The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 27, 2020.
2. The facility is permitted to receive solid waste generated by Blue Ridge Paper Products, Inc.
3. The facility accepts fly ash from multi -boilers, lime waste, wastewater treatment plant sludge, wood waste
debris, cinders, biosolids and asbestos containing material (ACM). Asbestos containing material is landfilled in
a separate area from all other materials.
4. The facility is approved for an average annual disposal rate of approximately 450,000 yds3.
5. Heavy fog was present at the time of inspection, compromising visibility in several areas.
Records Review
6. Annual landfill training was conducted on August 24 and 25, 2020 by Sevee & Maher Engineers. The training is
usually held in the spring but was delayed due to the concerns over COVID-19. The following individuals

7. Asbestos cell disposal records were provided for review. The facility has had two asbestos containing material
disposal activities totaling 14,280 pounds during 2020.
8. The landfill received 424,560 yds3 of material from January 2019 to December 2019 and received 266,928 yds3
from January 2020 to September 2020.
9. Quarterly landfill gas monitoring was conducted on August 8, 2019, December 19, 2019, February 24, 2020,
June 11, 2020 and August 25, 2020. No exceedances were noted during the monitoring events.
Operations Inspection of the Landfill Unit (4406-INDUS-1984)
10. Facility access is controlled by a gate; signage with the facility name, permit number, emergency contact
information and the types of waste accepted was observed at the entrance of the facility.
11. The landfill access roads are constructed of concrete, asphalt and gravel and were in good condition at the time
of inspection.
12. The Asbestos Containing Material (ACM) Disposal Area is located on the east side of the facility. The facility
received asbestos on April 16, 2020 and October 6, 2020. The ACM area had recently been seeded, matted and
groundcover sufficient to prevent erosion has been established.
13. The facility has three interconnected leachate ponds located to the south of Area B—Lower, and no visual
deficiencies were observed in the liner. The three ponds had sufficient freeboard at the time of inspection.
14. The facility is currently filling fly ash from multi -boilers, lime waste, wastewater treatment plant sludge, wood
waste debris and cinders in Area D. Multiple working faces were being utilized at the time of inspection.
Materials of differing consistencies are disposed of in different areas of the landfill.

15. The facility was repairing one of the two pumps at the pumping station located on the south side of Area D. The
facility has an emergency pump in place which is connected to the pump station in anticipation of upcoming
rainfall events.
16. Edge of Waste markers (EOW) were installed around all fill areas of the landfill. One EOW marker near the
road between Area D and Area C had been knocked down and needs to be reinstalled.
17. Several small trees were observed growing on east side of Area D near the anchor trench for the liner. Remove
the woody vegetation from this area to prevent the possibility of the tree roots compromising the integrity
of the liner. Continue to remove woody vegetation from all closed landfill caps and slopes.
18. Area E has been constructed and the contractors are in the process of installing the leachate pumps for the cell.
19. During the inspection, several monitoring wells were observed to be locked and properly tagged.
