Dear Mr. Fish:
The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received
a request to export 700 cubic yards of soil and weathered bedrock from the Electrical Apparatus
Machine (EAM) Brownfields Property (23088-19-060), owned by Golden Nugget Associates
Owner, LLC. This request was submitted on your behalf by Mr. Rob Foster of Wood Environment
& Infrastructure Solutions (Wood) on October 20, 2020 via email. Transfer to another
Brownfields property had previously been approved; however, per recent correspondence with
Mr. Foster these soils are unsuitable materials for construction due to high moisture content.
DEQ Brownfields and Solid Waste Section reviewed the soil analytical data provided in the
Beneficial Reuse Soil Assessment Report dated June 12, 2020 prepared by Wood as well as
previously collected soil samples from the Reeve's Land Clearing and Inert Debris Landfill
(LCID) (Permit No. 60-S-LCID). Based upon our review, the soils and weathered bedrock may be
managed as follows. Please refer to attached figure for location details.
• Approximately 500 cubic yards of soil from Blocks 8-3, 8-7, 10-3, 11-5 and 13-5 are
approved for disposal to the Reeves LCID Landfill, or another LCID Landfill with
background arsenic concentrations similar to those identified at the Brownfields Property,
a Construction & Demolition (C&D) Landfill, Municipal Solid Waste (MSW) Landfill, or
at another Brownfields Property with prior DEQ Brownfields approval.

Approximately 200 cubic yards of weathered bedrock and soils from Block 12-5 and 12-6
are approved for disposal to the Reeves LCID Landfill, or another LCID Landfill with
background arsenic concentrations similar to those identified at the Brownfields Property,
a C&D Landfill, MSW Landfill, or at another Brownfields Property with prior DEQ

All soil export must be conducted under the DEQ Brownfields approved EMP. Per the EAM EMP,
the soils will be field screened during excavation prior to export from the property. If unanticipated
impacts are identified during excavation, please refer to the EMP for further actions and cease
transfer until appropriate characterization can be completed.
In addition, in accordance with the approved EMP for EAM, annual Redevelopment Summary
Reports will be submitted to DEQ Brownfields. Details related to the disposition of this soil
including but not limited to, total volume, general description of field screening efforts, etc. should
be included with the Redevelopment Summary Report.

necessary permits, licenses or certifications which may be required from other state or local
