recycling in Spartanburg, SC.
9. Used cooking oil, motor oil, antifreeze and used oil filters are collected undercover and the collection tanks
have secondary containment. The collected motor oil, antifreeze and filters are sent to Enterprise Oil in
Knoxville, TN for recycling and the used cooking oil is sent to Blue Ridge Biofuels for processing.
10. Waste manifests were provided by email on October 29, 2020 and included a detailed list of weights by material
type. Material was transported by Shamrock Environmental Services, Inc. to 3RC in Winston Salem, NC on
May 30, 2019, November 11, 2019, and September 18, 2020. The facility also participates in the North
Carolina Department of Agriculture & Customer Service Pesticide Disposal Program.
