The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos included in this report were taken by Susan Heim on October 30, 2020 during the inspection.
2. The site is permitted as a large Type 1 compost facility for the production of compost from leaves and yard
waste. The facility also accepts clean wood waste, including unpainted and untreated wood and wood pallets
and land clearing debris.
3. The facility is limited to a total capacity of 45,000 tons of materials received per year for both compost and
wood waste processing. A permit modification is required in order to increase the capacity of the facility.
4. Wallace Farms is contracted to manage and operate the site. Wood waste is ground onsite and transported to the
Wallace Farms facility in Davie County (permit # 3004) for composting and further processing. Mr. Cain stated
that some of the leaves and yard waste are processed and composted onsite, and later distributed to the public.
5. Wallace Farms provides a site supervisor who serves as the facility's operations manager and is on duty during
operating hours. A City of Winston-Salem staff member serves as the scale house operator.
6. The current Permit to Operate and approved Operations Plan are kept on file at the scale house and are available
for review upon request.
7. Tonnage records of waste received at the facility were provided via email following the inspection. These
records indicate that, for the previous fiscal year, materials received at the facility totaled 5,807.24 tons.
Monthly tonnage for the current fiscal year was recorded as follows: July 2020 — 662.99 tons; August 2020 —
1772.88 tons; and, September 2020 — 317.35 tons.
8. Temperature logs were provided via email following the inspection. Windrows had been created as adequate
quantities of the leaf and yard waste had been received at the facility, and temperature logs were established
based on the time each windrow achieved the minimum required temperature of 131 °F. Temperature readings
for all of the compost windrows were logged between December 2019 and March 2020. Each windrow was
monitored for a period of five weeks, ensuring that temperatures remained above 131 °F for that time period,
and, as such, were in compliance with the pathogen reduction requirements established in 15A NCAC 13B
1406(11).
9. Thermometer calibration data is maintained by Wallace Farms at their facility in Davie County.
10. The facility was found to be clean and well -maintained. No odors or fugitive dust were observed during the
inspection.
11. Internal roadways are of all-weather construction and well maintained.
12. The site is divided into two sections. The northern portion of the site is completely paved with asphalt and
contains the scale house and wood waste collection and processing area. The yard trash/composting area
occupies the southern, unpaved portion of the site that is constructed of well -packed gravel and maintained to
properly direct storm water and to prevent ponding water.
13. The paved portion of the facility is sloped to direct surface water to the storm water conveyance system. A large
swale, located between the wood waste operations area and the scale house, moves storm water to a grated drain
at the end of the swale. Surface water that does not enter the swale is directed to a storm drain located on the
eastern side of the access roadway that leads to the compost area. In the compost area itself, two drainage
channels — also on the east side of the site — direct stormwater so that it sheet flows down the vegetated slope.
14. Drainage ditches and storm drains appeared to be in good condition and functioning properly.
15. The facility was wet at the time of the inspection. However, no ponding water was observed in the composting
or wood waste operations areas.
16. The facility is protected by a chain link fence that surrounds the property and is secured by a locking gate that
serves as both the entrance and exit to the facility.
17. Proper signage was observed beside the gate at the entrance that included the permit number, contact
information, accepted wastes, and hours of operation.
18. All required buffers appeared to have been adhered to throughout the site.
19. Construction of a series of new power lines had been completed by Duke Energy since the previous inspection
on February 25, 2020. Following the inspection, facility staff stated that no modifications to operations or
waste/product storage had been imposed upon the facility within the power line right-of-way. It should be noted
that no poles had been erected within the operations area, so only overhead lines cross the property.
20. A roll -off container was staged at the southern end of the paved wood waste operations area for the collection of

any trash and unacceptable materials found in incoming loads. Waste generated at the site is taken to the Hanes
Mill Road Landfill (permit # 3402) for proper disposal.
21. All waste is weighed at the scale house and incoming waste is screened by the scale house operator. The scale
house operator also directs the load to the appropriate area where facility staff can further assess the material,
assist with unloading, and remove any trash or unacceptable wastes before pushing the load up into the
stockpile.
22. Stockpiles of clean wood pallets, unprocessed wood waste and ground wood waste were observed on the
concrete pad of the operations area. Several small pieces of plywood were observed in the pallet stockpile. Mr.
Cain followed up with the site manager to ensure that the material was removed and disposed of properly. No
additional unacceptable materials were found at the site.
23. No grinding was taking place at the site during the inspection. However, the site manager was observed loading
ground wood waste into trailers that would transport the material to the Wallace Farms facility for additional
processing and composting.
24. A stockpile of compost was located near the south end of the composting area. Mr. Cain indicated that this
material was leftover from the compost distribution event that had taken place in April 2020. A pile of leaves
and yard waste that had been collected curbside from city residents this fall had been staged near the northern
end of the compost area. Mr. Cain stated that this material had not yet been ground.
