Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on October 20, 2020. 2. The facility is owned by Haywood County and operated by Consolidated Waste Services. 3. The facility is open to the public Monday through Saturday from 7:00 am to 5:00 pm. 4. Waste is transported by Consolidated Waste Services to the White Oak Municipal Solid Waste Landfill (4407- MSWLF-1993) in Waynesville, NC. Records Review 5. Tonnage records were reviewed from the FY2019-2020 Facility Annual Report. The facility received 19,490 tons of waste from July 1, 2019 through June 30, 2020. During that same time period the facility recovered 5,386.93 tons of material for recycling or reuse. 6. A selection of waste screening forms from October 2020 were reviewed and the forms showed the final disposition of any unacceptable material that was encountered. 7. The facility pumped the tank on February 28, 2020, April 28, 2020 and August 10, 2020. Operations Inspection of Electronics, Baling, Universal Waste and Blue Bag Area 9. The facility collects fiber from county convenience sites. The baled material is sent to different vendors depending on market conditions. 10. Televisions and electronic waste are collected, sorted, palletized or placed in crates and sent to CompuPoint USA in Norcross, Georgia for recycling. 11. Florescent tubes, bulbs and lead acid batteries are collected in a locked metal cage inside the baling building. The bulbs were stored in structurally sound cardboard boxes and plastic buckets to prevent breakage. The Universal Waste area was well managed at the time of inspection. 12. "Blue Bag" recyclables are brought from the county convenience sites and stored inside the baling building. The material is loaded into transfer trailers or roll off containers and is taken to Curbside Management for processing. 13. Used motor oil, filters, and used cooking oil are collected inside the baling building. Used oil and filters are sent to Enterprise Oil in Knoxville, TN. Used cooking oil is sent to Blue Ridge Biofuels for processing. Operations Inspection of the Scrap Metal, White Goods and Tire Collection Area 14. Scrap metal and white goods are collected on a concrete pad and are loaded into roll off containers. White goods containing refrigerants were separated and were observed to be stored upright. The collected material is sent to Mountain Metals for recycling and refrigerant removal. A Freon manifest was provided for refrigerant that was removed from July 1, 2019 to June 30, 2020. 15. Two tire trailers are staged to the northwest of the transfer building to receive incoming scrap tires and no tires were stored outside the trailer. 16. The Scrap Metal, White Goods and Tire Collection Area was well managed at the time of inspection. Large loads are directed to the tipping floor; citizens and small haulers dump material over a tipping wall located on the southeast side of the building. 18. The facility loads a transfer trailer with a track hoe on the tipping floor and no unapproved material was observed during the inspection. 19. The leachate drain is located in the center of the tipping floor and is connected to a collection tank. The tank is pumped on an as needed basis and the leachate is sent to the Town of Waynesville Wastewater Treatment Plant. 20. The leachate collection system appeared to be working properly and the tipping floor was observed to be in good condition. 21. Windblown litter was minimal and well managed, and facility staff were actively picking up litter during the inspection.
