1.0 INTRODUCTION
1.1. PURPOSE
SUMMIT ELT, P.C. (SUMMIT) is pleased to submit this proposed work plan for providing
Environmental Services associated with the development of the Southern Wipers Brownfields
Property, located at 511 E 25th Street, 2200, 2214 and 2218 N Brevard Street, in Charlotte, North
Carolina. This additional assessment work plan is intended assesses additional properties not
included in the original Brownfields Assessment.
1.2. SITE DESCRIPTION
The Brownfields Project area consists of an irregular shaped tract of commercial/industrial and
vacant land comprised of six (6) tax parcels totaling 5.279-acres in area. The Brownfields property is
developed with two (2) industrial warehouse type buildings located along N. Brevard Street and two
(2) industrial warehouse buildings located between E. 25th Street and E. 26th Street, east of Little
Sugar Creek. Vacant undeveloped parcels make up the remaining portions of the site. This additional
assessment work plan is focused on three (3) parcels located along N. Brevard Street (Mecklenburg
Parcels: 08305302, 08305305 and 08305306), which for the purpose of this work plan will be
referred to as the N. Brevard Street Parcels. The Southern Wipers Parcel (Mecklenburg
Parcel:08305308) consists of the property located east of Little Sugar Creek, which was previously
assessed as part of this Brownfields project in 2018. Parcels located along Little Sugar Creek
(Mecklenburg Parcels: 08305307 & 08305312) are currently in negotiations for land acquisition.
1.3. ASSESSMENT HISTORY
Phase I ESAs have been performed by SUMMIT ELT, PC for the Southern Wipers parcel located on
the N. Davidson Street side of the Brownfields property as well as the N. Brevard Street Parcels. On -
site and off -site RECs were identified to be associated with the subject parcels historical site usage

and surrounding site industrial history. Known chlorinated and metal impacts with groundwater
were identified to have impacted the upgradient off -site properties adjacent to the Southern Wipers
Parcel.
A Brownfields Assessment was completed for the Southern Wipers Parcel, (511 E 25th Street) in
2018. Results confirm chlorinated VOCs and metals impacts (Arsenic, Hex Chromium) at this portion
of the Brownfields property. Additionally, metal impacts were identified in soil samples collected
from the Southern Wipers Parcel.
No assessment has been completed for the N. Brevard Street Parcels of the Brownfields property.
1.4. CURRENT DEVELOPMENT STATUS
The subject site parcels were previously developed for industrial use with four (4) industrial
warehouse type structures. Two (2) located at 511 E. 25th Street, formerly utilized by Southern
Wipers, is currently being utilized as tenant lease space to include auto repair and storage.
The two (2) industrial warehouse structures at 2214 and 2218 N Brevard Street are being utilized
as commercial office space and storage.

2.0 SCOPE OF WORK
SUMMIT will contact North Carolina 811 in an effort to locate all underground utilities prior to
starting the proposed field activities. We cannot however be responsible for damage to any
underground feature that is not clearly marked in the field. SUMMIT requests the owner provide all
underground utility and structure information to us prior to our field investigation.
2.1. SOIL ASSESSMENT
SUMMIT proposes to complete seven (7) soil borings at the N. Brevard portion of the subject site.
Six (6) borings will be located in select areas of the site to assess the former use and current
conditions of the property, and one (1) boring will be located in the former UST basin (tank removed).
The UST basin boring will be advanced via direct push methods to anticipated depths of 15 feet
below ground surface (bgs). The remaining six (6) soil borings will be advanced via direct push
methods to anticipated depths of 8 to 10 feet below ground surface (bgs). Surface soil samples (0-
2 ft bgs) will be collected from the six soil borings. Sub -surface soil samples (>2 ft bgs) will be
collected from five (5) of the borings located in the proposed future structure footprints where
deeper soil intervals may be disturbed by redevelopment. All soil samples will be analyzed for the
presence of Volatile Organic Compounds by EPA Method 8260, Semi -Volatile Organic Compounds
by EPA Method 8270 and RCRA Metals, Hexavalent Chromium, Nickle, Copper, Zinc by EPA Methods
6020/7471/7196. A reference of sample collection and analysis can be viewed on Table 1.0 in of this
work plan. Soil sampling locations are provided on the attached Assessment Sampling Location
Plans, Figure 2 and Figure 3 of this report.
2.2. GROUNDWATER ASSESSMENT
Following completion of soil borings, SUMMIT proposes to extend select soil borings to water table
depths ranging from 10 to 20 ft bgs for the installation of five (5) Temporary Monitoring Wells
(TMWs). At each TMW location, a 1 inch, schedule 20 slotted PVC well screen will be placed in the

resulting borehole, with the borehole anulus filled with Type 3 filter sand. Alternatively, a prepacked
well screen product may be utilized in leu of sand filter pack.
In addition to the five (5) temporary wells planned for this assessment, the following six (6) existing
monitoring wells MW-17, MW-18, MW-19, MW-23, MW-24 and MW-25 associated with the
Southern Wipers Parcel and adjacent ARGI site will be sampled as part of this assessment.
All groundwater samples will be analyzed for the presence of Volatile Organic Compounds by EPA
Method 8260, Semi -Volatile Organic Compounds by EPA Method 8270 and RCRA Metals, Hexavalent
Chromium, Nickle, Copper, Zinc by EPA Methods 6020/7471/7196. A reference of sample collection
and analysis can be viewed on Table 1.0 of this work plan. Groundwater sampling locations are
provided on the attached Assessment Sampling Location Plan, Figure 2 and Figure 3 of this report.

3.0 SAMPLING METHODOLOGY
The purpose of the proposed assessment activities is to obtain environmental data related to the
current site conditions at the subject site. The work plan was developed following SUMMITs
experience with working on similar projects and is intended to be utilized to assist in the formation
of a DEQ Brownfield Agreement. All field sampling activities and reporting will be completed in
general accordance with the DEQ IHSB Guidelines for Assessment and Cleanup of Contaminated
Sites (Guidelines) dated January 2020, this DEQ-approved Work Plan, and the most recent versions
of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division
(SESD) Field Branches Quality System and Technical Procedures guidance. Work associated with the
work plan will be performed under the direction of a Licensed Geologist registered in the State of
North Carolina.
3.1. SOIL ASSESSMENT METHODOLOGY
The UST basin boring will be advanced via direct push methods to anticipated depths of 15 feet
below ground surface (bgs). SUMMIT will field screen the recovered soils in 2 ft intervals utilizing a
calibrated Photoionization Detector (PID). The interval displaying the most elevated VOC detections
or visual signs of impact will be selected for laboratory analysis. If field screening is inconclusive, the
soil boring interval determined to be the approximate bottom of the UST basin and/or the interval
directly above the water table (whichever is encountered first) will be selected for analysis.
The remaining six (6) soil borings will be advanced via direct push methods to anticipated depths of
8 to 10 feet below ground surface (bgs). SUMMIT will field screen the recovered soils in 2 ft intervals
utilizing a calibrated Photoionization Detector (PID). The 0-2 ft bgs interval (surface sample) will be
collected for lab analysis from all six (6) borings. The 2-4 ft bgs interval (sub -surface sample) will be
collected from five (5) borings that are located within the redevelopment building footprint.

Additionally, if deeper soil intervals display elevated VOC detections or visual signs of impacts in
these borings, they will additionally be selected for laboratory analysis.
3.2. GROUNDWATER ASSESSMENT METHODOLOGY
Five (5) temporary wells planned to be installed and sampled at the N. Brevard Parcels portion of the
Brownfields property as part of this additional assessment. Additionally, the following six (6) existing
monitoring wells MW-17, MW-18, MW-19, MW-23, MW-24 and MW-25 associated with the
Southern Wipers Parcel and adjoining AGRI site will be sampled as part of this additional assessment.
Prior to sample collection, all monitoring wells will be gauged and purged via the low -flow method
using a variable speed peristaltic pump and new dedicated tubing (or with a variable speed, electric
submersible pump if groundwater depths prohibit the use of peristaltic pumps) until consistent
values (i.e., less than 10%variance between consecutive readings) are obtained for dissolved oxygen,
specific conductivity, temperature, and consecutive pH measurements are within ± 0.2 pH units.
Additionally, turbidity will be monitored during purging with a calibrated turbidity meter and be
considered adequate when readings are consistently <10 NTUs. If drawdown cannot be controlled
during low -flow sampling (i.e. the well runs dry), the sample will be collected following static
recharge of the monitoring well. All purge and development water will be collected in DOT approved
steel 55-gallon drum for disposal. Following the purging process, a groundwater sample will be
collected in the laboratory provided containers from the monitoring well.
3.3. SAMPLE POINT ABANDONMENT
Soil Borings will be abandoned with soil cutting following collection. Temporary monitoring wells
will be abandoned in accordance with North Carolina Well Standards by a licensed well driller.

4.0 LABORATORY ANALYSIS
Samples will be submitted to a PACE Analytical, a North Carolina certified for analysis.
All collected soil samples with the exception of the background boring will be submitted to a North
Carolina certified laboratory for the analysis of Volatile Organic Compounds via EPA Method 8260,
Semi -Volatile Organic Compounds (SVOCs) via EPA Method 8270 and RCRA 8 Metals, Hexavalent
Chromium, Nickle, Cooper and Zinc by EPA Method 6020/7471/7196.
All collected groundwater samples will be submitted to a North Carolina certified laboratory for the
analysis of Volatile Organic Compounds via EPA Method 8260, Semi -Volatile Organic Compounds
(SVOCs) via EPA Method 8270 and RCRA 8 Metals, Hexavalent Chromium, Nickle, Cooper and Zinc
by EPA Method 6020/7471/7196.
Laboratory Reporting Limits (RLs) and method detection limits (MDLs) will be sufficient to report
concentrations below regulatory standards. "J" values will be reported when concentrations are
reported below the RL but above the MDL. Level II QA/QC will be reported with the laboratory
analysis.

5.0 QA/QC
One (1) duplicate sample per collected media will be analyzed in accordance with the analysis
outlined in Section 4.0 of this document and Table 1.0 of this work plan. Two (2) trip blanks are
anticipated for this assessment.
Additionally, two (2) VOC Field Blanks will be collected as part of this assessment.
All environmental samples will be packed, placed in coolers and shipped to a Nationally accredited
laboratory for the previously detailed parameters. Chain -of -Custody records will be maintained and
presented as attachments to our final submittal.
The laboratory selects MS/MSD randomly for batch analysis. Laboratory provided containers are
sufficient volume to analyze the sample by MS/MSD if selected in accordance with the laboratory
QA/QC policy.

6.0 INVESTIGATION DERIVED WASTE (IDW) MANAGMENT
Previous assessment data for the site and surrounding area of the site suggests that no hazardous
waste or concentrations exceeding industrial PSRGs are likely to be encountered. Soil cuttings
produced by well installation will be spread thin on the ground surface around each sampling
location. Purge water will be collected in steel DOT approved 55-gallon drums pending analysis. A
disposal decision will be made following a review of the analysis. No other IDW is anticipated for
this assessment.

7.0 REPORTING
A detailed report will be completed including, a summary report with a description of field activities,
tabulated data in comparison to applicable screening levels, historical data table and the laboratory
data packet with applicable QA/QC documentation (Level II QC), a site location map and site plan
with location of the sample point. Concentration map(s) for contaminants detected above
applicable standards will be included in the final report. Report will be completed by a NC PG or PE
with appropriate signatures and/or seals.
