STATUS OF PERMIT:
4302-LCID-1998 Permit to Operate issued May 26, 2015. Permit expired on May 26, 2020. Permit renewal paperwork
was submitted May 22, 2020.
Life of Site Permits issued for 4302-CDLF-1998 and 4302-CDLF-2018 on July 23, 2020. The Life of Site Permits will
expire on March 2, 2058.

Follow-up Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
RESOLVED: I5A NCAC 13B .0542 (f)(1), "Except as provided in Subparagraph (3) of this paragraph, the owners and
operators of all C&DLF units must cover the solid waste with six inches of earthen material when the waste disposal
area exceeds one-half acre and at least once weekly. Cover must be placed at more frequent intervals if necessary, to
control disease vectors, fires, odors, blowing litter and scavenging. "

During the August 28, 2020 Inspection, adequate cover had not been applied to the working face CDLF Area 2. During the
October 13, 2020 Follow-up Compliance Inspection, the CDLF Area 2 had been adequately covered and the working face
was less than 0.5 acres in size.

RESOLVED: 15A NCAC 13B .0542 (1)(4), "Leachate must be contained on -site or treated prior to discharge. "
The leachate release was identified flowing down an erosion rill along the access road to the top of the CDLF Area 1 during
the August 28, 2020 inspection. The CDLF Area 1 access road had been repaired and regraded. As of October 13, 2020, no
leachate was observed to be flowing down the CDLF Area 1. Erosion was identified along the CDLF Area 1 access road;
however, this can be attributed to the recent heavy rains and sandy soils. The areas of erosion need to be watched and
repaired as needed.

A second leachate release was observed flowing from a drainage pipe into the sediment basin located to the south of the
CDLF Area 1 during August 28, 2020 inspection. During the October 13, 2020 follow-up inspection, Mr. Holland stated
that the source of the leachate release was a broken pipe to the east of Leachate Sump #2 and was allowing the leachate to
flow directly into the drainage pipe. Mr. Holland stated that the area was dug up, repaired, and plugged with clay. The
leachate impacted sediments had been excavated from the sediment basin and confirmatory samples have been collected
and analyzed. As of October 13, 2020, Harnett County has not received the analytical report. Email correspondence with
Mr. Beane on October 14, 2020 confirmed that the leachate contaminated water was pumped out of the sediment pond and
transferred to the on -site lift station for treatment at the wastewater treatment plant.

RESOLVED: 15A NCAC 13B .0542(c)(2), "The regulated asbestos waste must be covered immediately with soil in a
manner that will not cause airborne conditions and must be disposed of separate and apart from other solid wastes. "
As of October 13, 2020, the asbestos waste disposal area had been properly covered with adequate soil cover. No asbestos
waste was exposed. Vegetative cover needs to be established over the asbestos area to help prevent the erosion of the area.

PARTIALLY RESOLVED:15A NCAC 13B .0542 (k)(2), "Adequate sediment control measures consisting of vegetative
cover, materials, structures or devices must be utilized to prevent excessive on -site erosion of the C&DLF facility or
unit. "
The Harnett County Dunn -Erwin Landfill has recently repaired the erosion rills identified during the August 28, 2020
inspection. However, due to the recent heavy rains and sandy soil, some of the erosion rills have returned. The erosion will
be monitored, repaired, and seeded. Photographs provided by Mr. Beane show the repaired side slopes prior to the recent
heavy rains. The photographs can be found attached to the end of this report.

UNRESOLVED: Harnett County Dunn -Erwin Landfill Facility Operations Manual Section 2.2.2 (June 2018),
Prohibited waste include waste exclusions listed in 15A NCAC 13B .0542 as follows: "...Sludge as defined in G.S. 130A-
290(a)(34)." G.S 130A-290 (a)(34) defines sludge as "any solid, semisolid, or liquid waste generated from a municipal,
commercial, institutional or industrial wastewater treatment plant, water supply treatment plant or air pollution control
facility or any other waste having similar characteristics and effects."
Water treatment sludge was identified to still be stockpiled across the access road from the asbestos area. There appears to
have been no additional water treatment sludge added to the stockpile area since the August 28, 2020 inspection. Mr. Beane
confirmed that the Dunn -Erwin Landfill has not received any additional water treatment sludge since the August 28, 2020
inspection. Harnett County is currently attempting to obtain approval to utilize the wastewater treatment sludge as a soil
amendment. Mr. Beane stated that the analytical for the wastewater treatment sludge has been submitted to Permitting for
review.
An area of black soil was identified along the eastern side slope of CDLF Area 2 (please see Figure 1). This area of black
soil was identified in the August 28, 2020 inspection. Mr. Beane confirmed in email correspondence that the black soil was
the water treatment plant sludge.
RESOLVED: 15A NCAC 13B . 0566 (4), "Adequate soil cover shall be applied monthly, or when the active area reaches
one acre in size, whichever occurs first. "
As of October 13, 2020, the LCID was adequately covered with soil. The active working face was less than one acre.

RESOLVED: 15 NCAC 13B .0565 (3) (j) "Excavation, grading and fill material side slopes shall not exceed three to
one (3:1). "
During the covering of the LCID waste, the side slopes were properly graded and sloped.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday
7:30 am until 12:00 pm.
4. The facility conducts waste screenings of 1 percent of truck loads received. Waste screening records were verified
for September 2, 2020 through October 8, 2020.
5. The cover log was verified for June 3, 2019 through October 9, 2020.
6. The waste type was reviewed at the CDLF and LCIDLF at the time of this inspection. No unacceptable waste
streams were noted.
7. The side slopes need mowing and woody vegetation needs to be removed. The lush vegetation on the closed
MSWLF, the inactive CDLF, the asbestos disposal area and the LCID should be mowed as often as necessary to
allow for proper compliance inspection of these areas by site staff and section staff.
8. Windblown waste was observed outside of the CDLF areas at the time of this inspection. The windblown must be
collected and returned to the working face prior to close of business daily.
9. Edge of waste markers are installed and being maintained around CDLF Area 1. Edge of waste markers need
to be installed around CDLF Area 2 and the asbestos waste area.
