The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Pre-operational inspection for new field to be added on the north side. Site boundaries were established and the
area GPS’d for a new site map. All orange flags shall be replaced with permanent markers. The rye has been
planted but has not yet become well established. A follow up inspection will be required to verify that the
winter cover crop is adequately established enough to withstand vehicle traffic and discharge events. I
contacted Georgia Love, regional agronomist, who shall visit the site.
2. This new field shall not be used for land application until the new permit is issued and the winter cover
crop has been approved.
3. The well that was previously installed across from the playground area along the access road has been removed.
Discussed possible other locations towards the southern end of the site, on the other side of the equipment shed.
There is permanent vegetation in this area so a setback of 250 feet to a disposal field is possible. A livestock
well has been installed towards the back of the site, behind the pond & Frankie’s proposed house location.
4. Soil samples shall be taken & submitted by the permit holder this fall for the two currently permitted
disposal fields. If any firm other than Belton’s Septic Tank Service shall be utilizing this site in 2021 then
an authorization form shall be submitted. Also if any firm other than Belton’s Septic Tank Service is
utilizing this site then land application site logs shall be submitted monthly. I contacted Terry Jones &
requested that a copy of the land application site logs be submitted.
5. Several discharge events occurred during this site visit (by both Belton’s Septic Tank Service & A
Countywide). The pH for all of the discharge events were at a pH 12. There was a little puddling/standing water
on a couple of events – ensure that adequate truck speed, adequate pressure and a spreader attachment are
utilized to ensure a wide thin spray path.
