PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 - This facility has Fencing, Locking Gates and Video Surveillance for security. 02 - Signage is on the front gate. Need to add contact information to signage in the event of an emergency as noted on the last inspection. 03 - GPS location was taken today at the facility entrance. 04 - No compost is being made at this site. Chipping/Grinding is done here. 05 - There leafs from the vacuum truck are also stored here until ready to mix for compost. 06 - All debris for compost are taken to YWN 33-009, also owned and operated by The Town of Tarboro. 07 - There are still some old Land clearing waste piles to be broken down and used. 08 - The debris that were scattered over an un-determined area on the last inspection have been compiled to an area of less than 2 acres. 09 - The stored clean concrete and soil onsite mentioned on the last inspection were used as beneficial fill in low areas.
10 - The junked automobile has been removed. 11 - This site looks better than the last inspection. Staff is making progress to improve this site. 12 - Covid-19 restrictions have slowed the progress down. 13 - Continue efforts to make improvements to this site. Keep up the good work. 14 - Digital pictures were taken and some attached to this report
