PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
Non applicable.
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This is a Construction & Demolition (C&D) Waste Transfer Facility and a Temporary Disaster Debris
Staging Site (TDDSS) for disaster generated demolition material.
2) This Facility is recorded with the Onslow County Register of Deeds at: Book: 4350 and Page: 612.
3) This Facility is permitted to receive construction and demolition debris as defined in NCGS 130A-290(a)(4).
4) Proper signage has been posted at the Facility entrance stating the Facility name and emergency contact
information.
5) All C&D waste received by this Facility is transferred to the Maysville C&D Recycling & Recovery Facility,

permit #52-02 in Maysville, NC for recycling.
6) This site is secured by a locked gate at the Facility entrance. The gate was open upon my arrival and
attendants were on-site during this Facility Compliance Inspection.
7) Signage is posted adjacent to the scale entrance listing accepted and excluded waste types.
8) The Facility access roads are of all-weather construction and appear well-maintained at this time.
9) An adequate number of trailers are maintained onsite for the volume of waste currently managed by this
Facility.
10) All incoming waste is now being managed on the covered concrete pad.
11) All incoming waste is being managed in a timely manner.
12) The waste types were reviewed, no unpermitted materials were observed during this Facility Compliance
Inspection.
13) This Facility maintains a Caterpillar 950 Wheel Loader, a Doosan DX225-LC Crawler Excavator, a
Caterpillar D3 Crawler Dozer, and an ASV RC 100 Posi Track Skid Steer Loader on site for waste handling
and site maintenance duties.
14) The old transfer facility ramp is in the process of being dismantled and the soil collected for re-use.
15) Windblown debris was observed in several areas around the perimeter of the Facility. *Please ensure all
windblown debris is collected and properly managed at the end of each workday.
16) This Facility maintains a storage aera for empty roll-off containers. One container was observed to contain
mixed waste including C&D, MSW, and bagged asbestos waste. The site manager indicated that GFL
Environmental, Inc, the owner of the container, had been reluctant to remove the container from the
site. A GFL container transport truck arrived on-site during this Facility Compliance Inspection. I
spoke with the driver of the truck and advised him that the container would need to be removed from

the site by close of business and he stated that he would return to the site and pick up the container
as soon as he had delivered the empty container he was there to pick up. (It was confirmed later that
GFL had collected the container before close-of-business and taken it to the Onslow County MSW
Landfill, permit #67-09 in Meadowview for proper disposal.)
17) No off-site erosion was observed during this Facility Compliance Inspection.
18) *Corrective measures are required as a result of this Facility Compliance Inspection.
